A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA; AUTHORIZING THE EXPENDITURE OF AN
AMOUNT NOT TO EXCEED SEVENTEEN THOUSAND
TWO -HUNDRED FORTY FOUR DOLLARS ($17,244.80),
FROM THE LAW ENFORCEMENT TRUST FUND TO
COVER THE COSTS OF AND INSTALLATION FOR A
VIDEO SECURITY SYSTEM FROM PRO -TECH
INTERNATIONAL SECURITY SYSTEMS, INCORPORATED,
FOR THE VILLAGE COMMUNITY CENTER.
WHEREAS, the Police Department has in excess of $72,000.00 in the Law Enforcement
Trust Fund Account; and
WHEREAS, these monies are the result of seized assets from joint investigations between
the Village of Key Biscayne Police Department and local Law Enforcement Agencies; not from tax
revenue; and
WHEREAS, this expenditure is from said forfeited properties; this Police Department need
can be satisfied at no cost to our residents; and
WHEREAS, Incidents of Vandalism, Theft and Altercations have occurred within the
Village Community Center; and
WHEREAS, there is a considerable amount of valuable property belonging to the Village
within the Community Center; and
WHEREAS, an appropriate video security system would serve to deter these incidents,
and/or aid the Police Department in the expeditious response and apprehension of offenders as well
as provide valuable evidence for court presentation; and
WHEREAS, to efficiently accomplish these goals, the Police Department has proposed the
purchase of an inclusive video security system capable of continuously monitoring and digitally
recording the activities within the Village Community Center, from Pro -tech International Security
Systems, Incorporated; and
WHEREAS, costs for "Technical Expertise" and "Crime Prevention Program" are
authorized expenditure categories of the Florida Contraband Forfeiture Act, and
WHEREAS, funds for this expenditure is not included in the Police Department's operating
budget costs; and
WHEREAS, the Chief of Police has recommended adoption of this Resolution and
determined that the proposed expenditure complies with F.S.S. § 932.7055, the Florida Contraband
Forfeiture Act; and
WHEREAS, the Village Council finds that it is impractical to utilize formal bidding
procedures for this transaction, and hereby waives formal competitive bidding as authorized by
Village Code Section 2-85.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY
BISCAYNE, FLORIDA AS FOLLOWS:
Section 1. That the recitals stated above are hereby adopted and confirmed.
Section 2. That the transaction is hereby approved and the Chief of Police is hereby
authorized to purchase the item herein listed for a total expenditure of $ 17,244.80.
Section 3. That this expense shall be charged to the Law Enforcement Trust Fund.
Section 4. That this resolution shall take effect immediately upon adoption.
