ADJOURNMENT MEMORANDUM DATE: March 29, 2016 TO: Community Development Block Grant Commission FROM: Annette Potts, Deputy Director of Administrative Services SUBJECT: HUD CONSOLIDATED ANNUAL ACTION PLAN FISCAL YEAR 2016 -2017 PURPOSE: TO HOLD A PUBLIC HEARING AND OBTAIN CITIZEN'S INPUT AND COMMENTS ON THE CITY OF LYNWOOD'S FISCAL YEAR 2016/17 (FY17) CONSOLDIATED ANNUAL ACTION PLAN The U.S. Department of Housing and Urban Development (HUD) requires cities to submit a Consolidated Annual Action Plan which serves as an application for the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds and matches resources from the CDBG and HOME grants with the needs of under - served residents. HUD funds available for FY17 include: FY17 CDBG FUNDS: $1,208,105 FY17 HOME FUNDS: 349,432 TOTAL FY17 FUNDS: $1,557,537 The City advertised the availability of CDBG and HOME Program funds as required by HUD and invited service providers interested in receiving FY17 grant funds to submit funding requests. In response the City received 9 proposals. On March 2nd and 9th , 2016, the CDBG Commission held meetings to review and discuss the funding requests and allow organizations an opportunity to provide presentations on their services and how the community would benefit from their services. As a result of the CDBG Commission's reviews, the following funding recommendations were made: 1. CDBG Administration $215,000 2. Fair Housing Foundation $ 10,000 3. FY17 Street Improvements $670,605 4. Code Enforcement Program $245,000 5. Senior Citizen Program $ 50,000 6. Lynwood Community Athletics Services $ 15,000 7. St. Francis Health Fairs $ 2,500 8. HOME Program Activities $349,432 The draft FY17 Consolidated Annual Action Plan was made available to the public for a 30 -day review period from March 17, 2016 to April 21, 2016. The CDBG Commission is holding a public hearing on April 6, 2016, to obtain additional comments and input on the draft FY17 Consolidated Annual Action Plan. Lynwood City Council, upon review and consideration of the CDBG Commission's and citizens input and recommendations of the draft FY17 Consolidated Annual Action Plan and Lynwood's current financial status, may amend funding recommendations, allocations and activities at its discretion.
