Mayor Chavez called the City Council Regular Meeting to order at 7 :33 p .m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember-Bium, Sternquist, Vizcarra, Yu, Chavez ABSENT: Councilmember-None ALSO PRESENT: City Manager Pulido, City Attorney Vail, Public Safety Officer Ariizumi, Parks & Recreation Director Burroughs, City Clerk Flandrick, Administrative Services Director Hause, Community Development Director Masura 3 . INVOCATION Reverend Darrel Kelty, Pastor of Community of Christ, provided the Invocation . 4. PLEDGE OF ALLEGIANCE Mayor Chavez led those present in the Pledge of Allegiance to the Flag. 5. CEREMONIAL MATTERS-PRESENTATIONS A. ARBOR DAY POSTER CONTEST WINNERS With the assistance of Parks and Recreation Coordinator Frances Manzo- Pimentel, Mayor Chavez presented Certificates of Recognition to the following winners of the Arbor Day Poster Contest. REORGANIZATION OF THE CITY COUNCIL-SELECTION OF MAYOR AND MAYOR PRO TEM Mayor Chavez provided his closing comments on his year as Mayor, acknowledged his fellow Councilmembers, staff and family and shared some of his experiences and achievements of the Council this past year. On behalf of the City Council, Mayor Pro Tern Yu presented Mayor Chavez with a gavel plaque in appreciation for his tenure as Mayor. City Clerk Flandrick opened nominations for the position of Mayor. Councilmember Blum nominated Councilmember Yu for the position of Mayor, seconded by Councilmember Sternquist. There were no further nominations . Council member Yu was elected Mayor by acclamation. City Clerk Flandrick opened nominations for the position of Mayor Pro Tern. Councilmember Vizcarra nominated Councilmember Sternquist, seconded by Mayor Yu. There were no further nominations . Councilmember Sternquist was elected Mayor Pro Tern by acclamation . Mayor Yu and Mayor Pro Tern Sternquist assumed their seats on the dais and former Mayor Chavez presented a gift to Mayor Yu on behalf of the City Council. Mayor Pro Tern Sternquist thanked outgoing Mayor Chavez and congratulated Mayor Yu, stating that anyone sitting in the Mayor's position will have the support of the other Councilmembers. Former Mayor Chavez did such a good job and his efforts are appreciated. Temple City is better for the role he played. Mayor Yu will work hard to reach out to the community and she felt this was a fortunate time for her to be Mayor Pro Tern as community engagement is the highest it has ever been . She asked for everyone's support to help make this a great city. Mayor Yu thanked everyone. The last two to three years have been fantastic and the city has truly turned around. He thanked everyone for their support and said it was an honor and privilege to represent all as Mayor. He would look to other Councilmembers, especially Mayor Pro Tern Sternquist, to represent the Council at some of the community meetings. He felt this next year will be an exciting one for the City, with City Council Minutes March 20, 2012 Page 3 the Rosemead Boulevard project breaking ground as well as the Gateway project and also the possibility of the former Alpha Beta site showing progress. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mary Kokayko, Temple City resident, said she attended the Planning Commission meeting on February 28 where she learned of another tea house coming into town and objected to the hours of operation to 2:00 a.m. in the morning. She asked Council to review this application . Katherine Seneris , Temple City Library, reported on upcoming events and activities at the Library . Jo Ellen Chatham, representing Southern California Edison, reported on their recent windstorm response and efforts toward improvement. She also provided information for processing claims as a result of the windstorm and reported that interviews are taking place for the position vacated by the former regional manager. Rainbow Yeung, representing South Coast Air Quality Management District (AQMD), provided updates on regional air quality policy meetings, inviting the Council to provide input. She also provided information on current funding opportunities and AQMD administered programs. Jerry Jambazian, Temple City businessman, said he was disappointed that Edison delayed the hiring process for the former regional manager. 7. CONSENT CALENDAR Councilmember Blum removed Item H from the Consent Calendar and asked for a report on the item for the public's information . Councilmember Chavez moved to approve the remainder of the Consent Calendar, seconded by Mayor Pro Tern Sternquist and unanimously carried by the following roll call vote: AYES : NOES : ABSENT: ABSTAIN: Councilmember-Blum, Chavez, Vizcarra , Sternquist, Yu Councilmember -None Councilmember-None Councilmember-None A APPROVAL OF MINUTES Approved as presented : City Council Minutes March 20, 2012 Page 4 1) Minutes of the City Council Special Meeting of March 6, 20 12; 2) Minutes of the City Council Regular Meeting of March 6, 2012; and 3) Minutes of the City Council Special Meeting of March 8, 2012 . B. PLANNING COMMISSION ACTIONS -MEETING OF FEBRUARY 28, 2012 Received and filed the Planning Commission actions of their meeting of February 28, 2012 . C . ADOPTION OF RESOLUTION NO . 12-4803 ORDERING THE ENGINEER'S REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR 2012-13 Adopted Resolution No. 12-4803 , a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ORDERING THE ENGINEER'S REPORT REQUIRED TO LEVY THE LIGHTING AND MAINTENANCE DISTRICT ANNUAL ASSESSMENTS FOR FISCAL YEAR 2012/2013 . D. PROJECT ACCEPTANCE FOR WORK COMPLETED ON THE TRAFFIC SIGNAL UPGRADES ON TEMPLE CITY BOULEVARD AT LAS TUNAS DRIVE AND BALDWIN AVENUE AT OLIVE STREET, CIP P09-01 AND P09 -02 1) Accepted the Traffic Signal Upgrades on Temple City Boulevard at Las Tunas Drive and Baldwin Avenue at Olive Street Projects (CIP P09-01, P09-02) as complete; 2) Authorized the City Clerk to file a Notice of Completion ; and 3) Authorized release of the final retention payment of $10,035 .74 at a minimum of 35 days after filing the Notice of Completion. E. PETTY CASH AND VISA CARD REPORTS Received and filed the Petty Cash and Visa Card Reports. F. RELEASE OF SECURITIES FOR PARCEL MAP NO. 061450 FOR ROAD IMPROVEMENTS AT 10519-10521 FREER Authorized the release of securities, in the amount of $82,216, upon completion of road improvements at 10519-10521 Freer Street, Parcel Map No . 061450 . ADOPTION OF RESOLUTION NO. 12-4804 -APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No . 12-4804 authorizing payment of bills . Recommendation: adopt Resolution No. 12-4804 H. RESOLUTION NO. 12-4805-APPOINTMENTS TO THE OVERSIGHT BOARD FOR THE FORMER TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY The City Council was requested to appoint City Manager Jose Pulido and Assistant to the City Manager Brian Haworth to serve as the City's representatives on the oversight board of the former Temple City Community Redevelopment Agency . Assistant to the City Manager Haworth stated AB x126 enacted earlier this year dissolved redevelopment agencies as of February 1. Legislation is now moving forward with the formation of an oversight board charged with seeing that the debts and obligations of the redevelopment agencies is taken care of as part of the dissolution process . The process should be complete by July 2015. The oversight board is comprised of seven members , two appointed by the Mayor of the successor agency, and the remaining five appointed by members of other public jurisdictions by April 15, 2012 . One member appointed by the Mayor represents the city that formed the redevelopment agency and the other member represents the employees of the former redevelopment agency. After a review with legal counsel, staff recommended appointment of the City Manager and Assistant to the City Manager to the oversight board . Councilmember Blum moved to adopt Resolution No. 12-4805, a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY , CALIFORNIA, CONFIRMING THE MAYOR'S APPOINTMENTS OF MEMBERS TO THE OVERSIGHT BOARD, seconded by Councilmember Vizcarra and unanimously carried by the following roll call vote: AYES : NOES : ABSENT: ABSTAIN: Councilmember-Bium , Chavez, Vizcarra , Sternquist, Yu Councilmember-None Council member -None Councilmember -None 8. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY A. ADOPTION OF RESOLUTION NO. 12-4806-SA -APPROVAL OF PAYMENT OF BILLS Councilmember Blum moved to adopt Resolution No. 12-4806-SA, a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, ACTING IN ITS CAPACITY AS THE SUCCESSOR AGENCY FOR THE REDEVELOPMENT AGENCY OF THE CITY OF TEMPLE CITY , ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $441,143 .19 DEMAND NOS . 1002 THROUGH 1004, seconded by Councilmember Chavez and unanimously carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN: Councilmember-Bium , Chavez, Vizcarra, Sternquist, Yu Councilmember-None Councilmember-None Councilmember -None 12. UPDATE FROM CITY MANAGER City Manager Pulido introduced Tracey Hause, newly appointed Director of Administrative Services . City Manager Pulido also reported on a very successful team building and planning session held last Saturday with the Council and staff members . 13 . MATTERS FROM CITY OFFICIALS-None 14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS Councilmembers reported on recent meetings of the Public Art Advisory Group Ad Hoc Committee, and the San Gabriel Valley Council of Governments (COG). 15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER BLUM Councilmember Blum thanked former Mayor Chavez for the past year in representing the Council so well and congratulated Mayor Yu and Mayor Pro Tern Sternquist, and said he looked forward to another good year. City Council Minutes March 20, 2012 Page 7 B. COUNCILMEMBER CHAVEZ Councilmember Chavez congratulated Mayor Yu and Mayor Pro Tem Sternquist, saying he had no doubt they will do a great job. C. COUNCILMEMBER VIZCARRA Councilmember Vizcarra congratulated all and thanked former Mayor Chavez for all the work he did , and offered to help Mayor Yu and Mayor ProTem Sternquist this com i ng year. D. MAYOR PROTEM STERNQUIST Mayor Pro Tem Sternqu ist thanked former Mayor Chavez and congratulated Mayor Yu . E. MAYORYU Mayor Yu thanked everyone , especially Mayor ProTem Sternquist , saying he knows he can count on her to help him. He invited everyone present to a reception next door at the end of the meeting. 16. REIMBURSEMENTS OF EXPENSES PAID TO OFFICIALS FOR CONDUCT OF CITY BUSINESS -None 17.
