A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARSON, CALIFORNIA, DELINEATING CERTAIN LOCATIONS FOR THE
INSTALLATION AND OPERATION OF PIPELINES OR OTHER FACILITIES IN
CONNECTION WITH A NONPUBLIC UTILITY PIPELINE FRANCHISE AWARDED TO
KINDER MORGAN TANK STORAGE TERMINALS LLC

The City Council of the City of Carson hereby finds and resolves:
a
Section 1. Recitals.
A. The City Council granted a nonpublic utility pipeline franchise to Kinder
Morgan Tank Storage terminals LLC (hereinafter referred to as "the Franchisee"), a
Delaware limited liability company, by adoption of Ordinance No. 02-1253.
B. Ordinance No. 02-1253 provides that the Franchisee may, as approved
from time to time by Resolution of the City Council, lay or construct from time to time,
and may maintain, operate, renew, repair, change the size of, remove or abandon in
place pipes and pipelines for the collection, transportation or distribution of refined
petroleum products and crude oil, together with all manholes, valves, appurtenances
and service connections necessary or convenient for the operation of such pipes or
pipelines including conduits, cathodic protection devices, wires, cables and other
appurtenances necessary or convenient for the exercise of the Franchisee's business,
in, under, along or across any and all streets within the City of Carson.
Section 2. Location of Pipelines. The City Council finds that the public
interest would be served by allowing the installation and operation of pipelines and
appurtenant facilities limited to those certain streets, highways, roads, alleys and other
public places dedicated to public use shown on the map attached hereto as Exhibit"A"
and legally described as set forth in Exhibit "B" attached hereto. Exhibit "A" and Exhibit
"B" are incorporated herein by reference.

Section 3. Footage of Pipelines. The City Council finds that the public
interest would be served by allowing the installation and operation of pipelines and
appurtenant facilities limited to the following sizes and lengths:

Section 4. Approval of Installation. The installation and operation of pipelines
as nonpublic utility pipelines is approved within the limitations stated in Sections 2 and
3, above.
Section 6. CEQA. The pipelines which are the subject of this franchise were
previously owned and operated by GATX Tank Storage Terminals Corporation under
Ordinance Numbers 76-370 and 87-779. The Franchisee has acquired the subject
pipelines from GATX Tank Storage Terminals Corporation and will continue use of the
pipelines as previously approved. Therefore, this grant of franchise is exempt from the
requirements of California Environmental Quality Act as a Class 1 Categorical
Exemption, Existing Facilities, pursuant to Section 15301 of the CEQA Guidelines.

jurisdictional street limits of the City of Carson approximately 1,161 feet east of the centerline of
Alameda Street in Sepulveda Boulevard. The pipeline traverses across Sepulveda Boulevard in
a northerly direction for approximately 75 feet before exiting the jurisdictional street limits of the
City of Carson and entering private property.
The total footage within the jurisdictional street limits of the City of Carson consists of 75 feet of
pipeline, more or less.

Beginning at a point at the City of Carson boundary on the east side of Alameda Street
approximately 2,225 feet south of the centerline of Sepulveda Boulevard, the pipeline enters the
jurisdictional street limits of the City of Carson. At this point, the pipeline traverses in a westerly
direction for approximately 85 feet before exiting the jurisdictional street limits of the City of
Carson and enters private railroad right-of-way.
The total footage within the jurisdictional street limits of the City of Carson consists of 85 feet of
pipeline, more or less.

LEGAL DESCRIPTION OF GX-110
6-INCH PIPELINE
Exiting Kinder Morgan Tank Storage Terminals LLC's Carson Terminal at the southwest corner of
the property in a southerly direction across private property, the pipeline enters the jurisdictional
street limits of the City of Carson at Alameda Street at a point approximately 20 feet north of the
centerline of Lomita Boulevard for a distance of approximately 50 feet at which point, the pipeline
enters Union Pacific Railroad's right-of-way. Continuing westerly, the pipeline exits Union Pacific
Railroad's right-of-way and re-enters the jurisdictional street limits of the City of Carson and
proceeds in a westerly direction along Lomita Boulevard for approximately 1,526 feet, at which
point the pipeline crosses the Atchison, Topeka& Santa Fe Railway right-of-way for
approximately 130 feet, thence the pipeline re-enters the jurisdictional street limits of the City of
Carson continuing westerly along Lomita Boulevard for approximately 2.438 feet. At this point,
the pipeline crosses the Atchison, Topeka &Santa Fe Railroad right-of-way for approximately 110 '
feet, thence the pipeline re-enters the jurisdictional street limits of the City of Carson continuing
westerly along Lomita Boulevard for approximately 341 feet and again enters the Atchison,
Topeka &Santa Fe Railroad right-of-way for a distance of approximately 62 feet, thence the
pipeline re-enters the jurisdictional street limits of the.City of Carson continuing westerly along
Lomita Boulevard for approximately 1.275 feet At this point, the pipeline enters the jurisdictional
street limits of the City of Los Angeles and continues westerly along Lomita Boulevard. The
pipeline re-enters the jurisdictional street limits of the City of Carson and continues westerly along
Lomita Boulevard for a distance of approximately 2.285 feet. The pipeline then turns in a
southwesterly direction entering the jurisdictional street limits of the City of Los Angeles for a
distance of approximately 112 feet, thence the pipeline turns in a northwesterly direction re-
entering the jurisdictional street limits of the City of Carson at a point approximately 20 feet north
of the centerline of Lomita Boulevard. Thence,the pipeline proceeds in a westerly direction for
approximately 1,854 feet at which point the pipeline turns in a southerly direction and exits the
jurisdictional street limits of the City of Carson and enters the jurisdictional street limits of the City
of Los Angeles.
The total footage within the jurisdictional street limits of the City of Carson consists of 9,769 feet
of pipeline, more or less.

direction for approximately 85 feet before exiting the jurisdictional street limits of the City of
Carson and enters private railroad right-of-way.

pipeline, more or less.

Exiting Kinder Morgan Tank Storage Terminals LLC's Carson Terminal at the southwest corner of
the property, the pipeline traverses westward and northward across Alameda Street under the
jurisdictional street limits of the City of Carson for approximately 50 feet, at which point the
pipeline leaves the jurisdictional street limits of the City of Carson. The pipeline then re-enters
the jurisdictional street limits of the City of Carson at a point approximately 20 feet north of the
centerline of Lomita Boulevard approximately 50 feet west of Union Pacific Railroad's right-of-
way. At this point, the pipeline turns westward and continues along Lomita Boulevard for
approximately 1.526 feet, at which point the pipeline crosses the Atchison, Topeka& Santa Fe
Railroad right-of-way for approximately 130 feet, thence the pipeline re-enters the jurisdictional .

39 feet west of the centerline of Alameda Street and approximately 10 feet north of the centerline
of Madison Street, the pipeline proceeds northerly along Alameda Street for approximately 4,665
feet to the centerline of Del Amo Boulevard, at which point the pipeline exits the jurisdictional
street limits of the City of Carson.
The total footage within the jurisdictional street limits of the City of Carson consists of
approximately 4.665 feet of pipeline, more or less.

the property, the pipeline traverses westward and northward across Alameda Street under the
jurisdictional street limits of the City of Carson for approximately 50 feet, at which point the
pipeline leaves the jurisdictional street limits of the City of Carson. The pipeline then re-enters
the jurisdictional street limits of the City of Carson at a point approximately 20 feet north of the
centerline of Lomita Boulevard approximately 50 feet west of Union Pacific Railroad's right-of-
way.'At this point, the pipeline turns westward and continues along Lomita Boulevard for
approximately 1,526 feet, at which point the pipeline crosses the Atchison Topeka&Santa Fe
Railroad right-of-way for approximately 130 feet, thence the pipeline re-enters the jurisdictional .

westerly along Lomita Boulevard for approximately 1,275 feet. At this point, approximately 40
feet west of the centerline of Wilmington Avenue and within the jurisdictional street limits of the
City of Carson, the pipeline turns northward for approximately 65 feet at which point the pipeline
enters the jurisdictional street limits of the City of Los Angeles. The pipeline re-enters the
jurisdictional street limits of the City of Carson at 223`d Street approximately 50 feet west of the
centerline of.Cluff Street The pipeline proceeds in a northerly direction for approximately 88 feet s
to a point approximately 38 feet north of the centerline of 223rd Street. Thence, the pipeline turns
in a westerly direction and proceeds along 223rd Street for approximately 5,845 feet to a point 1
approximately 35 feet east of the centerline of Main Street. Thence, the pipeline turns in a i
northerly direction and continues for approximately 334 feet. At this point, the pipeline turns
westerly for approximately 40 feet to a point approximately 10 feet west of the centerline of Main
Street. Thence, the pipeline continues northerly for approximately 7,820 feet to a point i
approximately 36 feet south of the centerline of Del Amo Boulevard. At this point, the pipeline j
turns in a westerly direction and continues along Del Amo Boulevard for approximately 1,152 feet
until it reaches the 110 Freeway and exits the jurisdictional street limits of the City of Carson.
