A Resolution Pertaining to Temporary Traffic Changes on North 55 th East
WHEREAS the Belnap Family has decided to provi de a Christmas Light Show (the
"Show") to the public from within the limits of the City oflona, Idaho on North 55 'h East; and
WHEREAS the Show is scheduled to occur in 2019 from Thanksgiving through New
Year's Day; and
WHEREAS the City Council of the City of Iona, Idaho (the "Council") has found , by
investigation, that the Show can , without additional action , pose a hazard to the safety of drivers
passing the Show and to the public generally; and
WHEREAS Section 9-3-3 o f the Iona City Code allows the Mayor and Council, under
these conditions, to "determine and declare by resolution a reasonable and safe prima facie speed
limit, which, when proper signs giv ing notice thereof have been erected, shall be the speed limit
for such street or portion thereof';
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF IONA, IDAHO :
1. The Council hereby declares that from November 28 , 2019, through January 1, 2020
(the "Time Period"), during which the Show occurs, the current speed limit in the
area of the Show is gr eater than is reasonable or safe under the conditions found to
exist.
2 . The Council therefore declares that the speed limit during the Time Period shall be
reduced to 10 miles per hour on North 55 th East from its intersection with East Iona
Road/Owens Avenue northward half the distance to the intersection of North 55 'h East
and Hansen A venue.
3 . The Council authorizes the placement, erection, and display of all proper signs to
given notice of this change during the Time Period and the Council further authorizes
the placement, erection, and display by agents of the City of Iona, Idaho of such other
traffic signs-in accordance with Sections 9-2-1 and 9-2-2 of the Iona City
Code-necessary to ensure the safety of the public in the area of the Show.
4. This resolution and adjustment to the speed limit described herein shall become
effective upon its passage, execution, and publication in the manner provided by law.
