A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARSON, CALIFORNIA, TO ENTER INTO
A SPILLS, LEAKS INVESTIGATION AND
CLEANUP REIMBURSEMENT AGREEMENT
BETWEEN THE CALIFORNIA STATE REGIONAL
WATER QUALITY CONTROL BOARD AND THE
( CITY OF CARSON TO PROVIDE STREAMLINED
OVERSIGHT FOR VARIOUS BROWNFIELD
PROJECTS WITHIN THE CITY'S
REDEVELOPMENT PROJECT AREAS.
THE CITY COUNCIL OF THE CITY OF CARSON HEREBY
RESOLVES, AS FOLLOWS:
Section 1. The City Council of the City of Carson does hereby
find, determine and declare that:
A. The Redevelopment Agency has targeted more than forty
Brownfields sites within the City for priority assessment, evaluation,
processing, and closure to support its ongoing redevelopment goals, and
the City and the Agency wish to assist in the redevelopment of
Brownfields sites within the City;
B. Many of the City's targeted Brownfields sites fall under the
regulatory jurisdiction of the California Regional Quality Control Board-
Los Angeles Region (RWQCB), and the Agency wishes to expedite the
processing of targeted properties by entering into an agreement which
would dedicate RWQCB staff resources to processing the City's requests,
and provide that the RWQCB will retain the California Office Of

Environmental Health Hazard (OEHHA) as a risk assessment
subcontractor to conduct and review evaluations based on proposed land
uses.
C. By letter dated, March 11, 2002, the California Regional Water
Quality Control Board- Los Angeles Region (the "RWQCB") proposed an
Oversight And Cost Reimbursement Agreement which will allow the
RWQCB and OEHHA to accomplish these objectives and to streamline
the reviews and approvals of site assessments, clean ups and closures

j and expedite the processing of targeted properties to prepare them for

redevelopment; and
Section 2. The City Council of the City of Carson hereby
approves the agreement with the Los Angeles Regional Water Quality
Control Board. The Mayor is authorized and directed to execute the
Agreement on behalf of the City Council in substantially the form attached
hereto as Exhibit A.
Section 3. The City Clerk shall certify to the passage and
adoption hereof.
PASSED, APPROVED AND ADOPTED by the City Council of the
City of Carson this 19th day of March, 2002.
