Steve Masura, Community Development Director SUBJECT: RESOLUTION ADDING PART-TIME POSITIONS TO THE CITY'S EMPLOYEE CLASS AND PAY RANGE SCHEDULE RECOMMENDATION: Adopt Resolution No. 12-4789 adding part-time positions and associated salary ranges to the City's employee class and pay range schedule . BACKGROUND: 1. On May 19, 2011, the City Council defined its goals for the next two years . These goals were subsequently used by staff to establish a set of critical work plan items that move the City organization from status quo to high performing . 2. On June 28, 2011, the City Council approved the Fiscal Year 2011-12 City Budget. This budget accounts for a one-time General Fund reserve allocation of nearly $868,000 to support work plan items, including associated personnel costs (i .e., part- time positions). ANALYSIS: The City's two-year work plan identifies nearly 90 initiatives that address major strategic issues or challenges facing both the community and city organization. Once implemented , these initiatives will realize opportunities, enhance services, and promote sustainability and solvency. The creation of the following part-time positions will assist City staff with work plan implementation efforts. Below is a summary of the proposed positions, all of which are considered temporary and at-will . City Council January 17, 2012 Page2 Communications Intern Assists with media relations, the City's quarterly newsletter, and new and better means of engaging the public. The employee is an upper-division college student, graduate student, or recent college graduate with relevant coursework in journalism, communications or a related field. The position reports to the Management Services Department with a weekly work schedule of 20 to 25 hours per week. Salary: $12.00 to $15.00 per hour. Finance Intern Assists with financial transactions including accounts receivable, accounts payable, and payroll. The employee is an upper-division college student, graduate student, or recent college graduate with relevant coursework in accounting or finance. The position reports to the Administrative Services Department with a weekly work schedule of 20 to 25 hours per week. Salary: $12.00 to $15 .00 per hour. Community Development Project Manager Provides high level project management, policy and technical assistance on complex current and advance planning projects; also assists with the City's grant funding and administration efforts. The position reports to the Community Development Department with a weekly work schedule of 20 hours per week. Salary: $50.00 to $90.00 per hour. Community Preservation Officer Conducts field inspections during evening and weekend hours to ensure public compliance with municipal code provisions, zoning laws and other ordinances . The position reports to the Community Development Department with a weekly work schedule of 30 to 35 hours per week. Salary: $25.32 to $29.62 per hour. Detailed job descriptions are provided as Attachment A. CONCLUSION: City Council approval of the attached Resolution will allow for the timely implementation of two-year work plan items. The City Council hereby approves the attached class specifications (provided as Exhibits 1-4) for the following part-time positions: Communications Intern, Finance Intern, Community Development Project Manager, and Community Preservation Officer. SECTION 2. The City Council hereby approves the following salary ranges for the above referenced class specifications. Under general direction of the City Manager or his/her designee, the incumbent provides a variety of communication functions to the Management Services Department and other city departments as directed. EXAMPLE OF DUTIES: Drafts and edits a variety of written material including but not limited to news releases, fact sheets and marketing collateral; maintains media lists and tracks media coverage; assists in pitching stories to news reporters; establishes and maintains new media and other communication outlets, e.g., Facebook and Twitter; develops features and stories for the quarterly City newsletter; creates copy for and maintains timely information on the City website; writes scripts for public service announcements; assists with programming of the City's cable channel; coordinates civic engagement events; conducts research on issues and programs; and performs other duties as needed. DESIRABLE QUALIFICATIONS: Knowledge of: Principles, practices and techniques used in marketing and public relations; practices, methods and techniques for print, radio and other media; standard and accepted methods of business and creative writing for formats such as speeches, scripts, newsletters, press releases, brochure copy, website text, and public information announcements; standard and accepted terminology, methods and practices used in graphic design, print production and other visual presentations; and standard and accepted English usage, spelling, grammar and punctuation. Ability to: Learn pertinent City programs activities and events for the purposes of promotion and marketing; apply a variety of general and specialized marketing, advertising and public relations techniques and strategies; analyze situations and identify needs and issues; operate a personal computer and related word processing and graphics software; communicate effectively, tactfully, persuasively, and positively in both oral and written forms; and establish and maintain effective work relationships. Under general direction of the Director of Administrative Services, the incumbent provides a variety of accounting duties involving financial records and transactions including accounts receivable, accounts payable, payroll and general ledger. EXAMPLE OF DUTIES: Accepts and verifies receipts and other financial data; observes, compares and reviews financial records, transactions and detailed financial data using personal computer spreadsheets and other automated software systems; performs a variety of accounting and administrative tasks such as analyzing source documents, maintaining ledgers, recording entries and assisting in budget preparation; assists in the preparation of cash receipt reports , bank deposits, invoice payment documents and work orders; responds to requests and inquiries; and performs clerical related duties as required. Under general direction of the Community Development Director, the incumbent provides a variety of duties involved in providing technical assistance, support and project management to the City's Community Development Department. Assists with the City's advance planning functions; policy development; citywide community outreach; the development, adoption and implementation of major policy and planning documents, including the City's general plan, zoning ordinances, specific plans and corridor plans; the review and issuance of building and similar permits and conducting plan review; compliance with the California Environmental Quality Act and other environmental land use laws; and assists with special projects as assigned such as design review, historical resource surveys and policy recommendations. Assists with the functions and activities of the following operational units: Maintenance Division, Public Works Division, Animal Control, Community Preservation (a.k.a. code enforcement), and Law Enforcement Contract Administration. A Master's degree in city planning, engineering, public administration, economics or finance is highly desirable. Five· years of recent progressively responsible professional work experience in local planning, zoning, planning, Community Development Project Manager (Part-Time) Class Specification Page3 economic development, and redevelopment in a municipal planning environment; and local government administration in the areas of public works, law enforcement and maintenance, including four years at a direct supervisory and management or administrative level. OTHER QUALIFICATIONS: Possession of a valid State of California Class C motor vehicle operator's license. Ability to operate a computer, including knowledge of Microsoft Office. Ability to operate a calculator, telephone and two-way radio. Ability to understand and respond to the public and staff's requests for assistance both on the telephone and in person. Ability to prepare detailed narrative reports and perform complex numerical analyses. Ability to sit up to two hours at a time. Ability to get from one location to another in the course of doing business. Ability to make oral presentations. Ability to see. DEFINITION: TEMPLE CITY CLASS SPECIFICATIONS Community Preservation Officer (Part-Time) Exhibit 4 This is an "at will" position. Under direction of the Community Preservation Supervisor, the incumbent assists in enforcement of the City's municipal code pertaining to business licenses, health and sanitation, public safety, public works, public nuisance abatement, building and zoning. The incumbent also performs other related duties as required. EXAMPLE OF DUTIES: Conducts investigations regarding municipal code violations; initiates action to facilitate compliance with applicable code requirements; issues citations, compliance notices, prepares reports and processes criminal complaints; coordinates law enforcement support services with the Los Angeles County Sheriff's Department; provides legal justice system liaison services between the City and District Attorney's office; performs research relating to municipal community preservation policies and procedures; maintains records and evidence; receives, evaluates and responds to citizen complaints; performs industrial, commercial and residential property inspections for the purpose of ensuring private property code compliance; and investigates and abates public nuisances. DESIRABLE QUALIFICATIONS: Knowledge of: Contemporary principals and practices of the legal justice system; due process of law requirements; municipal code enforcement policies and procedures; laws of arrest, search and seizure protocol; evidence gathering; and technical report writing. Ability to: Interpret policies and procedures, and appropriately enforce laws, rules and regulations applicable to municipal community preservation; comprehend and effectively execute verbal and written directives; establish and maintain professional relationships with law enforcement agencies and courts; investigate community preservation violations and initiate appropriate abatement measures; and prepare written reports, public nuisance abatement resolutions and property lien documents.
