COUNCIL CHAMBERS-5938 KAUFFMAN AVENUE AGENDA PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council, please complete a Speaker Request Form, indicating the agenda item number and submit it to the City Clerk. There will be a maximum 20-minute period for comments on any subject with a 5-minute time limit on each speaker, unless waived by Council. You have the opportunity to address the City Council at the following times: AGENDA ITEM-at the time the Council considers the agenda item. NON-AGENDA ITEM -at the time for PUBLIC COMMENTS. Please note that while the City Council values your comments, pursuant to the Brown Act, the Council cannot take action on any item not listed on the agenda . PUBLIC HEARING-at the time for public hearings under NEW BUSINESS. REORGANIZATION OF THE CITY COUNCIL-SELECTION OF MAYOR AND MAYOR PROTEM The City Council will proceed with the annual reorganization of the Council in appointing the Mayor and Mayor Pro Tern for a one-year term . The procedure to address the City Council is highlighted on the first page of this agenda. 7. CONSENT CALENDAR All Consent Calendar items may be approved in a single motion as recommended unless removed for further discussion. If members of the City Council or persons in the audience wish to discuss any matters listed on the Consent Calendar, please address them at this time . Recommendation: approve Items A through H per recommendations A. APPROVAL OF MINUTES The City Council is requested to review and approve : 1) Minutes of the City Council Special Meeting of March 6, 2012; 2) Minutes of the City Council Regular Meeting of March 6, 2012; and 3) Minutes of the City Council Special Meeting of March 8, 2012. Recommendation : approve B. PLANNING COMMISSION ACTIONS -MEETING OF FEBRUARY 28 , 2012 The City Council is requested to review the Planning Commission actions of their meeting of February 28, 2012 . Recommendation : receive and file C. ADOPTION OF RESOLUTION NO . 12-4803 ORDERING THE ENGINEER'S REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR 2012-13 The City Council is requested to adopt Resolution No. 12-4803 ordering the required engineer's report for the City's Lighting and Maintenance District for Fiscal Year (FY) 2012-13 . Recommendation: adopt Resolution No. 12-4803 D. PROJECT ACCEPTANCE FOR WORK COMPLETED ON THE TRAFFIC SIGNAL UPGRADES ON TEMPLE CITY BOULEVARD AT LAS TUNAS City Council Agenda March 20, 2012 Page 3 DRIVE AND BALDWIN AVENUE AT OLIVE STREET, CIP P09-01 AND P09-02 The contractor has completed the construction of all improvements in accordance with the contract and has complied with all federal requirements . It is recommended that the City Council accept the project as complete, authorize the City Clerk to file the Notice of Completion and release the final retention payment in the amount of $1 0, 035.7 4 at a minimum of 35 days after filing the Notice of Completion. Recommendation : 1) Accept the Traffic Signal Upgrades on Temple City Boulevard at Las Tunas Drive and Baldwin Avenue at Olive Street as complete; 2) Authorize the City Clerk to file a Notice of Completion; and 3) Authorize release of the final retention payment of $10,035 .74 at a minimum of 35 days after filing the Notice of Completion. E. PETTY CASH AND VISA CARD REPORTS The City Council is requested to review, receive and file the Petty Cash and Visa Card Reports. Recommendation : receive and file F. RELEASE OF SECURITIES FOR PARCEL MAP NO. 061450 FOR ROAD IMPROVEMENTS AT 10519-10521 FREER The developer (i.e ., Andrew Khun) submitted a cash deposit in the amount of $82,216 to ensure that road improvements were completed at Parcel Map No. 061450 . The Los Angeles County Department of Public Works notified the City that the road improvements were complete, inspected and found to be in compliance with the approved plans. Hence, the City needs to release the securities. Recommendation : authorize the release of securities in the amount of $82,216 G. ADOPTION OF RESOLUTION NO . 12-4804 -APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No . 12-4804 authorizing payment of bills . City Council Agenda March 20, 2012 Page4 Recommendation: adopt Resolution No . 12-4804 H. RESOLUTION NO. 12-4805 -APPOINTMENTS TO THE OVERSIGHT BOARD FOR THE FORMER TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY The City Council is requested to appoint City Manager Jose Pulido and Assistant to the City Manager Brian Haworth to serve as the City's representatives on the oversight board of the former Temple City Community Redevelopment Agency. Recommendation: adopt Resolution No. 12-4805 appointing Jose Pulido and Brian Haworth to serve as the City's representatives on the oversight board of the former Temple City Community Redevelopment Agency. 8. ADOPTION OF RESOLUTION NO. 12-4806-SA -APPROVAL OF PAYMENT OF BILLS The City Council, as successor agency to the Temple City Community Redevelopment Agency, is requested to adopt Resolution No. 12-4806-SA authorizing payment of bills . Recommendation : adopt Resolution No. 12-4806-SA 12. UPDATE FROM CITY MANAGER 13. MA TIERS FROM CITY OFFICIALS -None 14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS 15.
