RESOLUTION NO. 98-059
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARSON, CALIFORNIA, PROVIDING FOR THE TERMS AND
TENURE OF MEMBERS OF BOARDS, COMMITTEES,
ADVISORY GROUPS, AND OTHER STANDING BODIES NOT
CODIFIED IN THE CARSON MUNICIPAL CODE
The City Council of the City of Carson hereby finds and resolves:
Section 1. The City of Carson from time-to-time appoints boards, committees,
advisory groups, and other standing bodies in addition to those boards, committees,
and commissions which are codified in the Carson Municipal Code. It is been the long-
standing policy of the City that tenure and membership requirements for these
uncodified boards, committees, advisory groups, and other standing bodies (described
individually herein as an "Uncodified Advisory Body") follow those prescribed in the
Carson Municipal Code for codified boards, committees, and commissions. The
purpose of this resolution is to document this long-standing policy. --
Section 2. The Councilmember, or Mayor and City Council, ma�jng an
appointment to a position on an Uncodified Advisory Body shall be the "appointing
authority" for such member or position. The tenure of any member shall be terminable
at any time by the appointing authority for such member. Subject to the provisions of
this section, the tenure of members shall expire at midnight on the last. day,; of the
calendar month in which the next general municipal election after the ryi. ber's
appointment is held for seats on the Carson City Council. Each member shall continue
to serve until a successor has been appointed by the appointing power for such
position and has qualified unless the appointing authority declares the position to be
vacant. Should any vacancy exist on the Uncodified Advisory Body, an appointment
shall be made by the appointing authority for that position. If a vacancy should occur
in the office of a Councilmember, the tenure of the Uncodified Advisory Body member
appointed by such Councilmember shall expire when the vacancy on the City Council
has been filled, at which time the successor Councilmember shall be the successor
appointing authority. All appointments shall be made in an open meeting of the City
Council.
Section 3. If a member of an Uncodified Advisory Body is absent from three (3)
successive regular meetings without being excused by the Uncodified Advisory Body,
or is absent for any reason for more than six (6) regular meetings in any twelve (12)
month period, the office of such member shall be vacated and the Chair shall
immediately notify the City Manager, who shall notify the City Council that said office
is vacant. Upon such notification, a successor for the remainder of the term of such

member shall be appointed by the appointing authority for the member whose position
is vacated.
Section 4. This resolution does not apply to elected officials serving as members
of an Uncodified Advisory Body, nor to the members of any board, committee, or
commission whose membership standards are codified in the Carson Municipal Code.
