THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA HEREBY
RESOLVES AS FOLLOWS:
ARTICLE I
COMPENSATION
SECTION 1 — SALARY:
1.1 The City of Carson agrees to pay the City Clerk and City Treasurer $6,884 per
month effective January 8, 2000. Salary changes are approved by City Council.
SECTION 2 — REIMBURSEMENT:
2.1 Th City of Carson agrees to provide the City Clerk and City Treasurer with six-
hu dred dollars ($600.00) in anticipation of expenditures such as annual
ph sical, eye care, professional publications or other educational materials,
fin ncial and legal consultation fees, for professional development. Payment will
be'made through the payroll system within the first quarter of each fiscal year.
SECTION 3 —ALLOWANCE FOR MILEAGE AND BUSINESS EXPENSE:
3.1 The City shall reimburse the City Clerk and City Treasurer for use of their
personal automobiles for official City business at the rate of five hundred dollars
($500.00) per month.
SECTION!!4— REDEVELOPMENT AGENCY PAY:
4.1 The City shall pay thirty dollars ($30.00) for attendance at each regular,
adj urned or special Redevelopment Agency meeting to the City Clerk and City
Tre surer.
ARTICLE II
INSURANCE AND RETIREMENT BENEFITS
SECTION 1 — HEALTH INSURANCE PREMIUM:
1.1 The City shall pay up to, but not to exceed the amount of four hundred ninety-five
dollars ($495.00) per month for health insurance, for each confidential employee
and eligible dependents, effective April 1, 2000.
1.2 The City Clerk or City Treasurer may elect to discontinue or not elect health
insu ance coverage provided that they submit written proof of equivalent health
insu ance coverage. Employee electing to discontinue or not electing health
insu ance overage shall receive either 50% of the amount previously paid on the

premium or 50% of the lowest 2-party premium, whichever is greater, to be put
into a City sponsored deferred compensation plan credited to the employee.
SECTION 2 — DENTAL INSURANCE PREMIUM:
2.1 The City shall pay up to, but not to exceed the amount of $60.00 per month for
the dental insurance premium provided by the City for each elected official and
eligible dependents.
2.2 The City Clerk and City Treasurer may elect to discontinue or not enroll for dental
insurance provided that they submit written proof of equivalent coverage. If they
elect to discontinue or not enroll for dental insurance, they shall receive 50% or
$30.00 to be placed into a City sponsored deferred compensation plan credited
to he them.
SECTION 3 — LIFE INSURANCE PREMIUM:
3.2 The City shall provide each elected official with term life insurance coverage of
not less than one hundred thousand dollars ($100,000.00). They shall have the
right to purchase additional term life insurance through City sponsored programs
using monies remaining from the sum originally provided by the City for the
health insurance.
SECTION 4 — LONG TERM DISABILITY INSURANCE PROGRAM:
4.1 The City shall provide a long-term disability plan for the City Clerk and City
Treasurer. The long term disability insurance program may require an employee
to be substantially disabled for 60 calendar days before the they may receive
long term disability benefits in accordance with the City's plan. They must submit
an idequate diagnosis from a physician, approved by the City as to the condition
causing the disability.
4.2 An elected official substantially disabled for more than 60 calendar days shall be
paid 66 2/3% of the employee's prevailing pay rate at the time of the disability in
accordance with the plan. They may be eligible for long-term disability insurance
benefits until age 65 in accordance with the provisions of the long-term disability
insurance plan regardless of continued employment.
4.3 An elected official substantially disabled by bodily injury or sickness outside the
course and scope of employment and elected official still substantially disabled
after 17 weeks of work disability leave are eligible for long term disability leave.
4.4 An elected official shall be eligible to receive a monthly disability income 60 days
after occurrence of the disability. Disability income payments shall be based on
actual salary, and reduced by any deductible benefits, as described in the City's
long term disability insurance plan.

4.5 If in the opinion of the City, an elected official who has been found to be
permanently, physically incapable of performing the essential duties of their
current position or classification, or their condition, while not deemed permanent,
will result in a long term absence lasting one year or longer, and that interferes
with the City's ability to provide normal services, the City may separate their
service. Upon separation they would continue to be eligible to receive long term
disability payments until such time as their condition improves or attains age 65.
4.7 When an elected official on long term disability retires on a PERS Disability
Retirement, the City shall pay the difference of the amount received from PERS
and two-thirds (2/3) the elected official's prevailing pay-rate upon retirement until
age 65.
SECTION 5 - PUBLIC EMPLOYEES' RETIREMENT SYSTEM (PERS):
5.1 The City shall include elected officials hired prior to 12/18/96 or PERS members
credited with membership prior to 12/18/96 in the Public Employees' Retirement
System 2% at 55 Plan and specified optional public agency contract provisions
(5. ).
5.2 Thy City shall provide the following optional contract provisions:
a. The optional contract provision relating to one-year final compensation;
b. The optional contract provision relating to military service credit as public
service;
C. The optional contract provision relating to the 1959 Survivors Program at
the level three benefits;
d. The optional contract provision relating to City payment of the normal
member contribution so long as the normal member contribution
established by the Public Employees Retirement System does not exceed
7% of salary. In the event the amount of normal member contribution
exceeds 7% of salary, the member shall be personally responsible for
making any such additional member contribution.
e. The optional contract provision relating to two additional years service
credit.
5.3 The City shall include all elected officials hired after 12118/96 or enter into PERS
membership after 12/18/96, in the 2% at 60 Plan, (average of final or highest
three (3) years compensation) and specified optional public agency contract
provisions (5.4).
5.4 The City shall provide the following optional contract provisions to elected
officials covered by Section 5.3 of this Article:

a. The optional contract provision relating to military service credit as public
service;
b. The optional contract provision relating to the 1959 Survivors Program at
the level three benefits;
C. The optional contract provision relating to City payment of the normal
member contribution so long as the normal member contribution
established by the Public Employees Retirement System does not exceed
7% of salary. In the event the amount of normal member contribution
exceeds 7% of salary, the elected official shall be personally responsible
for making any such additional member contribution.
d. The optional contract provision relating to two additional years service
credit.
SECTIO 6 — DEFERRED COMPENSATION PROGRAMS:
6.1 Th City shall continue to sponsor voluntary deferred compensation programs.
SECTION 7 —VISION CARE PLAN:
7.1 The City shall sponsor a vision care plan for elected officials. They shall pay the
premium for the vision care plan and increases in the premium for the duration of
the resolution. Elected officials may use their remaining health insurance monies
to pay the premium for Vision Care.
ARTICLE III
MISCELLANEOUS PROVISIONS
SECTION 1 - USE OF VETERANS PARK SPORTS COMPLEX:
1.1 The City Clerk and City Treasurer and their families shall be entitled to use all
faci ities and programs at Veterans Sports Complex at the rates below:
Employee - $100.00 per year
Employee and family - $150.00 per year
1.2 The City Clerk and City Treasurer renew memberships and receive the same
percentage discount on the above prices as the general public receives at the
time of renewal. For the purposes of this section, family shall mean those family
members eligible for coverage under the PERS Health Insurance provided by the
City.)

ARTICLE IV
MODIFICATION AND DURATION
SECTION 1 — MODIFICATION AND WAIVER:
1.1 This Resolution contains all benefits for the City Clerk and City Treasurer and
supersedes all prior Resolutions and practices.
SECTION 2 — SEVERABILITY:
2.1 In the event that any article, section or subsection of this resolution shall be
de tared invalid by any court or any state or federal law or regulation, or should a
de ision by any court or any state or federal law or regulation diminish the
beriefits provided by this resolution, or impose additional obligations on the City,
the City and the City Clerk and City Treasurer shall discuss the affected articles,
section or subsections. In such event, all other articles, sections or subsections
of his resolution not affected shall continue to full force and effect.
SECTION' 3 — DURATION:
3.1 This Resolution shall be binding on the City and the City Clerk and City
Tr�asurer.
3.2 Ex ept as otherwise provided herein, this resolution shall be in full force and
e4ct from the first day of March 1, 2000.
