ATTENDING: John Wolf Rick Fereday Gordon Colburn Merrill Saleen Harold Handke, FAA Chuck Sundby Dave Powell Kim Allen Dale Points Bud Schmidt Steve Millemann Channel 7 News II. STATUS REPORTS: A. LANDING OF 737, MAY 20-23. Mr. Handke presented his inspection report and discussed it with the committee. He made it clear that the FAA would not decide for the city whether the aircraft could or could not come, but that if the city elected, under what conditions such an aircraft could land. Staff discussed those items listed and outlined the payment for those services. The Committee wished to take no action on the report. III. 1993-1994 AIP: Sundby, Allen and Powell and staff discussed that cancellation of the 1993 AIP by the Seattle ADO (Airport District Office of FAA) and advised that the entire preapplication work effort would be funded as a first quarter grant for 1994 construction. The work effort totals $1.5 million. The committee discussed the work that would be accomplished and considered the engineer's request to have airport users assist in designing those improvements. The committee concurred in this decision and recommended names for this subcommittee which included Lyn Clark, Rick Fereday and Mike Anderson. The subcommittee will report back to the full committee at the June meeting. City staff, airport FBO's and others will consult with this subcommittee. Toothman-Orton will schedule and arrange the subcommittee meetings. The Committee expressed its enthusiasm for this schedule revision but also its concern for finding sufficient local match to make the project happen. IV. NAMING THE AIRPORT: The committee considered the request (attached) and elected to take the matter under advisement. The committee felt unable to respond to this request in the time available and wanted to ensure that when named, a fully participative public process be undertaken. V. STATE AIRPORT GRANT: The application for funds for surveying and installing traffic pattern signs at the airport was approved. When the grant documents are received, they will be executed and the work undertaken. VI. GPS Tom Tucker asked that the city request to be on a list for experimental installations of this navigational (satellite) aid. There was some discussion about the suitability for use at this location and without objection the staff will request the listing. Respectfully submitted, Rick Fereday, Secretary May 5, 1993 Initial Certification Inspection Mc Call Airport Mc Call, Idaho An inspection was conducted to determine if this airport could be issued a limited operating certificate under FAR Part 139. The request was for one landing on May 20 and one take off on May 23. The design category for this airport is for 100% of the small aircraft in the general aviation fleet. The Airport Operating Specifications (AOS) were reviewed and the following changes need to be made: 1. Page 3 paragraph C - It states that the movement area for the air carrier operation is the entire airport except the general aviation apron access taxiway. This is not acceptable. Nothing east of the runway will be permitted to be considered movement area for the purposes of these operations because of the runway/taxiway seperation. 2. Page 5 paragraph A - It states the safety areas extend 280' beyond the end of Runway 34 and 350' for 16. The safety area extends 300' beyond Runway 34 and 180' for 16. The above two items need to be corrected. A physical inspection of the airport was conducted and the following items were found: 1. There is a boulder and a 50 gallon drum in the safety area for Runway 16. 2. There is a lot of material on the entrance taxiway to the USFS ramp. 3. The safety area for Runway end 34 is uneven and has mounds of dirt in it. 4. There are several runway lights where the base of the light is above 3". This is due to frost heave or snow removal operations. There are no signs at this airport. The firefighting capabilities at this airport are limited. This is because the firefighters are volunteer and have not had the opportunity to gain the needed training. CONCLUSIONS AND RECOMMENDATIONS The Federal Aviation Administration would not object to issuance of a limited certificate to the Mc Call Airport provided the following conditions are met: 1. The above changes to the AOS be made. 2. The safety areas on both ends of the runway be cleared and graded and have no potentially hazardous ruts, humps, depressions, or other surface variations. 3. The entrance to the USFS ramp be cleared of all surface material (FOD). Written approval is obtained from the USFS for use of their ramp. If permission cannot be obtained for use of the USFS ramp and taxiways, the flight will have to be cancelled 4. A11 runway light bases be corrected so that there is no light bases higher than 3" 5. Since there are no signs at this airport, both operations be conducted only during daylight hours and under VFR conditions. 6. Because of runway/ taxiway seperation, all general aviation (GA) aircraft will have to remain on the GA apron during these two operations. 7. Because of the strength of the taxiways, the landing of the aircraft will have to be from the south to the north and the takeoff will have to be from the north to the south. If permission cannot be obtained for use of the USFS ramp and taxiway for these two operations, the flights will be canceled. The city must understand that the firefighters have to stand by 15 minutes prior to arrival of the aircraft and until 15 minutes after departure. They have to have the minimum equipment and manpower to staff the vehicles. This is irrespective of the other needs of the community. I would recommend that another type of aircraft other than the B- 737 be considered for these two operations. The Convair 580 or the Dash 7 could meet the need to transport 50 passengers into Mc Call and are more suitable aircraft for the physical conditions at this airport. These comments do not take into consideration any operational restrictions which Flight Standards may put upon the carrier. Coordination with Viscount should be made to ensure that they have provided all the needed data to Flight Standards. When all the above corrections are made and conditions agreed to, a limited operating certificate can be issued to the City of Mc Call for one takeoff and one landing between May 20 and May 23, 1993. THE ACTIVITY WAS ESSEN- TIALLY EXECUTED FROM THE McCALL AIRPORT IN THE LATE 1930'S AND EARLY 1940'S, AND CONTINUED IN LATER YEARS. W. PENN STOHR'S HEROIC FEATS OF RESCUING DOWNED -AIRMEN AT LOON LAKE AND MANY OTHER EMERGENCIES; HIS EARLY DAYS MAIL AND SUPPLY FLIGHTS TO WARREN, YELLOWPINE, BIG CREEK, ETC.; AND HIS CONTRIBUTION TO THE U.S. FOREST SERVICE AVIATION PROGRAM IS RENOWN. HE WAS THE INITIAL JOHNSON FLYING SERVICE PILOT OF THE ORIGINAL SMOKEJUMPER UNIT ESTABLISHED ON THE IDAHO NAT- IONAL FOREST (NOW PAYETTE N.F.) IN 1943. HE WAS THE PILOT OF THE TRAVELAIRE AIRPLANE ON THE FIRST FIRE JUMP IN THE INTERMOUNTAIN REGION, IN WHICH I HAD THE HONOR OF BEING ONE OF THE ORIGINAL SMOKEJUMPERS. ALL OF THIS WAS ACCOMP- LISHED OUT OF THE McCALL AIRPORT AND GAVE McCALL, IDAHO ITS PROINENCE IN IDAHO AVIATION HISTORY. IT IS FITTING ON THE 50TH. ANNIVERSARY OF SMOKEJUMPING AT McCALL, TO DEDICATE THE AIRPORT AS THE "W. PENN STOHR AIRPORT" IN HONOR OF McCALL'S HEROIC PIONEER PILOT. W. PENN STOHR WAS KILLED IN AN AIR ACCIDENT, NEAR TOWNSEND, MONTANA, IN 1957, AT THE AGE OF 54. To identify myself, I am John P. Ferguson, U.S. Forest Service (Retired). I was one of the original co -leaders of the Smokejumper Unit established at McCall and was a resident for 10-years. For a number of years, I have harbored the afore -mentioned suggestion and believe it is an appropriate time to pre- sent it. It is my opinion that the Citizens of McCall would concur with this proposal. It is my hope that you, Mr. Mayor and the City Council will recognize the merit of the recommendation and take official action to imple- ment it. I would appreciate a reply to this request prior to the June celebration. If favorable, I will assist in any manner feasible. To -date, I have not contacted the. U.S. Forest Service for their official position, however, I believe they would support it. A copy of this correspondence is being for- ward to Forest Supervisor David F.
