The proposed fees would adversely affect the local golfers who support the McCall Golf Course year after year. The percentage of the proposed increase for the green fees averages about 3%. The percentage increase for the anytime pass is almost 13% and the after 2pm pass increases over 24%. Eric said they wanted to keep green fees comparable with Jug Mountain Golf Course. I think that the majority of the golfers who come to McCall plan to play 18 holes with a cart. Jug's green fees include a cart. If you were to adopt an increase of 4.5% on all 2020 fees, Eric should be able to accomplish his goal of financing projects, stay competitive with Jug and be more equitable to all golfers. examples: McCall Golf Course 18 holes week days $44.55 x 1.045 = $46.55 + $16.00 = $62.55 Jug's rate $65.00 Set aside $1.55 per round as matching funds for LOT McCall Golf Course 18 holes week ends/holidays $54.10 x 1.045 = $56.53 + $16.00 = $72.53 Jug's rate $75.00 Set aside $1.89 per round as matching funds for LOT McCall Golf Course Anytime Pass $835.33 x 1.045 = $872.92 Set aside $29.24 as matching funds for LOT McCall Golf Course After 2 PM Pass $427.45 x 1.045 = $446.69 Set aside $14.97 as matching funds for LOT Thanks for your consideration, Roger The proposed rates are exorbitant for a course that is barely open 5 months a year. I support an immediate moratorium on any and all rate increases, call a public hearing during the golf season to discuss all aspects of the operation, including expense analysis, and properly notify all golfers and taxpayers. McCall Golf course season passes already cost more than they should. Pricing season passes out of reach for many senior citizens seems wrong and counter-productive. Please don't do this. Respectfully, Kris Hopkins While I have no issue with a rate increase to maintain and improve the McCall Golf Course and Club, I do object to the significant increase for annual passes, which tend to be local players, as opposed to a more significant increase in daily rates, which tend to be visitors. It has also become more difficult to access the course for annual pass holders due to increased play from visitors and tournament schedules. The proposed 2021 daily rates are still low compared to other courses. I would recommend reducing the annual pass increase to 1% plus $50 and increasing the daily rate by 1% plus $3 to more appropriately distribute the cost between local / seasonal residents and visitors. Thank you for the opportunity to provide input. During this Covid 19 pandemic the golf course has proven to be one of the safer places to promote outdoor exercise and mental refreshment for families and folks of all ages. Financial stresses have been severe for many. We should consider encouraging our citizens' use of the golf course by freezing the rates at the 2020 level. In fact, I would encourage consideration of adding a lower "locals" rate schedule going forward. "Locals" reduced green fee rates are common throughout the United States in resort communities based on the fact that local property taxes support public golf courses as is the case in McCall City. "Locals" could be easily identified by presenting proof via an energy or similar bill that they live within the city limits. (Note: Renters are in fact paying property taxes through their landlords.) A more restrictive definition of "locals" could include only those folks who could present a copy of their current TAX ASSESSMENT NOTICE or TAX BILL showing a HOMEOWNER'S EXEMPTION as their primary residence. Why increase the pass holder rates when the majority belong to either the ladies or men’s golf assn. Those two groups have donated countless thousands to make improvements to the course. Because of the amount tournaments that bring hundreds of players that spend millions of dollars in mccall, the pass holders have fewer days to have access to the course. Remember most pass holders are also mccall homeowners who pay property taxes, sales taxes, utility fees etc. invest in capital improvements to the property then you can raise fees to the visiting public. To raise more revenue for the city, get more players around the course in a timely fashion. You do that by lowering and reducing the amount of rough. In the golf architects own words, the greens are the most important part of a course, and what people remember about their golfing experience. Make them a priority when investing city funds. A nominal increase in pass holders fees are understood, but remember who has the best interest of Mccall at heart,,,the pass holders. I sent in previous emails to council Members . Email returned from Pritchard but have communicated separately I would think an increase of 3% would be more in line with the times Thank you for your time. McCall Golf Course brought in record Revenue for 2020 and it appears you want to punish the Pass Holders somehow. It is completely unfair to increase rates for Pass Holders. The MLGA and MMGA have both raised money for McCall Golf Course for many years and have also made numerous improvements at their own expense. McCall Golf Course is already the most expensive course in Valley County; it is less expensive to play Jug Mountain Ranch or Meadow Creek. The Pass Holders are primarily made up of retired McCall homeowners and McCall residents. The Annual Pass should not see an increase. DO NOT PRICE THE LOCALS OUT OF PLAYING AT THE MCCALL GOLF COURSE! Sincerely, Mark & Katrina Martin I believe the proposed increases to the golf course rates are excessive. We have a short season in McCall and the rates far exceed those of most Boise course which are open nearly 12 months of the year. The season pass rate increase being proposed is too great. Those of us who buy season passes support the golf course in many ways. The ladies group and our members have spent large sums of money for many years on golf course improvements. We rebuilt the Two Lady Bestball tournament through our efforts and volunteerism. We support the McCall tournaments at full price, no discount given to us for greens fees even though we have paid in advance for a season pass. Out of town people pay the same fees season pass holders pay for tournaments, somehow that does not seem right. I strongly suggest you reevaluate the size of this increase so as not to create ill will with a large group of longtime supporters. You might discover that some of our volunteer support decreases as we are beginning to feel our support is not appreciated. Jeanne Campbell 30 plus year McCall resident and season pass holder. The golf course had a record year in 2020. That is great news for the city! So, now you think it is time to increase season pass rates! I strongly oppose! I have paid for a season pass for many years and been a member of the Mccall Ladies Golf Association for 13 years. During that time I have worked with the group and the men’s group to raise funds for projects to improve the golf course! Thousands of dollars and many hours of members time have gone into these projects! Why would the city of mccall penalize the season pass holders by raising these fees so much? This is a slap in the face to all of the members that have contributed time and money to improve the golf course! Plus, most of these members are home owners that pay property taxes and support local businesses! Are you trying to eliminate the pass holders? Are you more interested in bringing in outside play? McCall is our home! Please don’t price us out of playing golf! The season pass is already higher than it should be for the amount of play we get. The tournaments take up so many days that it is difficult to get on the course plus the weekends are booked with tourists! Please reconsider this increase. Keep is reasonable so you don’t lose the locals! After owning a home in McCall since 1992 it’s finally getting to the point where McCall golf course is out pricing themselves. I want to share my point with you. A 13% increase on an all day pass snd a 24% increase on an after 2:00 pass is not acceptable. I have already paid the course in January of this year $1,290.00 to enter myself snd my husband in all the tournaments up there. Now you want to collect another 1,000.00 per person (after tax) and 400.00 some dollars for trail fees. Totaling 3,700.00 to play golf for my husband and I on a course that is only open for 5 months. This is ludicrous... the courses in the valley that get play close to all 12 months out of the are cheaper. A senior all day Pass at Banbury Golf club in the valley is 3,300.00. What are you guys thinking??? This makes absolutely zero sense. In essence pass holders pay double for green fees on tournament days. You collect our money up front for your tournaments and then you do not deduct the green fees for pass holders that the golf club pays the city for green fees during tournaments... so in essence we are paying twice. It was not easy to get on the course last year for season pass holders. Many spots were kept open during the summer months for walk on people vacationing in the area. That is not right either. And yes this was happening. I think we need to concentrate on maintaining the beautiful course as is and not try to gouge the golfers for Golf a master Plan projects. Both the men and ladies associations already pay for a lot of improvements to that course. I think you will see a major reduction in sales at this proposed new season golf pass. Enough is enough for a golf course that only has 5 months out of the year playing time. Sincerely, Karen Towne You are punishing those that are loyal to the golf course. It's less expensive to play a year round public course than McCall that is only open 4 months. The course won't make it without its season pass holders. You are pushing us away I support the rate increases for the much needed improvements, and appreciate the vision for long term improvements. I also want to thank Alan Morrison for spearheading his vision and insight into the needs of a successful golf course for all player abilities. Season pass holders should not be required to pay such an exorbitant increase in fees. I think the raise in price is trying to make the public course an elitist course that that the general public can't afford to play. I am an avid golfer and purchase a pass every year. I have watched the price go up each year and I am okay with the gradual rise to keep up with the price of maintenance. My thought is, "When is it going to end if it increases $100 every year." Are we trying to keep the number of players per day down? Thanks. We have been season golf pass holders for around 25 years. We pay extra for all tournaments we play in. We feel this is really taken advantage of the local people who have always supported the golf course. We feel this increase is outrageous. Please take another look at this and reconsider. Thank you, Betty and Ron Bolin Increase is too steep—13% and 24%!! This should be a steady increased justify by costs of repairing/maintaining the gold course. We are in a Covid economic environment so you need to consider that!! I think to raise the rates that much for the full day pass and a half day pass is absurd! They should be talked about not forced through the chamber. I don’t know what business model you are looking at!! I think the rate increase for the after to pass is a little excessive. I don’t mind an increase but not the percentage. As a Valley County property owner and a member of the McCall Ladies Golf Association I find it abhorrent that the City of McCall would even consider the suggested increases to 2021/2022 Season Pass fees at the McCall Golf Course. The season pass holders and Men and Women Club Members are the core of the course, take pride in it's condition and each club contributes monetarily annually to improvements for the Course. If the City of McCall feels increases are necessary, which I doubt this type of increase is necessary for the Season Pass holders, perhaps you should try raising the daily green fees by the same percentages and see what the general public would have to say. By the way, who had this grand idea? Whoever it is should be ashamed. By way of my comments I would assume you have determined that I am completely in disagreement with these increases. Thank you, Lana Lundgren While I am in agreement of continued improvement to the golf course, I don't agree it should be primarily at the hands of season pass holders. It appears that is the case given the proposed rate increases - 13% and 24% increases for season passes and yet only a 1.5% increase for green fees. This actually leads to another question, are the fees collected for trail passes (those who own carts ) and trail fees (when renting a cart) designated specifically for cart path maintenance and construction - including bridges? If that is indeed the case what is happening with those funds? I have seen one small area of improvement to a cart path in the last several years, many of the bridges are in poor shape. The annual trail fee I pay in order to use my own cart is to pay for wear and tear my cart inflicts on the paths and bridges correct? Thanks, Jack Archer I don't think the rates should be raised. We are only able to golf 4-5 months in McCall. This amount is as much or more than golf courses who are open for most of the year. If you keep the prices affordable you will continue to sell many more passes. Keep the daily prices at reasonable rates as well. I think if you thought you needed to raise....go slow. Perhaps 3% one year would be more easy to swallow. Really makes me sad that the City of McCall would cut some people out of being able to buy a pass. Don't cut out those who have a difficult time financially, and especially after the year we have had where many people lost their jobs and are hoping to pull themselves up and go forward. Don't make it harder for some people. A 13% anytime pass increase and a 24% after 2 pass increase seems greedy. The Golf Course income last year was the best ever. The Men's and Women's Associations have regularly given money towards the maintenance of the golf course with promises of things being done that haven't come to fruition (example - proper tee boxes for the gold tees that are part of the combined tees). Please consider giving credit to pass holders who play in tournaments if you proceed with the increase. I do believe that the increase is to much, better monitoring of the pace of play could help the follow , if play 5 some's all ride in cart, all play so play ready golf, the golf marshal should marshal and do there job. With this being the only town course if feel that there are way to many tournaments, and the people that by pass 's pay green fee's when they play tournaments also (double dip), all 3 nine' should be used equally . No golf in McCall will ever support itself, season's just don"t allow it , but the revenue that it bring to the community ( to the vendor's) should be part of the city tax to help. That my friend is what I think and there will never be a clear answer to help , may not be the correct answer but pricing yourself ????? Using the 3 nine' properly is also a great answer to help. I love this golf course .I am retired and on a fixed income. This pass increase will be difficult for me. There is a lot of tournament play so we are getting less play for our money. I had an after two o’clock season pass last year, very cost effective and convenient. But why the odd amounts? Please just round everything up to the next whole dollar amount. I cannot believe anyone could seriously object and it would appear much more rational. Good luck. Wanted to back up my first letter with some pricing I found on golf courses around Boise Area that generally have close to 12 months a year of golf (providing no snow) these are all season price memberships. All Unlimited golf prices. Quail Hollow- $1,340.00 - spouse $750.00 Warm Springs Golf- 1,340.00 spouse $750.00 Eagle Hills- couples senior price 2,495.00 Shadow Valley- couples price 2,750.00 Purple Sage- couples 2,000.00 Centennial and Ridgecreat(2 courses for this price) 1,450.00 - spouse add in 950.00 You are pricing out your memberships... there in McCall for the short term season. Increasing the prices for such a short season no longer pencils out. You are gouging the full time, part time homeowners ... who pay plenty of property taxes to now up grade your course. This is not right. There has to be a better solution and I wish I knew that answer. Thanks for considering not raising your/our course to these unreasonable prices. Karen Towne McCall Golf Course is a significant public asset.It needs and must be maintained like other city assets such as streets sidewalks parks and etc. I have not seen the master plan do not know how much of the funding is tied up in capital improvements to the master plan. Capital improvements to city assets Should be funded by the capital fund, Not by operating revenues and expenditure.The city should publish the master plan to the golf course and the related costs with each phase of the master plan improvements & time line for each. Agreement must be reached on the master plan before funding said plan. Without said information commenting on funding it would not be appropriate. A 13% increase seems rather severe given the current economy and Considering the price elasticity effects on economy and revenues You’re trying to make it unaffordable for the average McCall resident. Some of us are on a fixed income and never see a 13 percent increase. I would support a 2 or 3 per cent but no more. The course brings a lot of money into the city each year not just in green fees but thru out the city. The golf advisory committee is recommending the council pass substantial rate increases as part of a larger plan. Their advice is to pass this after bare minimum notification, as required by law, in the middle of winter, when 80% of our property owners and golfers are probably not in town. Unfortunately, the notice has been so short that barely anyone has even heard of it, let alone having time to digest the recommendations or propose alternatives. The advisory board has a long track record of submitting bad advice. Our city council members have a long track record of rejecting this bad advice. This is more of the same. The best advice I can give to our council members is to do nothing. The existing rate structure resulted in record revenue in 2020, and will result in increased revenue in 2021 due to increased demand. The entire operation of this golf facility needs full review by all affected parties- golfers, non-golfers, and the property tax payers who collectively are being charged up to $500,000 annually to support this municipal golf course that's only open 5 months per year. This can only be accomplished by scheduling an open, fully disclosed public hearing when the golf course is open and our citizens are in town. I'm not so sure that the advisory board members would really like to stand up and explain their recommendations to this assembly. Upon looking at your proposed golf fee increases, it appears to me that the most substantial increases are to the season pass rates with very small increases to daily green fee rates. Which to me means you are in a sense punishing your long term season pass holders, made up of a lot of locals. If the city really needs increased golf revenues it should fall more on the visitors and tourist and not the locals. I have lived in the McCall area for over 40 years, and usually help support the golf course by buying a season pass. Thanks for you consideration. An increase in fees is appropriate but should be evenly split between the annual pass holders and the daily play rates. I think it is highly inappropriate to put 13% increases on the annual pass holders while only a 2.6% increase on the daily rate. An 8-10% increase, equally split between both is more appropriate and the daily rate increase will not result in fewer daily golfers. Thanks for the opportunity to comment. Just suck it up, Property tax payers are already paying 500 thousand dollars a year to finance this Muni golf course, Has any worker had more than a 3 percent increase in wages lately? A 24 percent increase for locals after 2 pm tells me the City is just a bunch on Money junkies. Not a good idea....you will lose more than you gain. Your prices are out of sight as we can only golf 4-5 months. Way more than courses that you can golf on almost 12 months. I am not sure what you are asking for in this public hearing, but I am completely in favor of rescheduling a public hearing for the purpose of reviewing expenses, funding proposed projects and setting reasonable rates for the 2021 golf season. Thanks, Roger I am a Director and V.P. serving the McCall Men's Golf Association. However, my input tonight is only as a private citizen of McCall, as our bi-laws do not permit me to speak for our group.  The Golf Course Master Plan should be viewed as a very long term plan, in fact there are some things in it that we in our community should not or would not want to pursue such as rebuilding all the Greens for uniformity. {because they were built at different times}  Before I give the Council some ideas, I would suggest the City and Manager consider how they spend money for the Public Golf Course. Bang for the buck? 1. Charge a Tournament fee of $10.00 per round for major Muni Tournaments. For a two day event you would get $20.00 dollars per player. And. the non-locals would pay most of it. 2. Host a golf tournament or have a Celebrity Am. tournament to raise funds. 3. Pass a Bond Measure for Muni long term improvements, or apply for a Grant. There are a lot of people hurting all over this City and County as a result of the Lock Down. Putting increases on local rates and pass fees is not a good idea at this time, and I am encouraging the Council to hold off on that notion for at least a year.
