HomeMy Public PortalAbout2016.047 (02-16-16)RESOLUTION. 2016.047 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING A SAFE AND HEALTHY PARKS POLICY WHEREAS, the League of California Cities initiated the Healthy Eating Active Living (HEAL) Cities Campaign to support cities to adopt policies to increase access to healthy food; and WHEREAS, the Healthy Lynwood Coalition, comprised of representatives of St. Francis Medical Center Foundation, Los Angeles County Public Health, California Center for Public Health Advocacy, and American Heart Association, is committed to supporting the City of Lynwood to develop strategies to increase access to healthy food; and WHEREAS, according to 2008 Los Angeles County Public Health Office of Epidemiology statistics, the prevalence of childhood obesity in the City of Lynwood is 27.7 %; and WHEREAS, teens and adults who consume one or more sodas or sugar sweetened beverages per day are more likely to be overweight or obese; and WHEREAS, more children are being diagnosed with diseases linked to overweight and obesity previously seen only in adults, such as Type 2 diabetes and heart disease; and WHEREAS, obesity and overweight take a tremendous toll on the health and productivity of all Californians, annually costing the state $21 billion; and WHEREAS, the City of Lynwood bears a portion of these costs in health care premiums, sick days and lost productivity; and WHEREAS, most Americans are failing to meet the Center for Disease Control and Prevention's recommendations of at least 30 minutes of moderate physical activity at least five days a week for adults, and at least 60 minutes of moderate to vigorous intensity physical activity for children every day; and WHEREAS, according to UCLA Center,for Health Policy and Research California Health Interview Survey, less than 20% of children in the City of Lynwood participate in at least 60 minutes of physical activity every day; and WHEREAS, tobacco use causes death and disease and continues to be an urgent public health challenge; and WHEREAS, smokeless tobacco is not a safe alternative to smoking and also 1 causes death and disease; and WHEREAS, the U.S. Food and Drug Administration conducted laboratory analysis of electronic cigarette samples and found they contained carcinogens and toxic chemicals to which users and bystanders could potentially be exposed; and WHEREAS, tobacco use and exposure to secondhand smoke impose great social and economic costs; and WHEREAS, cigarette butts pose a health threat to young children and are a major and persistent source of litter; and WHEREAS, certain design and architectural features in parks and open spaces can lead to a reduction in the fear and incidence of crime, and an improvement in the quality of life; and WHEREAS, the City of Lynwood is committed to allocating resources to promote the public's health and welfare, including the safety and health of children and families; and WHEREAS, the City of Lynwood is drafting a Safe and Healthy Communities Element Policy Framework; and WHEREAS, the City of Lynwood, in collaboration with the Los Angeles County Department of Public Health, established a Bicycle and Pedestrian Transportation Plan; and WHEREAS, it is in the City's interest to use its facilities and programs to promote and support public safety and health; and WHEREAS, interagency collaboration can lead to improved decision - making and outcomes and greater efficiencies in service delivery; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby recognizes that City parks and recreational areas play a crucial role in promoting public health, safety, and welfare by promoting healthy eating and physical activity and discouraging the _ inherently dangerous behaviors of consuming foods and /or beverages high in salt, sugar, and /or fat content, sedentary lifestyles, and smoking and tobacco use around non - tobacco users, especially children. Significant societal and environmental changes are needed to support our residents in making healthier choices. To that end, the City of Lynwood adopts this Safe and Healthy Parks resolution: N SECTION 2. That the City of Lynwood establishes a Safe and Healthy Lynwood Task Force to identify and pursue opportunities to improve safety and health in Lynwood Parks. The Safe and Healthy Lynwood Task Force will be comprised of the directors or their designees of the following departments: Finance and Administration Department, Recreation -and Community Services Department, Planning Division, Community Development Department, Development Services Department, and Public Works Department. The Recreation and Community Services Department will lead the Task Force. The Task Force shall hold annual meetings to solicit input from residents, hospitals and other major health care providers, public health agencies and community - based and private sector organizations about how City policies, practices, and procedures could be improved to benefit safety and health outcomes and reduce safety and health inequities. SECTION 3. HEALTHY FOOD AND BEVERAGE OPTIONS - that the Safe and Healthy Lynwood Task Force will: • Within 6 months, provide recommendations to the City Council for establishing nutrition guidelines guided by the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention, National Center for Chronic Disease Prevention and Health Promotion document "Health and Sustainability Guidelines for Federal Concessions and Vending Operations" for food and beverages sold and /or served in city parks and recreational areas, including city vending machines • Facilitate the establishment of community gardens, farmers markets, and other opportunities to access healthy food, including fresh fruits and vegetables in city parks and recreational areas whenever feasible • Include health goals and policies related to access to healthy food and beverages in Lynwood parks in the general plan update and specific plans such as the Safe & Healthy Community Plan. SECTION 4. PHYSICAL ACTIVITY - that the Safe and Healthy Lynwood Task Force will: • Prioritize capital improvements projects in parks to increase the opportunities for physical activity; • Plan and construct park amenities that encourage walking, biking and other forms of physical activity such as lit walking trails, distance markers, bicycle parking, and outdoor fitness equipment. • Expand community access to indoor and outdoor physical activity opportunities through shared use agreements with schools, faith -based organizations and /or other partners • Revise comprehensive plans and zoning ordinances to increase opportunities for physical activity wherever and whenever possible, including complete streets policies, compact, mixed -use and transit - oriented development; • Include health goals and policies related to access to physical activity opportunities in Lynwood parks in the general plan update and future master plans. SECTIONS. SAFETY AND MAINTENANCE - that the Safe and Healthy Lynwood Task Force will: • Within 6 months, provide recommendations to the City Council for establishing a policy for smokefree city parks and open spaces • Draft an amendment to City Ordinance 3 -22 (Prohibiting Smoking in All City - Owned Buildings or Facilities) that prohibits the use of smokeless tobacco and electronic smoking devices (ESDs) wherever smoking is prohibited by law • Whenever feasible, establish a policy for the maintenance of city parks and open spaces Whenever feasible, establish a policy for lighting in city parks and open spaces • Consider Crime Prevention Through Environmental Design principles in the design and construction of parks and open spaces • Include safety goals and policies related to city parks in the general plan update and future master and specific plans. SECTION 6. IMPLEMENTATION - that the Safe and Healthy Lynwood Task Force should identify potential financing mechanisms that promote the goals outlined above. The Task Force should explore funding sources such as public health grant programs, public safety grant programs, active transportation grant programs, user fees, and the Community Development Block Grant program. SECTION 7. That the Safe and Healthy Lynwood Task Force should report back to the City Council annually regarding steps taken to implement the Resolution, additional steps planned, and any desired actions that would need to be taken by the city council. SECTION 8. That all City activities, events, and programs shall be encouraged to comply with this policy as possible. SECTION 9. This Resolution shall take effect immediately upon adoption.
