HomeMy Public PortalAbout2016.045 (02-16-16)RESOLUTION NO. 2016.045 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH A FIRM TO DEVELOP A POLICY AND PROCEDURES MANUAL AND PROVIDE TRAINING TO STAFF ON THE RESPECTIVE POLICIES RELATED TO ENFORCEMENT SERVICES AND AUTHORIZE THE SUM NOT TO EXCEED $25,000 FOR SERVICES UNDER THE AGREEMENT WITH THE FIRM WHEREAS, City desires to utilize the services of Consultant as an independent contractor to provide consulting services to City to develop a policy and procedures manual pertaining to enforcement services and to provide training to staff and WHEREAS, Consultant represents that it is fully qualified to perform such consulting services by virtue of its experience and the training, education and expertise of its principals and employees; and; WHEREAS, the City Council wishes to engage the services of Consultant to develop a policy and procedures manual pertaining to enforcement services and to provide training to staff and approve an agreement for professional services for work not to exceed the amount of $25,000. NOW, THEREFORE the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows: Section 1. That the City Council authorizes the Mayor to approve an agreement with a firm to develop policies and procedures related to enforcement services, with a not -to- exceed amount of $25,000, approved as to form by the City Attorney Section 2. This resolution shall become effective immediately upon its adoption. Section 3. The City Clerk shall certify as to the adoption of this City Council Resolution. Lynwood, CA 90262 Dear Ms. Sainz, Thank you for engaging our services to develop a Policy Manual for: Code Enforcement, Animal Control and Parking Enforcement. The following is a draft of an agreement, which may be modified to meet the City's format. The City of Lynwood (CITY) desires Norman A. Traub Associates (CONSULTANT) to develop a Policy Manual for the Environment Assurance Department (temporary working title for the purpose of this draft agreement), specifically for Code Enforcement, Animal Control and Parking Enforcement (CAP). Mr. Quinn Fenwick is responsible for the completion of the project. He may include other Associates to assist him in expediting the completion of the assignment. Mr. Fenwick is not an employee of the CITY and is not entitled to Worker's Compensation benefits or any benefits afforded to employees of the CITY. The project is limited to the specific Scope of Service. Other issues that may arise during the project shall be brought to the attention of the CITY. SCOPE OF THE PROJECT The scope of the project is to: • Review current policies and procedures, Memorandum Of Understanding for CAP; • Review job descriptions for CAP • Consult with the City Manager, Department Manager and the Director of Human Resources; • Research the policies of other agencies which are applicable to CAP; • Obtain input from the affected employees; • Prepare a Draft Policy Manual for CAP; • Meet with the stakeholders of CAP; • Meet with the City Manager and the City Council at the conclusion of the project; • Conduct one revision of the Policy Manual; • Provide telephonic or electronic consulting for one year after completion of the project at no charge. SCHEDULE OF FEES The fee for the above project shall not exceed twenty -five thousand dollars ($25,000.00) without written authorization from the City. Once the Policy Manual is submitted, the Consultant shall be available by telephone for guidance to the Department Manager for a period of one year without an additional fee. If the City desires on -site assistance for Policy Manual implementation and consulting, the hourly rate is one hundred and fifty dollars ($150.00) plus expenses. Submitted by: Norman A.
