HomeMy Public PortalAbout01-037 - Temporary Closure of Specific City Streets in Connection with the Fifth Annual All- American Soap Box Derby Race RESOLUTION NO. 01-037 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE TEMPORARY CLOSURE OF SPECIFIC CITY STREETS IN CONNECTION WITH THE FIFTH ANNUAL ALL- AMERICAN SOAP BOX.DERBY RACE ON SATURDAY, JUNE 2, 2001, AND ON SATURDAY, MAY 26, 20019 FROM 5:00 A.M.TO 6:00 P.M. THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, HEREBY FINDS, DETERMINES, AND ORDERS AS FOLLOWS: Section 1. California Vehicle Code Section 21101(e) provides that a City may temporarily close all or a portion of any street for celebrations, parades, local special events, and other purposes when, in the opinion of local authorities having jurisdiction, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing. Section 2. The City has received a request from the Los Angeles County Sheriff's Department to hold a soap box derby race (hereinafter referred to as the "derby") that will involve hand-built soap box derby vehicles, and pedestrians, proceeding north/south along Central Avenue between University Drive and Del Arno Boulevard in the City of Carson. The event will be held on Saturday, June 2, 2001, from 8:00 a.m. to 4:00 p.m., or as soon as the derby is concluded. Section 3. In order to permit the event to occur on City streets without interruptions of vehicular traffic, it will be necessary to temporarily close certain street segments to vehicular traffic, except those vehicles, if any, participating in the event. The time of the temporary closure will be on Saturday, June 2, 2001 from 5:00 p.m. to 6:00 p.m. to conduct the derby and on Saturday, May 26, 2001 from 5:00 a.m. to 6:00 p.m. to conduct the practice session. The actual time that any particular street portion will be closed will depend on the duration of the event taking into account any time for setup and termination. Decisions to close and reopen particular street segments for this event will be vested in the Los Angeles County Sheriff's Deputies who are supervising the event. Section 4. The City Council hereby finds that the temporary closure of the streets for the times listed above, is necessary for the safety and protection of persons who are to use those street segments for the event. The City Council specifically finds that without the temporary closures, the event could not be safely conducted without potential collision between event participants and regular vehicular travel Section 5. Based on the findings set forth above and all other evidence in the record of this matter, the City Council hereby orders the temporary closure of the street segments on June 2, 2001 from 5:00 a.m. to 6:00 p.m. and on May 26, 2001 from 5:00 a.m. until 6:00 p.m., or as soon thereafter as the event is determined by the Los Angeles County Sheriff's Office to be safely concluded.
