II. REQUEST FOR PROPOSALS, ENGINEERING SERVICES +++++++
The Committee reviewed the one proposal received from
Toothman-Orton Engineering. After discussion, Fereday moved to
recommend that the City Council direct staff to negotiate a
contract for Engineering Services for the proposed AIP Project
with Toothman-Orton Engineering. Colburn seconded and the motion
carried unanimously.
III. LEASE ADDENDUM, FLIGHTLINE SYSTEMS: ++++++++
A draft of an addendum dealing with a violation of the lease
requirements for a color for the building was considered. Tucker
moved to recommend to the City Council that the lease addendum
with Flightline Systems be executed. Colburn seconded and the
motion carried.
IV. REVIEW OF BUDGET: ++++++++
Staff reviewed the financial status of the airport fund and
the budget. The Committee asked staff to review parking fees at
the airport in light of costs for parking at other regional
airports.
Tucker asked that staff review the procedures for purchasing
for the next AIP project, with the city acting as a material
wholesaler. Research to determine if this is a useful process
will be undertaken by staff and the engineering consultant when
engaged. Further, the question of exactions from the Valbois
Development was discussed.
Fereday reviewed his efforts to get the County Airport levy
increased. After discussion, Colburn moved to request that the
Airport Committee request that Airport funding and airport
services be discussed with the other cities and the County
Commissioners at the March 1993 joint meeting of the Commission
and City officials. Tucker moved and the motion carried
unanimously.
V. ADJOURNMENT:
At 4:35 p.m., Colburn moved to adjourn. Fereday seconded and
the motion carried.

ADDENDUM TO LEASE
This Addendum is an addendum to that certain lease
between the City of McCall, called "City" in the rest of this
Addendum, and Cole D. Smith and Ben Magnuson, d/b/a Fliteline
Systems, called "Lessee" in the rest of this Addendum, which
Lease is dated September 10, 1992, and relates to the lease by
the City to Lessee of the following described property:
SEE EXHIBIT "A"
Such lease spells Lessee's business name as "Flightline
Systems."
Background
1. City requires that its lessees at the airport
conform to a color code in the design, construction, and
maintenance of the exterior of their buildings.
2. Lessee has recently constructed a building that does
not conform to that color code.
Agreements
3. Lessee will repaint the building in question to a
color meeting the City's requirement that such buildings be
painted a tan or mustard color, on or before June 1, 1994,
unless prior to that date Lessee obtains a building permit
for its second building, promptly commences to construct such
second building, and pursues construction with due diligence.
In such case all of Lessee's buildings shall always be
identically colored, either to match the present building, or
to conform to the City's color code.
4. Lessee shall deposit with City a performance bond or
letter of credit to secure performance of this Addendum, in
the amount of $10,000.00, and in a form acceptable to the
City Attorney and Treasurer, on or before March 1, 1993. Any
permission to leave the building gray contained or implied in
this Addendum shall become null and void if such bond or
letter of credit is not timely received.
