II. FENCING: +++++++++
Staff reported that fencing materials are on hand and
available to fence the area between the old hangars and
the new Pioneer Aviation hangar. After discussion, Clark
moved to recommend to the Council that the fence be
installed in the area described, leaving an access
opening for vehicles adjacent to the old hangars to insure
that traffic does not access the jet ramp. Colburn
seconded and the motion carried unanimously.
III. STATUS REPORT:
A. IDAHO BUREAU OF AERONAUTICS, INSPECTION REPORT:
The report, attached, was noted.
B. NDB: The signal is again not operating and will
be repaired as the technician can attend to the problem.

C. PAINTING OF TAXIWAY LINES: The Committee had asked
earlier that the lines be repainted. Staff reported that
the airport markings are done with a beaded paint material
for night visibility. The City does not have equipment to
install and the cost of a unit to add to the City's
equipment is approximately $500. Clark moved to purchase
the unit, information attached, from airport funds. Colburn
seconded and the motion carried unanimously.
D. RAMOS: Fereday inquired about the RAMOS relocation
and after discussion, staff agreed to correspond with the
National Weather Service to determine their intended
action.

E. CIP: The Engineers have filed a letter updating
the Capital Improvement Program as requested by the FAA.

F. TIE DOWN CHAINS: The Committee recommended that
additional tie -down chains be secured and that the City
explore state grant assistance for the acquisition of these
as has been received in the past.
G. JET PARKING: Parking of jets on the Pioneer ramp
is to be restricted to the jet ramp. Parking on the
Pioneer ramp is interfering with normal operations and
causing damage to other aircraft.
H. OLD HANGAR LEASES: Council approved the Addendum
and these are being executed.
I. LEASE VIOLATION: The Committee reported that the
Manchester hangar addition is being used, not for aircraft
purposes, but for personal and commercial storage. The
staff was requested to research this matter and notify the
owner of violation of the lease terms, if applicable.
IV. ADDITIONAL FUNDING FOR AIRPORT: +++++++++
The Committee discussed again the possibility of a
County Airport levy. It was proposed that the City also
assess a City Airport levy, given the changed tax situation
for FY 92-93. This would be in addition to a county levy.
The Committee believes that the airport is a general
community resource which deserves wide community support,
and has continued needs for maintenance that are not
being met. Few other investments can leverage the 95:5
return which airport improvement funds can. After
discussion, Colburn moved to recommend to the Council that
the City consider imposing a City Airport Property Tax
Levy of $7500-10,000 for FY 1992-1993. Wolf seconded and
the motion carried unanimously.

Dear Bud:
Per our post inspection discussion; the airport is in generally
good condition.
We also discussed the following maintenance/improvement items:
1) A11 asphalt surfaces could use an asphalt fog seal coat
in the next year or two.
2) The "old" aircraft parking ramp is becoming very distressed.
I would recommend crack routing, filling, asphalt repair,
and then either a seal coat or asphalt overlay.
3) Some runway light columns need to be straightened.
4) The segmented circle needs to be sterilized and re -painted.
I haven't forgotten your two windsocks, they will be delivered
shortly.
I did place your notice: "No Straight In VFR Landings, Recommend
Land xunway 34, Take -off Runway 16 When Wind Conditions Permit",
in the remarks section. I also listed your notice on big game
animals on or in vicinity of the runway.
