HomeMy Public PortalAbout02-25-2013 COW Minutes Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on February 25, 2013 In the Boardroom Mayor Collins called the meeting to order at 7:07 p.m. Present were: Trustee Rippy, Trustee Bonuchi, Trustee Fay, Trustee Lamb, and Trustee Peck. Trustee Racich was absent. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There were approximately 3 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on February 11, 2013. Seconded by Trustee Rippy. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS TRUSTEES COMMENTS Trustee Bonuchi: • Wished Mayor Collins a Happy Birthday. • Thanked everyone involved with the YMCA Gala. Trustee Lamb stated that the traffic signal at Route 126 and Essington is phenomenal and suggested looking into that type of traffic signal for Route 59. Trustee Fay inquired as to the status of Cruise Nights. Mr. Garrgian stated that staff is currently working with some volunteers that are interested in taking over the event. Mr. Murphy pointed out that the event will come to the Board for consideration. Trustee Peck inquired about a traffic signal for Route 126 and Meadow. Mr. Persons pointed out that it is in IDOT’s five-year plan and that he expects work to be begin this year or the following year. PUBLIC COMMENTS None WORKSHOP #1 2013-2014 FISCAL YEAR BUDGET Mrs. Traci Pleckham reviewed the 2013-2014 Fiscal Year Budget. Mrs. Pleckham stated that the total budget is approximately $44 million and is balanced. Mrs. Pleckham pointed out that there are no Village tax, fee, or user rate increases proposed. Mrs. Pleckham reviewed the revenue and expenses for the General Fund including the Administration/Finance Department, Police Department, Street Department, Planning Department, and Building Department. Mrs. Pleckham then reviewed the revenue and expenses of the Water and Sewer Fund, Capital Improvement Fund, and the miscellaneous funds including Motor Fuel Tax, Bond & Interest, Tort Immunity, Audit, Police Pension, D.A.R.E., Tax Increment Financing, and Alcohol Enforcement. Minutes Committee of the Whole Workshop – February 25, 2013 Page 2 of 2 Trustee Lamb complimented staff on the format of the budget presentation and inquired about the Bonds. Mrs. Pleckham stated that the public hearing for the 2013-2014 Budget will be scheduled for March 18, 2013 and formal consideration could also occur at that meeting. Trustee Fay moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 8:02 p.m. Michelle Gibas, Village Clerk
