ADJOURNMENT COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION MEETING MINUTES OF WEDNESDAY, February 10, 2016 CALL TO ORDER: Chairperson Hernendez called the meeting to order on the above captioned date at 6:12 p.m. FLAG SALUTE: All in attendance participated in the flag salute. ROLL CALL: Present: Evelia Hernandez, CDBG Chairperson Dion Cornelious, CDBG Commissioner Lorraine Moore, CDBG Commissioner Also present was Lynwood staff: • Annette Potts, Deputy Director of Administrative Services • Elias Saikaly, Public Works Representative CERTIFICATION OF AGENDA POSTING: Staff stated that the agenda was posted per the Brown Act. PUBLIC ORALS: (ITEMS ON AGENDA ONLY) - None PUBLIC ORALS: (ITEMS NOT ON AGENDA) Maria Quinonez, Lynwood City Clerk, stopped by the CDBG Commission meeting to inform the Commissioners of upcoming changes will be made to the Agenda in order to address public comments and standardize Agenda forms. The CDBG Commission thanked the City Clerk the information. APPROVAL OF MINUTES: None A. NEW BUSINESS — PUBLIC HEARING Fiscal Year 2015 -2016 (FY16) Consolidated Annual Action Plan Substantial Change Annette Potts, Lynwood staff, gave a summary of the proposed Substantial Change and explained that HUD requires that this process be completed in order to add or delete a program or activity to the approved Consolidated Annual Action Plan Ms. Potts explained that the City's Section 108 Loan was paid off and that the City wanted to delete the Section 108 Loan activity from the FY16 Consolidated Annual Action Plan. With the deletion of the Section 108 Loan Repayment activity, the City will have $629,983 in CDBG funds available for reprogramming to other CDBG eligible programs and activities. Ms. Potts further explained that the Lynwood Public Works Department had submitted a proposal in the amount of $629,983 for the improvement of six residential streets and that the City proposes to add a new activity to the FY16 Consolidated Annual Action Plan entitled FY16 Residential Street Improvements in the amount of $629,983, upon funding approval by Lynwood City Council. Ms. Potts introduced Elias Saikaly from the Lynwood Public Works department to further provide information on the proposed street improvements. Mr. Saikaly said that the residential streets requested for improvement funds are locations are in the heart of the City and within the same area, near the City's Youth Center, Lynwood Park and the Lynwood's civic center. The location and cost of the street improvements are: 1. Birch Street from Platt Avenue to Fernwood Avenue $99,000 2. Walnut Avenue from Spruce Avenue to Birch Street $94,000 3. Redwood Avenue from State street to Peach Street $145,000 4. Fir Street from Fernwood Avenue to Walnut Avenue $69,000 5. Lugo Avenue from Bullis Road to Spruce Avenue $96,000 6. Platt Avenue from Birch Street to Fernwood Avenue $125,000 Mr. Saikaly said street improvements will include street reconstruction, removal and replacement of curbs and gutters to eliminate any ponding, flooding, as need and to provide for better water flow; and tree removal and /or sidewalk repairs. Mr. Saikaly noted that the streets and sidewalks have not been improved in years and are very deteriorated. He said with proper street improvement design, some of the issues such as flooding, could be alleviated. Mr. Saikaly mentioned that since the streets are relatively close in location, the City could have approximately 5% on construction costs. Commissioner Cornelious asked if residents in the street reconstruction area would be informed prior to work beginning and how parking would be affected. Mr. Saikaly said often times, parking is not enforced during the construction period, however he could not guarantee that everyone would not receive a parking ticket. He explained that the City does take these circumstances into consideration during street construction. Commissioner Moore suggested that Public Works staff mail notification to residents surrounding the construction site, prior to construction and inform them that ticketing may be waived. Commission Moore also discussed the need to insure proper bidding and contract selection when moving forward with the construction of the street. Mr. Saikaly said that the City does have bidding requirements and gave a summary of the City's selection process. There were no further questions or comments regarding the proposed FY16 Consolidated Annual Action Plan Substantial Change and the public hearing was closed. A Motion was made by Commissioner Cornelius to recommend approval to Lynwood City Council of the Substantial Change, seconded by Chairperson Hernandez. The recommendation to approve the Substantial Change was voted on unanimously. OLD BUSINESS: Fiscal year 2016 Housing and Community Development Needs and Survey Ms. Potts provided a Housing and Community Development Needs survey to the CDBG Commission in January and February 2016. The surveys were given to Lynwood residents, completed and submitted to Lynwood staff at the January and February 2016 Commission meetings. The City received 33 completed surveys and the three main priorities were: • Infrastructure Improvements — Streettsidewalk improvements • Housing Needs — Home Improvement; Homeownership and Rental Assistance • Economic Development — Job Creation and Retention Lorraine Moore discussed the need for homeless services and that fact that there are no homeless facilities in Lynwood. Ms. Moore also suggested that more job training be made available to the residents. There were no further comments or input regarding Lynwood's housing and community development needs and the discussion was closed. STAFF ORALS Ms. Potts informed the CDBG Commission that the next meeting would be held March 2, 2016 and that during the meeting the CDBG Commission will receive presentations from program manager's requesting CDBG and HOME funds for Fiscal Year 2017 (July 1, 2016 — June 30, 2017). BOARD ORALS Commissioner Cornelious asked if there was a process or procedure for residents to have a tree removed. Mr. Saikaly replied yes, there is a process and ordinances that requires a tree to be eligible for removal, if at the City's expense. After a lengthy explanation Ms. Potts recommended that Mr. Saikaly be contacted if the need should occur. There were no other Board Orals. ADJOURNMENT: The CDBG Commission adjourned at 7:00 p.m. by unanimous vote. CDBG Chairperson Date STAFF REPORT DATE: March 9, 2016 TO: Honorable CDBGAB Chairperson and Members FROM: Annette Potts, Deputy Director of Administrative Services SUBJECT: Fiscal Year 2016 -17 (FY17) Funding Proposals This report contains updated funding information and is a carryover from the March 2, 2016 CDBG Commission meeting. The Department of Housing and Urban Development (HUD) requires cities that receive Community Development Block Grant (CDBG) and HOME grant funds to have an approved Consolidated Annual Action Plan, submitted on an annual basis and due May 15, 2016. The Annual Action Plan includes housing and community development needs and how best to address these needs with the use of CDBG and HOME grant funds. As part of the Annual Action Plan process, the CDBG Commission reviews funding applications, and recommends funding approvals to City Council based upon the amount of funds available for the program year and priority needs. The City expects to have grant funds available for FY17 as follows: FY 2017 CDBG Funds: $1,208,105 FY 2017 HOME Funds: $349,432 As required by HUD, Lynwood solicited proposals for FY17 funding and services, that resulted in submittal of the following funding requests: 1 CDBG Program Administration 220,000 2 Fair Housing Foundation 10,000 3 FY17 Street Improvements 1,150,000 4 Code Enforcement 409,000 5 Lynwood Senior Citizen 85,960 6 Lynwood Community Athletics Program 30,000 7 St. Francis Health Fairs 5,473 8 GRID Solar - Reroofing 48.664 Total CDBG Requests $1,959,097 9 Total HOME Re quest $349,432 a. HOME Improvement Program $262,023 On March 2, 2016, representatives from the above programs came to the CDBG Commission meeting to give a brief presentation and answer questions regarding their funding applications, however the CDBG Commission meeting was cancelled due to lack of quorum. The representatives have been asked to return to the March 9, 2016, special meeting. We forwarded copies of the funding applications in your March 2, 2016 Agenda package. Please review these applications and bring them to your March 9, 2016, Commission meeting so that you can follow along with the presentations and ask any questions regarding the program and funding requests.
