A CAPITAL PROJECT AUTHORIZING RESOLUTION OF
THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, AUTHORIZING THE EXPENDITURE
OF NINETY-SEVEN THOUSAND EIGHT HUNDRED FORTY
DOLLARS ($97,840), FROM THE FEDERAL ASSET
SHARING FUND TO COVER THE COSTS OF A COMPUTER
AIDED DISPATCH AND COMPREHENSIVE INTEGRATED
RECORDS AND MANAGEMENT SYSTEM (CAD/RMS)
FROM USA SOFTWARE INCORPORATED.
WHEREAS, the Police Department has in excess of $337,000.00 in the Federal Asset
Sharing Fund Account; and
WHEREAS, these monies are the result of seized assets from joint investigations between
the Village of Key Biscayne Police Department and Federal Agencies; not from tax revenue; and
WHEREAS, this expenditure is from said forfeited properties; this Police Department need
can be satisfied at no cost to our residents; and
WHEREAS, approximately one year ago, the Police Department in conjunction with the
Village Administration, made a commitment to adopt a major change in its operational philosophy;
and
WHEREAS, these changes were directed toward improving public perception of the Police
Department and improving services to the community, and
WHEREAS, these changes have begun to manifest itself by changes in the departmental job
descriptions, color schemes on the patrol cars, and to some degree a change of commitment to
management practices, and
WHEREAS, these changes included better utilization of officer time, higher visibility, and
professional accreditation, and
WHEREAS, the Police Department's present communications and records system is nothing
more than a historical repository that does not support the changes in our management philosophies;
and
WHEREAS, the present system does not allow for user-friendly access to historical data and
does not have modules that relate the Police Department's daily needs, i.e., computer aided dispatch,
on-line report writing, and complete property and evidence management; and
WHEREAS, to remedy these faults, the Police Department has proposed the purchase of a
computer aided dispatch and comprehensive integrated records and management system
(CAD/RMS) from USA Software, Incorporated; and
WHEREAS, this product is comprehensive, tightly integrated, technologically current, user
friendly, and was created specifically for Florida law enforcement agencies and in addition was the
lowest priced of all other evaluated; and
WHEREAS, the expenditure will cover the cost of the computer aided dispatch and
comprehensive integrated records and management system (CAD/RMS) from USA Software,
Incorporated; and
WHEREAS, the Chief of Police has recommended adoption of this Resolution and
determined that the proposed expenditure is an authorized expenditure category "Communications
and Computers" contained within "A Guide to Equitable Sharing of Federally Forfeited Property for
State and Local Law Enforcement Agencies"; and
WHEREAS, funds for this expenditure is not included in the Police Department's operating
budget costs; and
WHEREAS, the Village Council finds that it is impractical to utilize formal bidding
procedures for this transaction, and hereby waives formal competitive bidding as authorized by
Village Code Section 2-85.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY
BISCAYNE, FLORIDA AS FOLLOWS:
Section 1. That the recitals stated above are hereby adopted and confirmed.
Section 2. That the transaction is hereby approved and the Chief of Police is hereby
authorized to purchase the item herein listed for a total expenditure of $ 97,840.00.
Section 3. That this expense shall be charged to the Federal Asset Sharing Fund.
Section 4. That this resolution shall take effect immediately upon adoption.
