The subject property is Zoned R-1 and is designated as Residential by the General Plan . The item was continued to the January 1 0, 2012 Planning Commission meeting by a 3-0 vote with Commissioner Seibert recusing himself due to a conflict of interest and Commissioner Leung absent. b. A Conditional Use Permit to allow the establishment of a coffee shop at 9619 Las Tunas Drive. The business will serve coffee, tea, smoothies, and light meals . The applicant also proposes to have onsite consumption of beer and wine . The business will be conducted in an existing commercial facility of approximately 3,160 square feet, and the proposed business hours are from 11 am to 11 pm, seven days a week. The proposed maximum number of seats is 65 . The subject site is located in the City Center Commercial (CC) District designated by the downtown specific plan. The Planning Commission unanimously approved (Commissioner Leung absent) the Conditional Use Permit, and denied the applicanfs request to have onsite consumption of beer and wine. c. A Lot Line Adjustment to re-position the property line for Parcel "A" and Parcel "B", which are addressed as 9717 Craiglee Street and 9720 Val Street respectively. The proposal is to extend the frontage of parcel "B" to the east to incorporate additional four-foot into the property. In addition, the easterly four- foot land area of Parcel "B" will be designated as a utility easement for Parcel "A". Both parcels involved are zoned Single-Family Residential (R-1). The Planning Commission unanimously approved the Lot Line Adjustment (Chairman O'Leary recused himself due to a conflict of interest and Commissioner Leung absent). d. The Planning Commission will consider and ultimately recommend to the City Council, an amendment to the Land Use Matrix of the Downtown Specific Plan to Conditionally Permit Dance and Exercise Schools/Studios in the East Commercial (EC) District of the Downtown Specific Plan area. The Planning Commission voted 3-1 (Chairman O'Leary dissent and Commissioner Leung absent) to approve a Resolution recommending that the City Council adopt an ordinance to amend the Downtown Specific Plan to Conditionally Permit Dance and Exercise Schools/Studios in the East Commercial (EC) District and adopt the draft Negative Declaration . e. A Conditional Use Permit to allow the establishment of a dance studio at 9908 Las Tunas Drive, Unit A and B. The dance studio would operate from 4:00 pm City Council January 3, 2012 Page3 to 9:00pm Monday through Friday, and from 10:30 am to 5:00pm on Saturday and Sunday. The applicant is requesting to have a maximum of 22 dance students during the week and a maximum of 27 dance students during the weekend. The property is located in the East Commercial (EC) District of the City's Downtown Specific Plan, and is designated as Commercial by the City's General Plan Land Use Map. The Planning Commission unanimously voted to continue the item (Chairman O'Leary recused himself due to a conflict of interest and Commissioner Leung absent) to the February 14, 2012 Planning Commission meeting . 4. COMMUNICATIONS a. Reappointment of the Planning Commission Liaison to the Temple City Youth Committee. The Planning Commission (Commissioner Leung absent) continued the item to the January 10, 2012 Planning Commission meeting since Commissioner Leung was absent. b. Commissioner Cordes commended staff and volunteers for their efforts in assisting the residents during the windstorm. c. Commissioner Seibert commended Edison for their efforts in working around the clock to try to repair the downed power poles. d. Vice-Chairman thanked staff and volunteers for their efforts in assisting the residents during the windstorm . e. Chairman O'Leary also thanked staff and volunteers for their cleanup efforts and he is glad that people got to meet their neighbors. f. Community Development Director Masura also thanked staff and volunteers with the cleanup efforts. He provided summary of the damage that occurred from the windstorm. He also spoke about the City declaring a State of Emergency and the City's recovery efforts. 5. ADJOURNMENT The Planning Commission meeting was adjourned at 8:53 p.m. CONCLUSION: The City Council is requested to review the Planning Commission actions of their meeting of December 13, 2011. City Council January 3, 2012 Page4 FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2011-12 City Budget.
