II. INTRODUCTION OF NEW MEMBER:
Mayor Smith introduced Tom Tucker. Mr. Tucker, a retired
Navy pilot, explained his interest and eagerness to serve
on the committee.
III. STATUS REPORTS:
Staff reported on the removal of the RAMOS system, AWOS
lightening strikes and installation of an automatic restart
mechanism, execution and progress on construction of the
Flightline system hangars, old hangar leases, the accident
on the field on August 23, and damage to the new taxiway
asphalt due to USFS helibase operations.
IV. FUTURE TAXIWAY DEVELOPMENT: ++++++++++++++
Chuck Sundby of Toothman-Orton Engineering discussed this
issue with the Committee. He noted that the development of
additional taxiways to serve new hangar construction is not
included in the 1990 Preapplication for FAA/AIP grant
assistance. He reviewed the needs for amending the Capital
Improvement Program annually, and the FAA's request for an
amended preapplication from the city. He noted that it
may still be possible to secure 1993 funding. It was noted
that prior to design, the city would need to do another
engineer selection process. The inclusion of upgrading the
AWOS to a level III system was also discussed. After
discussion, Colburn moved to recommend to the City Council
that the city amend its work order with Toothman-Orton
Engineering to include the preparation of an updated CIP
and an amended Preapplication as discussed. Wolf seconded
and the motion carried unanimously.
V. COMPLAINT, UNSAFE AIRCRAFT OPERATION:
Jim Townley appeared and asked the committee to consider a
complaint about the unsafe operation of an aircraft by Tom
Wooten. The committee advised that he take up the matter
with the staff who agreed to correspond with Mr. Wooten.
VI. OTHER BUSINESS: +++++++++++
A. Old Hangar Leases, paving specifications
Colburn discussed the paving requirements set forth
in the lease and noted that this required the removal and
replacement of materials for the base course which seemed
unnecessary and uneconomical. He believed that the removal
of 2-3" of material, that is required to install the
asphalt lift would be sufficient. The engineers expressed
no objection to the plan and suggested that provisions be
included in such an agreement that (1) if soft spots
appear during the grading, that these be dug out and filled
with compacted fill before paving, (2) that after paving if
other deterioration occurs such as cracking, soft spots
etc, that the lessees be required to repair these and that
(3) the soil be sterilized to deter weed growth through the
asphalt.
After discussion, Colburn moved to recommend to the city
council that the city prepare and execute addendum to the
leases amending the asphalt requirements for the 8 old
hangar leases subject to the engineers recommendations
above. Wolf seconded and the motion carried. The
Engineers agreed to assist in drafting alternative wording
for the asphalt specifications.
B.CITY AIRPORT LEVY:
Mr. Colburn appealed to the mayor to include a city airport
levy in the city budget. Mayor Smith indicated his
support for this approach to funding the airport
development.
C. FAA CERTIFICATION INSPECTION:
Staff reported that the FAA has physically inspected the
airport and that most of the deficiencies were minor and
had been corrected. The safety area on the south end of the
t. runway is deficiently sized and must be expanded. Staff
negotiated a compliance date of Spring of 1993 on this
project. The engineers suggested that this be done with
the city crew and not included in and AIP project.

adjourn, Wolf seconded and the motion carried.

SCHEDULED AUGUST MEETING,
I FEEL AS THE COMMITTEE DID, THAT THIS SHOULD BE HANDLED AT THE
LOCAL LEVEL, IF POSSIBLE, I AM ASKING THAT MR. WOOTEN'S CONDUCT ON
THIS INCIDENT BE REPORTED TO HIM, AND THAT A PROPER SANCTION BE
IMPOSED. THERE ARE TOO MANY COLLISIONS AND NEAR MISSES AROUND NON
TOWER AIRPORTS TO TAKE THIS SORT OF CONDUCT BY PILOTS LIGHTLY,

ON FRIDAY JULY 31, 1992, AT APPROXIMATELY 3:30 PM, I TAXIED MY
AIRPLANE (4957D) TOWARD THE 16 RUNWAY AT MCCALL, IDAHO. AFTER MY
USUAL WARM-UP, I ANNOUNCED MY INTENTION ON 122.8. "MCCALL TRAFFIC,
SKYLANE 4957D TAKING OFF 16 MCCALL, CLOSED COURSE".
AT ABOUT THE SAME TIME SOMEONE ANNOUNCED (PHARAPHASE), MCCALL
UN I COM 5 MILES SOUTH, INBOUND. THE MCCALL U I NCOM ADVISED TO THE
EFFECT VERY LITTLE WIND, PILOTS DESCRET I ON, ADVISED 34, LEFT HAND
PATTERN.
I REPEATED MY ORIGINAL ANNOUNCEP'1ENT.
I CLIMBED TO 500 TO 700 FEET, MADE A NINETY DEGREE LEFT TURN,
CLIMBED TO APPROXIMATELY 800 FT AGL, MADE A 90 DEGREE LEFT TURN
AND ANNOUNCED I WAS "DOWN -WIND FOR 16 MCCALL".
I I r1MED I ATELY NOTICED AN AI PLANE CROSSING DIRECTLY UNDERNEATH
ME, APPROXIMATELY 400 TO 600 FEET AGL, ON A HEADING OF ABOUT 270
DEGREES.
I PROMPTLY IDENTIFIED MYSELF AND ASKED THE OTHER PILOT TO FOLLOW
FAA REGULATIONS AS IT PERTAINED TO RECOGNIZED APPROACH AND
PATTERN BEHAVIOR. THE VOICE IMMEDIATELY ANSWERED THAT IF I DID NOT
LIKE HIS FLYING TO SEE HIM AT HIS HANGAR.
THE PLANE THEN MADE A TIGHT 270 DEGREEE LEFT TURN AND LANDED ON
34, WITHOUT EVEN GOING OVER THE END OF THE RUNWAY (34).
I MADE ANOTHER TOUCH AND GO, AS 1 HAD JUST HAD MY PLANE THRU THE
ANNUAL, AND WAS CHECKING INSTRUMENTS. I WATCHED WHERE THE
AIRPLANE TAXIED.
UPON LANDING, I TAXIED TO THE MCCALL AIRTAXI HANGAR, AND ASKED IF
SOMEONE WOULD GO WITH ME TO TALK TO THE PILOT. BILL DORR I S, OWNER

OF THE MCCALL AIRTAXI. TOLD ME HE HAD HEAR MY CONVERSATION WITH
THE OTHER PILOT. HE SAID THE PERSON WAS TOM WOOTEN, WHOM I D I D
NOT KNOW.
BRUNER HHRNE, A FRIEND AND FELLOW PILOT, SAID HE WOULD GO WITH
ME AS A WITNESS TO WHAT WAS BEING SAID,
I DROVE TO TOM WOOTEN'S PLANE (N206WD) IN MY PICKUP. ONE OF THE
EMPLOYEES OF PIONEER AVIATION WAS AT TOM WOOTEN'S HANGAR. I GOT
OUT OF MY PICKUP, AND BEFORE I COULD SAY A WORD, HE (THE PIONEER
AVIATION EMPLOYEE SAID, " I'M GETTING OUT OF HERE".
I WALKED TO THE MAN AND SAID, "I AM JIM TOWNLEY, THE PILOT OF THE
OTHER PLANE, ARE YOU THE PILOT I WAS TALKING TOE''
THE MAN, WHO I LATER FOUND OUT WAS TOM WOOTEN SAID THAT HE WAS.
1 TOLD HIM THAT I DIDN'T FEEL THAT HE VJAS FOLLOWING NORMAL
PROCEDURE FOR LANDING AT AN AIRPORT A.ND THAT HE WAS ENDANGERING
ME, AND I WOULD APPRECIATE IT IF HE WOULD FOLLOWING STANDARD
PROCEDURES IN THE FUTURE.
HE STATED THAT HE HAD PERMISSION FROM THE UN I COM PERSON TO USE
34 AND THAT HE WAS MAKING A "UNKNOWN FIELD APPROACH"
I REMINDED HIM THAT A UN I COM IS ONLY "ADVISORY" AND THAT HE WAS
RESPONS I BLE FOR HIS AI RPLANE.
AT THIS POINT HE SHOUTED DIRECTLY TO ME, "FUCK YOU".
I SAID, "THIS IS THE END OF THIS CONVERSATION" TURNED AROUND AND
GOT IN MY PICKUP. HE CONTINUED THIS HOSTILE LANGUAGE DIRECTED TO
ME.
I SAID, "I WILL REPORT THIS TO THE FAA". AND DROVE BACK TO THE
MCCALL AIRTAXI HANGAR.
I THEN CALLED THE BOI SE FAA NUMBER (334-1238) AND ASKED TO SPEAK.
TO AN FAA PERSON, AND THAT I WANTED TO GET ADVISE ON HOW TO FILE A.
COMPLAINT. NT. THE LADY ON THE PHONE SAID THAT THE APPROPI ATE PERSON
WAS BUSY, BUT THAT SHE WOULD HAVE SOMEONE CALLED ME BACi,: AS SOON
AS, POSSIBLE.
IN ABOUT 10 MINUTES AND MAN IDENTIFIED HIMSELF AS "JIM RALPH",
WAS CALLING FROM SALT LAKE CITY. I RELATED THE INCIDENT. HE
ADVISED ME THAT I COULD: (1) FILE A NEAR MISS REPORT, (2) FILE A
ACTION WITH THE MCCALL CITY , AS A POSSIBLE CITY ORDINANCE
VIOLATION, OR (3) WRITE A LETTER TO JOHN GOOSETREE, FAA IN BOISE,
WHO COULD THEN TAKE WHATEVER APPROPPI ATE ACTION.
I TOLD MR. RALPH THAT I INTENDED TO FOLLOW UP BY WRITING A
LETTER TO MR GOOSETREE, AND WOULD SEND HIM A COPY.
I HOPE THE FAA WILL FOLLOW UP WITH MR. WOOTEN,
I AM RETIRED, LIVE IN MCCALL, AND HAVE ENJOYED PERSONAL FLYING
FOR OVER 30 YEARS. I AM ENTITLED TO BE IN THE AIR WITH OTHER FLIERS
WHO WILL FOLLOW NORMAL SAFETY PROCEDURES, I FEEL THERE MUST BY AN
APPROPRIATE SANCTION DIRECTED TO MR, WOOTEN,
