On July 19 2011, the City Council approved an In-Kind Services Agreement for Fiscal Year (FY) 2011-12 from the YWCA of San Gabriel Valley. 7. In September 2011, the City, in conjunction with the YWCA San Gabriel Valley, began providing case management services to eligible senior citizens . 8. On January 6 , 2012, staff received a Memorandum of Understanding (MOU) and an In -Kind Services Agreement between the City of Temple City and the YWCA San Gabriel Valley-Intervale Senior Services Collaborative to provide congregate meal services and other related services for the period of July 1, 2012 -June 30, 2013. ANALYSIS: In 2010, at the request of the City Council, staff began gathering information from surrounding cities on the criteria, policies and procedures to implement a senior lunch program. Subsequently, during the October 20, 201 0 meeting with Los Angeles County Supervisor Michael Antonovich, the City proposed working with the County to establish a senior meals program in Temple City. The Supervisor and his staff were very supportive of the request and worked with the City to establish the senior lunch program at Live Oak Park. In many of the surrounding cities, the senior meals program is administered by the YWCA of San Gabriel Valley and is funded in part by the Los Angeles County Area Agency on Aging through the Older Americans Act of 1965 as amended . Pursuant to the City Council's action on January 18, 2011, the YWCA San Gabriel Valley currently administers the senior meals program at Live Oak Park. The meals program is funded with Federal and State monies through the Older Americans Act. A 15% match is required from the City; however the match can be an "in-kind" match for use of the facility. The only direct cost to the City is a cash contribution of $6,000 per year ($500 per month} to cover the cost of a Site-Manager for the senior meals program . Between February 14, 2011, when the lunch program began at Live Oak Park, and December 31, 2011, over 15,000 meals have been served to qualifying senior citizens. Approximately 70 lunches are served daily. Moreover, in September 2011 , the City began offering free case management services to eligible seniors through the YWCA San Gabriel Valley Linkages Program. Onsite services are available twice a month at the Live Oak Park Community Center. Telephone assistance is also available through the YWCA San Gabriel Valley. Based on guidelines from the State of California and the Federal Administration on Aging, but normally every three years , the local Area Agency on Aging (in Los Angeles County this is the County's Department of Community and Senior Services) is required City Council January 17, 2012 Page 3 to solicit competitive public bids through a Request for Proposals (RFP) to select the various contractors (such as the YWCA San Gabriel Valley) that will provide Elderly Nutrition Program (ENP) services . The YWCA San Gabriel Valley has been successfully selected as a contractor of ENP services in Los Angeles County since 1986. The deadline for submitting a response to the County's RFP is January 17, 2012 . The YWCA San Gabriel Valley includes with their proposal copies of the MOUs and In-Kind Agreements from their partner cities to show they have substantial loca l support for their programs and services . Additionally, as part of their contract with the County, the YWCA San Gabriel Valley is also required to competitively bid the food service contract every 3 years. The YWCA San Gabriel Valley is conducting this bid process currently. In order to determine the number of cities that will be served in the upcoming years, the YWCA San Gabriel Valley is requesting each of their partner cities consider and approve the MOU and In-Ki nd Services Agreement for the period from July 1, 2012 through June 30,2013. CONCLUSION: Approval of the Memorandum of Understanding and In-Kind Services Agreement with the YWCA San Gabriel Valley -Intervale Senior Services will allow the senior lunch program and other related services at Live Oak Park to continue through June 30, 2013. FISCAL IMPACT: Funds have been budgeted in the Fiscal Year (FY) 20 11-12 City Budget and will be included in the proposed FY 2012-13 City Budget. ATTACHMENTS: A. The undersigned agree to develop linkages with other community-based service providers, particularly those that work with elders, and agree to share vital assessment information with other agencies providing services to elderly clients; however, in sharing information, the undersigned must respect client confidentiality rights, adhere to applicable confidentiality regulations, and follow appropriate protocols. This relationship will support the Los Angeles County Area Agency on Aging's mission and it's Elderly Nutrition Program (ENP) under the administration of Los Angeles County Community and Senior Services (CSS): Congregate Meal Services are intended to maintain or improve the physical and social well being of mobile older adults in a group setting at strategically located sites to persons age 60 or older and other eligible individuals. Home Delivered MealfTelephone Reassurance Services are intended to maintain and/or improve the physical and social well being of homebound older adults, delivering/providing nutritious meals in home environments/settings to persons age 60 or older who are homebound by reason of illness, disability or who are otherwise isolated as determined to be eligible under the California Code of Regulations and as provided in the ENP Statement of Work. ENP Services include, but are not limited to, procurement, preparation, transportation and serving of meals. Emphasis will be made to address the needs of special populations: low-income, minority, functionally impaired Older Individuals and those living in rural areas. The ENP contractor will provide services to clients with limited or no English speaking capabilities in the primary/native language of the client and agrees to be committed and sensitive to the delivery of services that are culturally and linguistically appropriate. Services supported by this MOU include, but are not limited to, all elements contained in the ENP statement of work, including specific tasks, client eligibility, staffing requirements, quality control, training, mandatory DASS & ENHANCE coordination, customer satisfaction, outcome measures, teamwork and performance requirements.
