STATE BUREAU OF AERONAUTICS PROGRAM: ******* The Committee reviewed the application criteria and proposed that an application for a survey of the airport, previously submitted and denied, and funds for the information signs be submitted. It was noted that no commercial lender will loan on airport hangars without the survey, thereby inhibiting growth of the facility. Colburn moved and Fereday seconded a motion to recommend to the Council that a grant application for State funds be submitted. III. MEETING TIMES AND PLACE: Some members find the early morning time difficult and it was proposed to meet at 12 noon on the first Wednesday of January to experiment with the time and place. The meeting will be at City Hall. IV. OTHER BUSINESS: ******** 1. Asphalt Damage: The letter from Toothman-Orton evaluating the pavement damage from the helicopter operations accompanied photographs of the damaged areas. After review and discussion, Fereday moved to recommend to the Council that the Airport Manager be directed to write to the Forest Service advising that the taxiways would not be used for helibase operations in the future, that the damage be reported and that a claim for the damage be made to be retained for the time when the asphalt will need to be repaired and overlaid. Finally, the letter would suggest the installation of concrete pads for future helicopter operations. Tucker seconded and the motion carried. 2. Miller lease: The lease with Boyd Miller on his hangar has been paid and executed. 3. RFP Engineer Selection: ******** Staff reported on work to date, and asked if the committee wished to be the Selection Board for this process. Fereday moved to recommend to the Council that the Airport Advisory Committee be designated by the Council as the Selection Board for the Airport Engineer. Colburn seconded and the motion carried. 4. Rate Increase: A proposed lease rate increase will be reviewed and a report will be made to the Committee for action at their January meeting. 5. Information Signs: Kim Allen and Lyn Clark reported on progress on the sign project. 6. Receipt of the Wooten letter was acknowledged. V. Attached is a copy of the "Application to Idaho Airport Aid Program" to use in submitting your request (please make photocopies as needed). The application deadline is January 31, 1993. Review and approval by the Idaho Transportation Board is scheduled for their March, 1993 meeting. Applicants will be advised as to the results during April or May, 1993. Please be thorough in completing your application. Be sure all sections are completed. Failure to do so may result in a lower priority than otherwise entitled. ITD Rule IDAPA 39.D.04 (attached) calls for each airport receiving financial assistance through this program to have an approved master plan or airport layout plan (section 4.a) and airport hazard/height limitation zoning (section 4.d). Observance of these requirements will be mandatory. The Aeronautics Board has determined that the first $2,000 for these work items can be 100% state -funded with prior approval. Also, our staff stands ready to assist in whatever ways we can including, but not limited to, supplying you with copies of model ordinances. We would appreciate hearing any suggestions you or the users in your area may have for navigation facilities, weather equipment, communication facilities, or radar improvement. If possible please include any recommendations with your grant application, however, anything received by the end of April will be useful in preparing our recommendations to FAA. As the photos show, the helicopters left several ruts .iu the asphalt and also spilled a la.ae amount of fuel oh the asphalt in several locations. To repair the ruts in the asphalt youmay try roiling the affeoted areas with a laroe rollerwhen the asphalt has been heated or ona hot summer day. Although this uuy be somewhat effethve repairing the ruts, it iscur opinion that the effects of the fuel. spillage on the asphalt could. be a more severe problem over perdod of time. Over time the fuel will probably erode the asphalt to a crest ih the future where areas of the asphalt will have lo Luremoved arc{ patched. wever, a patch of the ta.xiway IL not desirable beouuse the edges cif the patched area tend to crack, anf the patched surface would not be of the same quality as the asphalt surface prior to the damage. To achieve the same quality auaafaoe after the iepair a fabric layer and overlay would be requi;ed after the patching. The fabric layer. would help to eliminate the reflective cracking at the edges cif the patch and the overlay would provide a smooth and uniform surface comparable to the taxiway face prior to the daade. Other considerations such as concrete pads in the infield orea coold provide a suitable alternative. Use of the infield area would, however, require a revised airport operations plan. We augqest that a joint meeting with the City, Forest Service and ourselves be held to discuss operation options prior- to the next fire season.
