A CAPITAL PROJECT AUTHORIZING RESOLUTION OF
THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA; AUTHORIZING CONSTRUCTION
OF SIDEWALKS ON WEST MASHTA DRIVE; PROVIDING
FOR EFFECTIVE DATE.
WHEREAS, the Village has, through formal bidding procedures, obtained a bid from MEF
Construction, Inc., for the construction of sidewalks on West Mashta Drive (the "Project"); and
WHEREAS, the Village's Project engineer has recommended that the bid be awarded as
provided herein; and
WHEREAS, the Village Council hereby finds that approval of the above -described purchase
transaction is in the best interest of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY
BISCAYNE, FLORIDA AS FOLLOWS:
Section 1. Recitals Adopted. That each of the above -stated recitals is hereby adopted
and confirmed.
Section 2. Purchase Approved. That the Village Manager is hereby authorized to
accept the bid of MEF Construction, Inc. (the "Contractor"), and to provide for the construction of
sidewalks on West Mashta Drive for a cost not to exceed One Hundred Thirty Thousand Five
Hundred ($130,500.00) Dollars, subject to approval of the Village Attorney as to the form and legal
sufficiency of the purchase transaction.
Section 3. Implementation. That the Village Manager is hereby authorized to take
any action which is necessary to implement this Resolution, and the purchase transaction.
Section 4. Funding. That the funding for the purchase shall be that which is
specified in the Village Manager's Memorandum which accompanies this Resolution.
PASSED AND ADOPTED this 12th day of April, 2005.

RECOMMENDATION
It is recommended that the Village Council award the Bid submitted by MEF Construction, Inc.
for the Mashta Drive Sidewalk Improvements in the Village of Key Biscayne, as per Tetra Tech's
analysis attached hereto.
BACKGROUND
On February 8th, 2005, a mandatory pre -bid conference was held, including a site visit. Sealed
bids where delivered to the Village Clerk on March 3rd, 2005. The awarded party will be
responsible for all labor, material, equipment, and incidentals necessary for the construction of
the contract items indicated by the Proposal. The funding for this project was set aside during
the budgeting process in September 2004, under Capital Improvements. The Mashta Drive
Sidewalk Improvements consists of:
• Mobilization
• Erosion Control
• Driveway Restoration (Asphalt, Concrete & Specialty)
• Structures Miscellaneous
• Curb & Gutter Construction
• Concrete Sidewalk
• Sodding
• Single Post Sign
• Traffic Stripe Solid
• Regular Excavation
The duration of this project shall be ninety (90) calendar days, commencing within ten (10)
calendar days after receipt of the Notice to Proceed.
