HomeMy Public PortalAboutMIN-CC-2008-11-04MOAB CITY COUNCIL REGULAR MEETING November 4, 2008 The Moab City Council held its Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. The Pre -Council Workshop was cancelled. Mayor David L. Sakrison called the Regular City Council Meeting to order at 4:00 PM and led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg Stucki, Kyle Bailey, Sarah Bauman and Jeffrey Davis; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Planning Director Jeff Reinhart, Community Development Director David Olsen, City Engineer Daniel Stenta and Police Chief Mike Navarre. Eight (8) members of the audience and media were present. Councilmember Stucki moved to approve the Regular Meeting Minutes of October 14 and 28, 2008. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. There were no Citizens to be Heard. A Community Development Department Update was not given. An Engineering Department Update was not given. A Planning Department Update was not given. A Police Department Update was not given. A Public Works Department Update was not given. Councilmember Davis moved to approve Proposed Ordinance #2008-36 - An Ordinance Granting to Questar Gas Company a Franchise for the Construction, Operation and Maintenance of a Natural Gas Distribution System in Moab City, Grand County, State of Utah. Councilmember Bailey seconded the motion. The motion carried 4-0 aye by a roll -call - vote. Councilmember Stucki moved to approve a Fiscal Assistance Agreement by and between the City of Moab and the Utah Division of Parks and Recreation for Federal Recreational Trails Program Funding. Councilmember Davis seconded the motion. The motion carried 4-0 by a roll -call -vote. Under Discussion Regarding Taylor Property Acquisition, Community Development Director Olsen made a brief presentation. Discussion followed. There was no Correspondence to be Read. Under Administrative Report, City Manager Metzler invited the City Council to attend an Affordable Housing Workshop on November 12, 2008 at 12:00 and 7:00 PM. Under Mayor and Council Reports, Councilmember Bauman inquired as MAYOR AND COUNCIL to how it was determined where the recycling bins are placed in City REPORTS parks. November 4, 2008 Page 1 of 2 City Manager Metzler stated that she would contact the Public Works Department regarding recycling container placement. Councilmember Bauman moved to pay the bills against the City of Moab in the amount of $236,927.17. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye by a roll -call -vote.
