II. STATUS REPORTS:
Staff reported that the NDB automatic reset was
installed and operating, that the AWOS was repaired and
back in service as of October 1, that the VASI is out of
service and being repaired by the FAA, and that the safety
area expansion was completed by the city crew.
III. FLIGHTLINE OPTION STATUS:
The committee reviewed the option document and
determined that the time on the agreement ran to December
1993 and that no action was required at this time.
IV. CAPITAL IMPROVEMENT PROGRAM/AIP REVIEW AND UPDATE:
Chuck Sundby presented a draft CIP plan (attached).
After lengthy discussion, Fereday moved to identify the
Jet Ramp relocation to the old Jump base ramp as the
highest priority project for funding through the AIP for FY
93-94 and the rehabilitation and expansion of the GA ramp
in front of Pioneer Aviation as the next priority.
Tucker seconded and the motion carried.
V. OTHER BUSINESS: +++++++++++++
1. Receipt of the Legislative action request was noted.
2. Meeting time change discussion was held to the next
agenda.
3. Wooten complaint action was noted.
+ 4. Air Traffic pattern control: Clark proposed that
large and significant notices be designed and posted
to advise pilots of traffic patterns on the field.
Fereday moved and Wolf seconded the motion to create
such signs and notices as proposed. The motion
carried unanimously.
5. Pioneer Aviation ramp management; Continued complaints
have been received since the issue of jet blasts was
discussed and better management of parking was
promised. Staff was advised to take other action to
secure compliance.
6. Trees continue to be a problem along the diagonal
taxiway. Staff was advised and will secure removal.
7. The committee asked for staff to work with the USFS
to secure payment of fuel flow fees for privately
fueled aircraft contracted by the Service for
firefighting.
VI. ADJOURNMENT:
Without further business, Tucker moved to adjourn,
Wolf seconded and the motion carried.

OPTION TO LEASE
WHEREAS, FLITELINE SYSTEMS is desirous of obtaining an
option to lease for commercial operations consisting of
Tenant hangers, d portion of the McCall Municipal Airport,
and
WHEREAS, the City of McCall, as owner of said airport
has pre -established by ordinance and regulation Minimum
Standards for leases for private or commercial operations
upon portions of the McCall Municipal Airport, and is
agreeable to entering into such an option.
NUIN TnLiturux.L, in consideration of the foregoing and
the terms and conditions which follow, the parties agree to
perform, each for the other, on the terms and conditions
which follow:
1. The underlying lease or leases, if the option is
timely exercised, shall conform in all respects to the
governing Minimum Standards and the companion General
Conditions for airport leases, McCall Municipal Airport, as
established in June 1988, or as they may hereafter be
modified or amended (copies appended as Exhibit A and B,
respectively), as well as such special conditions as are
imposed at the time of exercise of this option.
G. The premises to be leased are as set forth in the
appended Exhibit C, subject to more particular description

SUBJECT: FAA REAUTHORIZATION BILL IN THE SENATE
We have just learned that a tentative decision has been reached by the leadership in the Senate not to
pursue the FAA reauthorization bill this session. This is due, at least in part, to the unsuccessful
negotiations surrounding an unrelated item attached to the legislation (ratification of the :Montreal
Pmtocols). Senate aviation subcommittee Chairman Wendell Ford and the Commerce Committee
leadership have worked hard to produce an excellent reauthorization bill (S.2642) thatwill provide
major benefits to airpcats.

If FAA reauthorization legislation is not passed this year (the current authorization expires September
30). both airports and the general economy will suffer a number of dire consequences:
1) The nearly S2 billion Airport Improvement Program (All)) will ease to exist after September 30
(with the exception of a very modest amount of entitlement funds that were not claimed in the preceding
two years).
2) Without an AIP program. tens of thousands of jobs will be lost throughout the country (for every

S1 billion In airport grants, approximately 50.000 jobs are created or sustained in the economy).
(3) In addition, Kith no AJP program all funding will cease for important noise planning and improve-
ment projects, as well as needed safety, security and caparrty enhancement projects throughout the
country. Funding for an current Letters of Intent (LOIs) also would be suspended and no new LOB
could be granted. The Military Airport Program also will be suspended.
4) With no reauthorization legislation. all the important airport provisions in the pending bill would be
aullMed—AIP eligibility for compliance with federal mandates; AIP eligibility for entire terminal
development at small airports: greater federal land acquisition funding for non -primary airports; AZP
eligibility for control tower. navigational aid and radar relocation, and limited source procurement
authority and sole source authority for the contract tower program. —as would additional provisions in
the House bill. such as increased minimum and maximum entitlement allocations.

YOUR IMMEDIATE INVOLVEMENT!
Call your senators and ask them to talk to the leaders listed on the preceding page in an effort to move
S.2642. Let your senators, and the fines listed earlier, know of your serious concerns about the immedi-
ate and negative consequences your airport and the surrounding community will suffer if a
reauthorization bill is not passed this year.
If the bill is brought to the floor, we will alezt you to possible amendments (such as PFCffrequent flyer
provisions. etc.)
