Mayor Yu called the City Council Regular Meeting to order at 7:35 p.m. in the Council Chambers located at 5938 Kauffman Avenue , Temple City. 2. ROLLCALL PRESENT: Councilmember-Bium, Vizcarra, Sternquist, Yu ABSENT: Councilmember-Chavez ALSO PRESENT: City Manager Pulido, City Attorney Vail, Parks & Recreation Director Burroughs, City Clerk Flandrick , Administrative Serv ices Director Hause, Community Development Director Masura Councilmember Blum moved to excuse Councilmember Chavez for cause , seconded by Councilmember Vizcarra and unanimously carried . 3 . INVOCATION Reverend David Palmer, Pastor of First Methodist Church and Faith United Methodist Church , provided the Invocation. 4. PLEDGE OF ALLEGIANCE Mayor Yu led those present in the Pledge of Allegiance to the Flag . 5. CEREMONIAL MATTERS -PRESENTATIONS A . PRESENTATION-EL MONTE PARK GRAND OPENING Mayor Pro Tern Sternquist presented a pictorial power point presentation of the grand opening of Vincent Park in the City of El Monte . The park was almost totally funded by the Trust for Public Land and other grants that promote publ ic and open space . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mary McCormick, representing Metro, provided information on the Community Liaison Councils (CLC), formed to support the SR-71 0 Environmental Study team City Council Minutes April 3, 2012 Page 2 in providing feedback on the current study regard ing transportation through the San Gabriel Valley . Each CLC will be comprised of local residents , business owners , and community -based organizations within a specific study-area . A meeting will be held on Tuesday, April 1ih at 6 :30 p .m . at the El Monte Community Center for public participation and input on the SR-710 Environmental Study. Ms. McCormick provided flyers with additional information . 7. CONSENT CALENDAR Mayor Yu removed Item G and Item I from the Consent Calendar. Councilmember Vizcarra moved to approve the remainder of the Consent Calendar, seconded by Councilmember Blum and unanimously carried . Councilmember Chavez was absent. A. ADOPTION OF RESOLUTION NO. 12-4807 APPROVING THE FILING OF AN APPLICATION FOR GRANT FUNDS AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE AGREEMENT FOR THE MICHAEL D. ANTONOVICH 2012 COMPETITIVE TREE PLANTING GRANT PROGRAM Adopted Resolution No. 12-4807, a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING THE APPLICATION FOR TREE PLANTING GRANT FUNDS FROM THE LOS City Council Minutes April 3, 2012 Page 3 ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR FIFTH SUPERVISORIAL DISTRICT EXCESS FUNDING FOR THE TEMPLE CITY TREE RESTORATION PROGRAM. E . CONSIDERATION OF RECOMMENDATIONS FROM THE PARKS AND RECREATION COMMISSION AUTHORIZING THE HOME DEPOT, 9700 LOWER AZUSA ROAD, EL MONTE, AS AN APPROVED LOCATION FOR TEMPLE CITY DIAL-A-RIDE MEMBERS Approved a recommendation from the Parks and Recreation Commission authorizing The Home Depot, located at 9700 Lower Azusa Road, El Monte, as an approved location for Temple City Dial-A-Ride members. F. ADOPTION OF RESOLUTION NO. 12-4808 APPOINTING TRACEY HAUSE AS CITY TREASURER Adopted Resolution No. 12-4808, a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING TRACEY HAUSE AS CITY TREASURER. H. PETTY CASH REPORT Received and filed the Petty Cash Report. J. ADOPTION OF RESOLUTION NO. 12-4809-APPROVAL OF PAYMENT OF BILLS Adopted Resolution No. 12-4809, a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $355,475.03 DEMAND NOS. 34063 THROUGH 34154 . G. FISCAL YEAR (FY) 2011-12 MID-YEAR BUDGET REVIEW At the request of Mayor Yu, Administrative Services Director Hause summarized her staff report, stating on June 28, 2011, the City Council approved the Fiscal Year (FY) 2011-2012 City Budget. On March 8, 2012, a Special Meeting of the City Council was held to review proposed adjustments to the budget and provided the Council with an opportunity to review and adjust original revenue projections and budget estimates based on six months of actual activity. The City continues to show positive financial results through cost-cutting strategies that have preserved its financial health without eliminating services and by monitoring revenues closely and strictly controlling expenditures . Although most revenues are in line with projections, some require adjustments, which were briefly reviewed. It was recommended the City City Council Minutes April 3, 2012 Page 4 Council approve the General Fund Mid-Year adjustments, which will increase the General Fund estimated Fund Balance by an additional $327,700 . The projected General Fund Balance as of June 30, 2012 will be $21,752.721. Councilmember Blum moved to receive and file the Fiscal Year (FY) 2011- 2012 Mid-Year Budget Review Report, seconded by Mayor Pro Tern Sternquist and unanimously carried. Councilmember Chavez was absent. I. ADOPTION OF RESOLUTION NO. 12-4810 MAYOR 'S APPOINTMENTS TO CITY COUNCIL COMMITIEES AND DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS Mayor Yu stated City Councilmembers also represent the City in various different capacities in outside commissions and ad hoc comm ittees. He received input from his fellow Councilmembers expressing interest in serving on committees and have included those in his recommendations. He made the following revisions to the proposed list: 1) Los Angeles County Sanitation District: Delegate-Mayor Yu and Alternate-Councilmember Chavez 2) Youth Committee Liaisons: Councilmember Chavez, Planning Commissioner Leung, and Public Safety Commissioner Shen Councilmember Blum noted there are 15 organizations , and 10 standing or ad hoc committees on which the City Council is represented, and Mayor Yu read aloud the list of committee appointments. Councilmember Blum moved to adopt Resolution No . 12-4810 , as revised , a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY MAKING APPOINTMENTS TO VARIOUS CITY COUNCIL COMMITIEES, seconded by Councilmember Vizcarra and unanimously carried. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY A. ADOPTION OF RESOLUTION NO . 12-4811-SA -APPROVAL OF PAYMENT OF BILLS Councilmember Blum moved to adopted Resolution No. 12-4811-SA, a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, ACTING IN ITS CAPACITY AS THE SUCCESSOR AGENCY FOR THE REDEVELOPMENT AGENCY OF THE CITY OF TEMPLE CITY , ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $158,331 .65 DEMAND NOS. 1005 THROUGH 1006, seconded by Councilmember Vizcarra and unanimously carried. Councilmember Chavez was absent. 12. UPDATE FROM CITY MANAGER City Manager Pulido announced the applications for the upcoming Citizen 's Academy were now available at City Hall and on the City's website. The deadline to apply is April 23 with the first session scheduled for May 24 . City staff has also finished the new City Magazine, T.C. Connect, a 32 page magazine, with this first edition to be delivered door-to-door this weekend . Social media sites on Facebook and Twitter were also launched today . 13. MATTERS FROM CITY OFFICIALS -None 14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS Councilmember Vizcarra reported on recent meetings of the Public Art Advisory Group Ad Hoc Committee . 15. COUNCILMEMBER VIZCARRA Councilmember Vizcarra asked if there were a City ordinance prohibiting scavenging of trash cans . City Council Minutes April 3, 2012 Page 6 Deputy Ron Miranda, Temple Station , responded that the Sheriffs Department does give out tickets when they observe persons scavenging trash cans. Mayor Yu and City Manager Pulido indicated that under the City's contract with Athens Services, the contents of the cans belong to Athens and the City receives an amount back on the recyclables . D. MAYOR PROTEM STERNQUIST Mayor Pro Tern Sternquist reported attending the Chamber's Small Business Expo which was well attended and felt there were more good Chamber events to look forward to , based on the new direction of the Chamber. Mayor Pro Tern Sternquist also provided information on a Neighborhood Watch meeting held for her area which provided information on the effectiveness of this program based on the cooperation of neighborhood residents . E. MAYOR YU Mayor Yu announced upcoming City-sponsored events : Breakfast with the Easter Bunny this Saturday at Live Oak Park and the Chinese Relay for Life at Live Oak Park next Saturday and Sunday . 16. REIMBURSEMENTS OF EXPENSES PAID TO OFFICIALS FOR CONDUCT OF CITY BUSINESS Mayor Yu noted a correction to this item, stating he had no reimbursements to report on this agenda as he did not attend the California Contract Cities Seminar. CLOSED SESSION STATEMENT City Attorney Vail stated the City Council met with its real property negotiator, City Manager Pulido, regarding the property at 9250 Lower Azusa Road, Temple City, and gave direction to the City Manager, with no other reportable action. 19.
