REGULAR MEETING
September 2, 2008
The Moab City Council held its Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM.
Mayor Pro-Tem Kyle Bailey called the Regular City Council Meeting to
order at 7:00 PM and led the Pledge of Allegiance. Also in attendance
were Councilmembers Gregg Stucki, Sarah Bauman, Rob Sweeten and
Jeffrey Davis; City Manager Donna Metzler, City Recorder/Assistant
City Manager Rachel Ellison, Planning Director Jeff Reinhart, City
Treasurer Jennie Ross and Police Chief Mike Navarre. Three (3)
members of the audience and media were present.
Councilmember Sweeten moved to approve the Regular Meeting
minutes of August 12, 2008. Councilmember Davis seconded the
motion. The motion carried 5-0 aye.
Under Citizens to be Heard, Glinda Marcus stated that the public cannot
hear the City Council or public in the Council Chambers and that
according to the Americans with Disabilities Act (ADA), the governing
body must communicate with the public and to accommodate the
hearing impaired. Ms. Marcus stated that she would like to go on record
as making an ADA request to be able to hear the Council meetings. Ms.
Marcus stated that at the last meeting when there was a full house that
nothing could be heard by the public. Ms. Marcus then inquired who
the City's ADA Coordinator was, when the last ADA assessment was
completed and what the City's ADA grievance procedure consisted of.
City Manager Metzler stated that she was the City's ADA Coordinator,
the City's ADA assessments are continual and to come see her if she
had an ADA grievance to submit.
Ms. Marcus stated that she could not believe that no one had
complained previously regarding this issue.
Mayor Pro-Tem Bailey stated that the last several Council meetings had
been unusually large.
A Community Development Department Update was not given.
An Engineering Department Update was not given.
A Planning Department Update was not given.
A Police Department Update was not given.
A Public Works Department Update was not given.
Councilmember Sweeten moved to approve Resolution #27-2008 — A
Resolution Approving the Conditional Use Permit to Allow an
Expansion of an Historic Residence in the C-3 Zone. Councilmember
Stucki seconded the motion. The motion carried 5-0 aye.
Councilmember Sweeten moved to approve a Request by Richard
Gauthier to Use of Swanny City Park on October 9, 2008 to Conduct a
Car Show. Councilmember Bauman seconded the motion. The motion
carried 5-0 aye.
Councilmember Sweeten moved to approve a Special Event License for

North American XJ Associates — Richard Gauthier to Conduct a Car
Show on October 9, 2008 at Swanny City Park. Councilmember
Bauman seconded the motion. The motion carried 5-0 aye.
There was no Correspondence to be Read.
An Administrative Report was not given.
Under Report on City/County Cooperation, Councilmember Sweeten
stated that he would like topics on the Joint City/County Meeting
agendas rather than presentations.
Under Mayor and Council Reports, Councilmember Sweeten stated that
he had a request from Sam Sturman at Utah State University for the City
to make a contribution to higher education efforts in Moab.
Councilmember Bailey moved to pay the bills against the City of Moab
in the amount of $188,516.67. Councilmember Sweeten seconded the
motion. The motion carried 5-0 aye by a roll -call -vote.
Mayor Pro-Tem Bailey adjourned the meeting at 7:10 PM.
