Mayor Blum called the City Council Regular Meeting to order at 7:33 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLLCALL PRESENT: ABSENT: ALSO PRESENT: 3. INVOCATION Councilmember -Sternquist, Vizcarra, Yu, Chavez and Blum. Councilmember -None Interim City Manager Penman, City Attorney Vail, City Clerk Kuo, Administrative Services Director Hause, Parks and Recreation Director Burroughs, Community Development Director Forbes, and Public Safety and Services Manager Sahagun Pastor Kikkert from Sunrise Community Church, 9642 E. Live Oak, provided the Invocation. 4. PLEDGE OF ALLEGIANCE Transportation and Public Safety Commissioner Clift, led those present in the Pledge of Allegiance to the Flag. 5. CEREMONIAL MATTERS-None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Virgil and Marilyn Graf, Temple City residents, spoke regarding traffic safety on Primrose Avenue and Flaherty Street by Longden Elementary School. Jing Li, Temple City Library Manager, announced upcoming library programs and events. CONSENT CALENDAR Mayor Pro Tern Chavez made a motion to approve the consent calendar items. APPROVAL OF MINUTES Sternquist, Vizcarra, Yu, Chavez, Blum None None The City Council is requested to review and approve: 1) Minutes of the City Council Special Meeting of June 25, 2014; 2) Minutes of the City Council Special Meeting of June 27, 2014; and 3) Minutes of the City Council Regular Meeting of July 1, 2014. Action: Approved. B. PLANNING COMMISSION ACTIONS-MEETING OF JUNE 24, 2014 The City Council is requested to review the Planning Commission actions of their meeting of June 24, 2014. Action: Received and filed. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS - MEETING OF JUNE 11, 2014 The City Council is requested to review the Transportation and Public Safety Commission actions of their meeting of June 11, 2014. Action: Received and filed. D. APPROVAL OF AGREEMENT FOR USE OF FACILITIES WITH THE EL MONTE CITY SCHOOL DISTRICT The proposed Facility Use Agreement reflects the cooperative relationship between the City of Temple City and the El Monte City School District. Approval of the agreement will serve to reinforce the City/School District partnership and will continue to stimulate cooperative efforts between the agencies. City Council Minutes July 15, 2014 Page 3 of 10 Action: Approved a two-year Agreement for Use of Facilities Agreement with the El Monte City School District. E. PETTY CASH REPORT AND VISA CARD REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Action: Received and filed. F. ADOPTION OF RESOLUTION NO. 14-5013 APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 14-5013 authorizing the payment of bills for Fiscal Year 2013-14. Action: Adopted Resolution No. 14-5013. G. ADOPTION OF RESOLUTION NO. 14-5014 APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 14-5014 authorizing the payment of bills for Fiscal Year 2014-15. Action: Adopted Resolution No. 14-5014. 8. PUBLIC HEARING A. APPROVAL OF ANNUAL FEE AND FINE SCHEDULE FOR FISCAL YEAR 2014-15 INCORPORATING ALL CURRENT FEES AND FINES AND ESTABLISHING NEW CITY FEES FOR PLANNING, PUBLIC WORKS, PUBLIC SAFETY AND SERVICES, AND COMMUNITY PRESERVATION SERVICES The proposed Annual Fee and Fine Schedule for Fiscal Year 2014-15 includes new and revised fees and combines all fees and fines from separate schedules into a single Fee and Fine Schedule. No changes are proposed to the current fees for the City Clerk's office or the Parks and Recreation Department. Similarly, no changes are proposed to the fine schedule. The Community Development Department is proposing several new fees and revisions too many application, permit, and inspection fees. Staff has been working with Transtech Engineers, Inc., the City's engineering and building services contractor, to analyze the costs of providing plan check City Council Minutes July 15, 2014 Page 4 of 10 and inspection services. Staff is recommending that the City Council continue the public hearing until August 19, 2014 to provide additional time for staff and Transtech to complete this analysis and ensure that the proposed fee revisions accurately reflect the reasonable costs of providing these services. Community Development Director Forbes gave a brief summary of the staff report. Mayor Blum opened public hearing. Hearing no request to speak, Mayor Blum closed public hearing. Mayor ProTem Chavez made a motion to continue the public hearing to August 19, 2014 to provide staff with additional time to complete the analysis of service costs. UNFINISHED BUSINESS Sternquist, Vizcarra, Yu, Chavez, Blum None None A. EXAMPLES OF THE DIFFERENT TYPES OF PHYSICAL IMPROVEMENTS TO BE COMPLETED AS PART OF THE CITY'S SR2S PROJECT The SR2S project will implement various pedestrian safety improvements (i.e., construction of sidewalks and curb ramps, speed feedback signs, and various traffic signage and striping designed to calm vehicular traffic and increase pedestrian safety). The presentation will identify and exhibit specific examples of the different types of physical improvements to be completed as part of the SR2S project. Public Safety and Services Manager Sahagun gave a brief summary of the staff report. Mayor Blum opened public comment. Jerrv Jambazian, Temple City business owner, asked what truncated domes were and speed limits near school zones. Virgil Graf, Temple City resident, asked questions about cross walk signals. Marv Kokayko, Temple City resident, commented about the pick-up and drop off of children at Longden Elementary School. DISSOLUTION OF THE AUDIT AD HOC COMMITTEE, ESTABLISHMENT OF AN . AUDIT STANDING COMMITTEE AND ADOPTION OF AN AUDIT STANDING COMMITTEE CHARTER For greater transparency and accountability, one recommendation made in the 2012-13 Civil Grand Jury (CGJ) Report is that cities should formally establish a City Council audit committee, making it directly responsible for the work of the independent auditor. Temple City is one of the 59 out of 88 cities, in Los Angeles County, that received this recommendation. Administrative Services Director Hause gave a brief summary of the staff report. Staff answered City Council questions. Mayor Blum opened public comment. Hearing no request to speak from the public, Mayor Blum closed public comment. Councilmember Sternquist made a motion to dissolve the Audit Ad Hoc Committee; appoint an Audit Standing Committee including a Chairman and Vice Chairman; and adopt an Audit Standing Committee Charter. Seconded by Mayor Pro Tern Chavez and approved unanimously by the following votes: AYES: Councilmember: ABSTAINED: Councilmember: NOES: Councilmember: Sternquist, Vizcarra, Yu, Chavez, Blum None None Mayor Blum appointed Commissioner Curran as Chair. Councilmember Yu as Vice-Chair, and Mayor Pro Tern Chavez as the third member of the standing committee. B. DIRECTION ON PERCENT-FOR-ART-ORDINANCE Staff is seeking direction from the City Council on whether the City Council desires to implement a public art fee, and if so, what provision should be incorporated into a fee ordinance. Interim City Manager Penman and Assistant to the City Manager/Economic Development Manager Haworth gave a brief summary of the staff report. City Council Minutes July 15, 2014 Page 6 of 10 Administrative Services Director Hause answered City Council questions regarding the money collected from the Olson Project for public arts . Assistant to the City Manager/Economic Development Manager Haworth answered City Council questions. Mayor Blum commented that he would propose that the art fee be applicable to future capital improvement projects not related to City 's infrastructures. Councilmember Yu spoke in favor of imposing an art fee on future capital improvement projects however; a maximum dollar limit should be set. Mayor Pro T em Chavez spoke in favor of the City setting a goal regarding public arts before pursuing a Percent-or-Art Ordinance. Council member Vizcarra asked staff if public art grant funding is available. Meeting recessed at 8:53 p.m. and reconvened at 8:58 p.m. with all Councilmember present. Interim City Manager Penman left the meeting at 9:13 p.m. and returned at 9:17 p.m. Mayor Pro Tern Chavez suggests a separate Percent-for-Art allocation for Commercial/Industrial development projects , new residential construction of four or more units and remodel of single residential projects. City Council directed the City Manager to prepare a draft Public Art Fee Ordinance for subsequent consideration at a public meeting. The draft ordinance is to provide that the City will set aside 1 percent of the City's contribution for qualifying City capital improvement projects. Routine maintenance and repair projects and infrastructure projects (e.g. storm drain, sewer line, street recovering) and similar projects should be exempt. Staff is to assess whether minimum and maximum thresholds should be set for City's qualifying infrastructure projects. A 1 % fee should be applied to Commercial I Industrial projects. A 0.50% or 1 % fee should be applied to multifamily residentia l projects and single family developments of four or more units . Staff is directed to provide projected revenue generated from a 0.50% or 1% fee on these residential projects. Single family residential projects (both new units and rehabilitations and additions) of three or less units are to be exempt. Staff is directed to asses and recommend other necessary provisions for the ordinance (e.g., whether there should be exclusions for senior projects , affordable housing developments, day care centers , etc .). UPDATE FROM CITY MANAGER Interim City Manager Penman made announcements of upcoming City events: Friday, July 15, is the City's annual Camp-a-Palooza family campout. The event is sold out, but we encourage those interested to keep an eye out next year; Saturday, July 26, 9 a.m. through Sunday, July 27, 9 a.m. is the Relay for Life event at the Temple City High School. The annual event raises awareness and dollars for cancer prevention and research. COUNCILMEMBER STERNQUIST Councilmember Sternquist expressed interest in participating in a water conservation challenge event hosted by the Metropolitan Water District of Southern California. She asked the Interim City Manager to follow up with the requirements of the challenge. MAYOR PROTEM CHAVEZ Mayor ProTem Chavez reported that interviews have been conducted for new Youth Committee members and that the Temple City High School students will be leaving for Australia this month. E. MAYOR BLUM Mayor Blum reminded the public regarding the importance of water conservation. He also reported that the City is moving forward with the recruitment of a new City Manager. Councilmember Vizcarra left the meeting on 9:46p.m. and returned at 9:48p.m. 15. REIMBURSEMENT OF EXPENSES TO CITY OFFICIALS FOR CONDUCT OF CITY BUSINESS AND FOR CITY PAYMENT OF CONFERENCE EXPENDITURES A. COUNCILMEMBER STERNQUIST Reimbursement of $200.98 for gas mileage, rental car, and meal expenses for the Southern California Association of Governments Conference in Indian Wells, CA, April 30-May 2, 2014.
