FAA/AIP GRANT PRE-APPLICATION +++++++++ A. PREAPPLICATION: The Committee reviewed the grant preapplication for FAA, Airport Improvement Program funds. After discussion, Fereday moved to approve the preapplication as presented. Tucker seconded and the motion carried. B. ENGINEER SELECTION: The Committee was also advised that the FAA would require that the city undertake a new engineer selection process. After discussion, Tucker moved to recommend to the city council that the staff be directed to proceed with the advertisement and solicitation for engineering services for the project. Wolf seconded and the motion carried. C. TIE-DOWN ORIENTATION: The Committee asked for schematics and recommendations from the engineers on this matter. No action was taken. III. CORRESPONDENCE: A. FUEL FLOWAGE FEE, USFS: After discussion of problems and procedures, the committee asked the staff to work with the Forest Service to develop procedures to ensure the collection of fuel flowage fees from contract USFS aircraft. Fereday moved to refer the matter back to staff. Tucker seconded and the motion carried. B. OLD HANGAR LEASES: leases was noted. The non-payment status of certain C. Description and Purpose of Project. The sequence of implementation and methodology of accomplishing development items is described in Section B. Method of Accomplishment. All items are considered grant eligible and no environmental studies are necessary to accomplish development tasks. All proposed development items for this project, except the access road, will be accomplished on existing Airport property. Land acquisition may be required for the access road improvements. A. DESCRIPTION AND PURPOSE OF PROJECT Airport Improvements are needed to adequately and safely serve both the existing users and the ever increasing recreational and business traffic, which includes substantial jet operations. The McCall Municipal Airport has an IFR non-directional beacon and a non-precision instrument approach procedure which allows use on a year-round basis. Furthermore, the city of McCall is in a growth mode which is expected to increase during the next few years. This growth is based upon enhancement and. greater usage of the recreational facilities within the area, and major business expansion in the area to serve those recreational needs. Examples include the proposed Val Bois Resort south of McCall, expansion of Kimberland Meadows resort complex, and a downtown hotel-convention center. A long range goal of the city of McCall is to encourage the establishment of regularly scheduled commuter air service to support the recreation and business industry. The McCall Municipal Airport currently serves a broad range of general aviation uses. It is one of the major access points for the Idaho backcountry, serving both the users and residents of that area. The airport also serves as a major recreation link from the Boise Valley to the Central Idaho mountains and McCall. Finally the airport is a major airtanker base for the United States Forest Service. This airtanker base is a major dispatching point for fire fighting activities in the southern portion of the Central Idaho mountains, serving both fire retardant and smokejumper operations. These proposed Airport Improvements will preserve prior investments on the Airport, maintain existing uses of the facility, and encourage new users and usage which will benefit the city of McCall, Valley County and Idaho aviation. Program Narrative Page 1 1. JET APRON AND TAXIWAY The current GA Jet Apron is in an incompatible location relative to smaller aircraft activity and needs to be relocated for safety and operational efficiency. Currently the jet apron is near aircraft hangar buildings, a FBO hangar and the aircraft tiedown area. Furthermore, there is no jet blast protection available. Apron relocation will alleviate undesirable mixing of incompatible aircraft and aircraft damage resulting from Jet Blast. The new Jet apron, to be located near the RW 16 end, will reduce the amount of taxiway needed and will facilitate more compatible ~ground operations. Furthermore, the number of transient jets present on several busy weekends exceeds the apron space available and an expansion of the Jet apron is needed to accommodate this demand. The work will generally consist of removal of the current pavement, subbase preparation and repair of soft spots, the addition of crushed aggregate base, installation of drainage structures, paving with three inches of asphaltic concrete and pavement marking. Evaluation of reuse of existing pavement materials as a portion of the new apron structural section is considered an element of the design analysis. As part of the same project, the access taxiway adjacent to the ramp needs rehabilitation to better serve the jet traffic. This will generally consist of crack routing and sealing, installation of pavement fabric, a two-inch asphalt concrete overlay and marking. In order to protect the surrounding areas from the effects of jet blast damage, a blast fence will be installed. 2. NEW GA APRON NEAR JET RAMP PHASE I Additional general aviation aircraft parking apron will provide needed facilities. The McCall Municipal Airport regularly has in excess of one hundred (100) transient aircraft during busy summer weekends. Currently there are an insufficient number of aircraft parking spaces available. The forecasts of aviation activity for this airport indicate that transient recreation related activity will steadily increase for a number of years to come. Additionally, there are numerous small GA aircraft which support the USFS fire fighting activities that must park on the GA apron when the airtanker apron is active. Furthermore, when the oldest aircraft'parking apron is reconstructed, this new apron will provide interim parking for the displaced aircraft. Construction of this apron will require the filling of some low terrain and installati°n~Of drainage Program Narrative Page 2 features. Also, geotechnical investigations must be performed to properly design appropriate apron pavement sections. Tiedown configuration will be analyzed as a whole in order to establish the most efficient parking layout for the Airport. 3. OLD APRON AND TAXIWAY The pavements on the oldest portion of the general aviation parking apron are deteriorating due to age and climatic conditions. The pavement is eighteen (18) years old and exhibits significant cracking and frost heave damage throughout. Many of the tiedown anchors are now above grade due to recurring frost heaves. The pavement deterioration is being accelerated due to an inadequate pavement section which has no subbase material, no allowance for frost protection and poor surface drainage on some portions of the apron. These same pavement distress are visible on the adjacent access taxiway. Although reconstruction appears to be the best method available to assure correction of these distresses, preliminary design will evaluate various pavement rehabilitation alternatives and costs. As currently envisioned the work will consist of removal of the current pavement and tiedown anchors, subbase preparation and repair of soft spots, the addition of approximately three inches of crushed aggregate base, paving with two inches of asphaltic concrete, and pavement marking. Also included is the installation of tiedown for approximately 28 aircraft. The tiedown configuration will be analyzed in order to establish the most efficient parking layout of the Airport. 4. NEW GA APRON BY DIAGONAL TAXIWAY PHASE II Phase II construction of additional general aviation aircraft parking apron will provide necessary facilities for the increasing recreation related demand. The forecasts of aviation activity for this airport indicate that transient recreation related activity will steadily increase for a number of years to come and there will be an insufficient number of aircraft parking spaces available for them. Construction of this apron will require the filling of some low terrain, removal of frost susceptible surface materials and installation of drainage features. Also, geotechnical investigations must be performed to properly design appropriate apron pavement sections. The tiedown layout will match the configuration established by earlier construction. Program Narrative Page 3 5. NEW HANGAR TAXIWAYS ConstrucZion of the Runway Extension, the East-West Taxiway and the North-South Taxiway have fostered a significant amount of activity on the airport. There are five new hangar buildings consisting of about 30,000 square feet of floor space and one new multi aircraft hangar building currently under construction with about 12,500 square feet of floor space. A second similar building is scheduled for construction in the spring of 1993. Two additional units are planned but require construction of a new hangar taxiway to implement. In order to allow this continued growth it is necessary to construct the hangar access taxiways to the south of the East-West taxiway. Without these new taxiways, new hangar construction will be frozen in the near future. In order to meet the expected demand for parking on the airport, additional hangars as well as expanded apron is required. 6. A.W.O.S. UPGRADE There have been a number of significant changes regarding weather reporting at the McCall Municipal Airport in the past year. The National Weather Service RAMOS facility has been deactivated due to hangar construction near the tower and their contract for human input observations has lapsed. The AWOS I currently supports a part-time NPI Approach to the airport. It is part- time because human visibility and ceiling observations are only available during the regular business hours of the FBO. Without the contract for weather observations there is little incentive to provide extended hours of weather observation for the NPI Approach, let alone 24 hour observations. However, the demand for a 24 hour approach continues. Upgrading the AWOS I to an AWOS III will provide the needed 24 hour weather for a full-time Approach. Also an upgrade of the AWOS I may facilitate establishment of commuter airline operations. 7. AIRPORT ACCESS ROAD A new airport access road from Highway 55 is recommended to provide primary access to the airport. This improvements is needed to control traffic flow and increase security.. Currently there are two accesses from Highway 55 and three accesses from Deinhard Lane to the FBO area of the airport which are uncontrolled. The new access road is the first step to modify airport access as shown on the Airpor% Layout Plan. Future improvements include closing the two accesses from Highway 55 .and closing the three access points from Deinhard Lane and replacing them with a single access. The main airport road and Deinhard Program Narrative Page 4 Lane will then be connected by an on-airport road along the perimeter of the facility. This will greatly facilitate traffic flow to all parts of the airport and will decrease the potential for unauthorized vehicles on airport operational surfaces. B. METHOD OF ACCOMPLISHMENT It is unlikely that all improvements can be accomplished during one fiscal year due to funding limitations. The single largest determinant to implementation at this time is the sponsors ability to match a grant offer. However should grant funds become available to the City of McCall, every reasonable effort will be made to accept that offer and provide matching funds as required. Should funds become available prior to FY 94, the sponsor desires to proceed with a portion of the above project list. Additionally, there is flexibility in implementation of project elements which will allow adjustments to match available funds. Increased operations and private development at the airport will result from the improved and safer facilities. Continued increases in airport use are expected and are the justification for these proposed facility improvements. These substantially improved facilities will provide the City of McCall and Valley County with an airport complex which will encourage additional aviation use associated with major recreation and-support businesses in the area. 1.
