Mayor Chavez called the City Council Special Meeting to order at 7:07 p.m . in the City Hall Community Room located at 9701 Las Tunas Drive, Temple City. 2. ROLL CALL PRESENT : Councilmember-Bium, Sternquist, Vizcarra, Yu, Chavez ABSENT : Councilmember-None ALSO PRESENT: City Manager Pulido, Parks & Recreation Director Burroughs, City Clerk Flandrick, Assistant to the City Manager Haworth, Community Development Director Masura, Community Preservation Supervisor Sahagun 3. PUBLIC COMMENTS -None 4. NEW BUSINESS ITEMS ORDER OF AGENDA CHANGED B. BID ADDITIVES AND ALTERNATES-ROSEMEAD BOULEVARD SAFETY ENHANCEMENTS AND BEAUTIFICATION PROJECT The City Council was requested to review and select bid additives and alternates for the Rosemead Boulevard Safety Enhancements and Beautification Project to allow flexibility in the project's design phase and bidding process. Sha Jarrahi, Rosemead Boulevard Project Director and Kristi L. Twilley, Project Manager, Vanir Construction Management, Inc. presented a power point presentation showing a spread sheet of the project base items and alternates with estimated costs that could be added to the base bid. Jill Wagner, Principal Associate, and Steve Smith, Landscape Architect, from Gruen Associates, design architect, provided information on the additive/alternate options. The Council was asked to review the spread sheet showing alternates listed by priority as recommended by the Rosemead Boulevard Project Ad Hoc Committee (Mayor Pro Tern Yu and Councilmember Blum), and to determine whether to keep that priority or to change it -higher or lower. City Council Minutes March 13, 2012 Page 2 Mayor Pro T em Yu stated the contractor will be asked to bid the entire job but also to bid out alternates, looking at the entire menu to see what the City can afford. It is important to rank alternates because the contract will be awarded based on the lowest base bid plus alternates by priority up to the limit of the budget. Councilmember Blum added that the goal this evening was for Council to choose what they wanted as alternates up to the maximum amount of funds available for the base bid plus alternates. The Council reviewed and discussed the alternate options with consultants and staff providing information and addressing questions. Council considered each item and concurred in establishing a priority for each alternate, or re·listing the alternate into the base bid. Mr. Jarrahi confirmed that a revised table would be distributed to the Council. RECESS/RECONVENE The City Council Special Meeting recessed at 8 :20 p .m . and reconvened at 8:26p.m. with all Councilmembers present. A. AMENDMENT TO CONSULTANT SERVICES AGREEMENT-GRUEN ASSOCIATES City Manager Pulido presented the Seventh Amendment to the Consultant Services Agreement with Gruen Associates , in the amount of $41,752, to provide the City with additional design and survey services associated with the Rosemead Boulevard Safety Enhancements and Beautification Project. Councilmember Blum moved to: 1. Approve the Seventh Amendment to the Consultant Services Agreement with Gruen Associates, in the amount of $41,752, to provide the City with additional design and survey services associated with the Rosemead Boulevard Safety Enhancements and Beautification Project; and 2. Authorize the City Manager to execute the Amendment No. 7 to the Consultant Services Agreement with Gruen Associates, City Council Minutes March 13, 2012 Page 3 seconded by Councilmember Vizcarra and unanimously carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN: 5.
