Planning Commission and City Council to review each request to ensure that a
proposed Dance and Exercise School/Studio will not have an adverse affect on the
surrounding properties. In general, the proposed amendment would not have a conflict
with the existing and permitted uses in the East Commercial (EC) District, as the
operating schedules typically occur opposite from each other.
CONCLUSION:
Given the fact that Dance and Exercise Schools/Studios are currently conditionally
permitted in the four other commercial districts of the Downtown Specific Plan, staff
does not have any objections to amending the East Commercial (EC) District to
conditionally permit Dance and Exercise Schools/Studios.
Therefore, the City Council is requested to make a motion adopting Ordinance No. 11-
951 for second reading by title only.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2011-12 City Budget.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
AMENDING THE DOWNTOWN SPECIFIC PLAN LAND USE MATRIX
CONDITIONALLY PERMITTING DANCE AND EXERCISE
SCHOOLS/STUDIOS IN THE EAST COMMERCIAL (EC) DISTRICT OF THE
DOWNTOWN SPECIFIC PLAN.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY HEREBY ORDAINS AS FOLLOWS:
SECTION 1. Based upon information presented in the Planning Commission Staff Report dated
December 13, 2011 to consider amending the Downtown Specific Plan to conditionally permit Dance and
Exercise Schools/Studios in the East Commercial (EC) District, the City Council hereby declares the
following:
SECTION 2. This project should result in no significant effects upon the environment, and a
Negative Declaration has been prepared in accordance with the State CEQA Guidelines. The State
Department of Fish and Game has determined that for purposes of the assessment of CEQA filing fees
[F&G Code 711 .4(c)] the project has no potential for effect on fish, wildlife and habitat and the project does
not require payment of a CEQA filing fee.
SECTION 3. Based upon the findings as contained in the Planning Commission Resolution No. 11-
2338 PC and based upon information provided in the staff report/analysis and discussion at the City Council
public hearing of December 20, 2011, the City Council amends the Downtown Specific Plan. Specifically,
the City Council amends the Downtown Specific Plan Land Use Matrix to conditionally permit Dance and
Exercise Schools/Studios in the East Commercial (EC) District. The following amendment will be made to
Chapter Ill, Section D, Table 1 of the Temple City Downtown Specific Plan; the change is shown as
underlined and in red font on page 111-12:

SECTION 4. The City Clerk shall certify to the passage and adoption of this ordinance and to its
approval by the Mayor and shall cause the same to be published according to law.
