CONCLUSION:
Pursuant to California Government Code§ 8630, the existence of the local emergency
must be reviewed every thirty (30) days and must be terminated at the earliest possible
date that conditions warrant. Staff has not received any new damage reports since
December 30, 2011. The Federal Government has declined to declare a State of
Emergency for Los Angeles County, while the State did so on December 10, 2011. The
City will be applying for State resources to recover eligible costs incurred in its response
to damage. The City is not guaranteed to receive reimbursement of funds as the State
currently has a $140 million deficit based on obligations from previous disasters.
As such , staff is recommending that the City Council adopt Resolution No . 12-4795,
terminating the Declaration of a Local Emergency issued on December 1, 2011 .
