A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,
ENDORSING BUILDING A STRONGER ECONOMY, EFFECTIVE SOLUTIONS TO
HIGHWAY CONGESTION, A CLEANER ENVIRONMENT, AND IMPROVED QUALITY
OF LIFE BY ADVOCATING FOR INCREASED USE OF FREIGHT
RAILROAD TRANSPORTATION
WHEREAS, State and Federal transportation officials and others project that
freight volumes nationwide will rise more than 67% by the year 2020, worsening
congestion on our overcrowded highways, making highways more dangerous,
accelerating damage to highway infrastructure, wasting fuel and increasing air pollution;
WHEREAS, freight transportation directly impacts our quality of life —the strength
of our economy and the number of available jobs; the safety of our highways; the
amount of traffic congestion we encounter; the prices we pay for everything from
household goods to electricity; the air we breathe; and the efficient use of our tax
dollars;
WHEREAS, rail relieves highway gridlock and makes highways safer because
one intermodal train can carry 280 truck trailers — the equivalent of more than 1,000
automobiles in terms of highway congestion and because highway crowding increases
crash risk;
WHEREAS, rail is fuel efficient and better for the environment because one train
can move a ton of freight nearly 400 miles on just one gallon of fuel; rail reduces
harmful air pollutants by 6 to 12 times; and state transportation officials call rail a
"preferred mode" for hauling hazardous materials because of fewer spills and accidents;
and
WHEREAS, hauling freight by rail can same money for manufacturers and
consumers and freight rail investments are an efficient use of tax dollars, providing as
much as a 12 to 1 return on investment, according to the American Association of State
Highway and Transportation Officials.
