PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA The City Council will now hear public comments regarding items not listed on the agenda. The procedure to address the City Council is highlighted on the first page of this agenda. PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council, please complete a Speaker Request Form, indicating the agenda item number and submit it to the City Clerk. There will be a maximum 20-minute period for comments on any subject with a 5-minute time limit on each speaker, unless waived by Council. You have the opportunity to address the City Council at the following times: AGENDA ITEM - at the time the Council considers the agenda item. NON-AGENDA ITEM - at the time for PUBLIC COMMENTS. Please note that while the City Council values your comments, pursuant to the Brown Act, the Council cannot take action on any item not listed on the agenda. The listing of any item on the agenda includes the authority of the Council to take action on such item and to approve, disapprove, or give direction on any item. APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the City Council Special Meeting of March 13, 2012; 2) Minutes of the City Council Special Meeting of March 17, 2012; 3) Minutes of the City Council Special Meeting of March 17, 2012; 4) Minutes of the City Council Regular Meeting of March 20, 2012; and 5) Minutes of the City Council Special Meeting of March 28, 2012. Recommendation: approve B. PLANNING COMMISSION ACTIONS – MEETING OF MARCH 13, 2012 The City Council is requested to review the Planning Commission actions of their meeting of March 13, 2012. Recommendation: receive and file C. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF MARCH 21, 2012 The City Council is requested to review the Parks and Recreation Commission actions of their meeting of March 21, 2012. Recommendation: receive and file D. ADOPTION OF RESOLUTION NO. 12-4807 APPROVING THE FILING OF AN APPLICATION FOR GRANT FUNDS AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE AGREEMENT FOR THE MICHAEL D. ANTONOVICH 2012 COMPETITIVE TREE PLANTING GRANT PROGRAM The City Council is requested to adopt Resolution No. 12-4807 authorizing the City Manager or his designee to apply for the Michael D. Antonovich 2012 Competitive Tree Planting Grant Program which is due by May 31, 2012. City Council Agenda April 3, 2012 Page 3 Recommendation: adopt Resolution No. 12-4807 approving the filing of an application for grant funds and authorizing the City Manager or his designee to execute all necessary applications, contracts, agreements, amendments and payment requests for the Supervisor Michael D. Antonovich 2012 Competitive Tree Planting Grant Program E. CONSIDERATION OF RECOMMENDATIONS FROM THE PARKS AND RECREATION COMMISSION AUTHORIZING THE HOME DEPOT, 9700 LOWER AZUSA ROAD, EL MONTE, AS AN APPROVED LOCATION FOR TEMPLE CITY DIAL-A-RIDE MEMBERS The City Council is requested to consider a recommendation from the Parks and Recreation Commission relative to the City’s transportation services. The Council is requested to consider and approve an enhancement to the Dial-A-Ride program that would allow Temple City Dial-A-Ride members to be transported to and from The Home Depot located at 9700 Lower Azusa Road, El Monte. Recommendation: approve a recommendation from the Parks and Recreation Commission authorizing The Home Depot, located at 9700 Lower Azusa Road, El Monte, as an approved location for Temple City Dial-A-Ride members F. ADOPTION OF RESOLUTION NO. 12-4808 APPOINTING TRACEY HAUSE AS CITY TREASURER The City Council is requested to adopt Resolution No. 12-4808 appointing Administrative Services Director Tracey Hause as City Treasurer. Recommendation: adopt Resolution No. 12-4808 G. FISCAL YEAR (FY) 2011-12 MID-YEAR BUDGET REVIEW It is recommended the City Council approve the General Fund Mid-Year adjustments, which will increase the General Fund estimated Fund Balance by an additional $327,700. The projected General Fund Balance as of June 30, 2012 will be $21,752,721. Recommendation: receive and file the FY 2011-12 Mid-Year Budget Review report City Council Agenda April 3, 2012 Page 4 H. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash Report. Recommendation: receive and file I. ADOPTION OF RESOLUTION NO. 12-4810 – MAYOR’S APPOINTMENTS TO CITY COUNCIL COMMITTEES AND DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS The City Council is requested to review the list of City Council committee and delegate appointments representing the City of Temple city at meetings of other governmental agencies or community organizations and to consider proposed Resolution No. 12-4810 making appointments to said agencies and organizations Recommendation: adopt Resolution No. 12-4810 J. ADOPTION OF RESOLUTION NO. 12-4809 – APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 12-4809 authorizing payment of bills. Recommendation: adopt Resolution No. 12-4809 8. UNFINISHED BUSINESS – None 9. NEW BUSINESS – None 10. COMMUNICATIONS – None 11. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY A. ADOPTION OF RESOLUTION NO. 12-4811-SA – APPROVAL OF PAYMENT OF BILLS The City Council, as successor agency to the Temple City Community Redevelopment Agency, is requested to adopt Resolution No. 12-4811-SA authorizing payment of bills.
