II. 1994 AIRPORT IMPROVEMENT PROJECT +++++++++++++++++
1. PROJECT PLAN +++++++++++++++++
Chuck Sundby of Toothman-Orton reviewed the initial
projects to be included and the various changes that had been
considered by the design subcommittee. The final project
includes improvement of the old Forest Service ramp for jet
parking, expansion of the GA ramp, taxiway improvements, and a
new taxiway to expand areas available for rental for hangars.
After lengthy discussion, Colburn moved to recommend to the City
Council that they approve the plan for the 1994 airport
improvement project with a budget of $1,526,225.
Wolf seconded and the motion carried unanimously.
2.CAPITAL IMPROVEMENT PLAN (CIP) UPDATE: ++++++++
The FAA will not fund projects not listed on the CIP.
This annual update has usually occurred in the fall of each year.
The project needs require an amendment to the plan. After
discussion and acknowledgement that local funding, FAA funding,
and the development of other needs and technologies can change
the items listed, Colburn moved to approve the CIP update as
presented (attached). Tucker seconded and the motion carried
unanimously.
3. SURPLUS PROPERTY: ++++++++++
The Committee observed that with the airport expansion
needs and the proposed miliatary base closures, the opportunities
for acquiring surplus property may be improved.
Fereday moved that the staff be directed to solicit a rotary
snowblower, blast fencing, AARF equipment, a trailor for CAP
equipment and a temporary tower from US Surplus property. Tucker
seconded and the motion carried unanimously.
4. ENGINEERING SERVICES CONTRACT: +++++++++++
Staff reviewed the contract with Toothman-Orton and the
independent cost analysis from JUB. After discussion, Colburn
recommended that the City Council approve the contract with
Toothmna-Orton for Engineering services for the 1994 Airport
Improvement Project and other work as indicated on the RFP.
Tucker seconded and the motion carried.
III. TRAFFIC COUNTS: ++++++++++++
A letter from Toothman-Orton (attached) indicated that an
acoustical counter was available from Idaho Bureau of
Aeronautics on request and that undertaking such counts would
aid the Master Plan update process scheduled on the FAA funding
program and the CIP(above) for 1995. Tucker moved to recommend
that staff be directed to request the counters. Fereday
seconded and the motion carried.
IV. 1993-1994 BUDGET: ++++++++++++
The Committee discussed matching funds for the project and,
after discussion, directed staff to request a $50.000 investment
by the city in this airport project for 1994 and requested an
opportunity to discuss the Airport Budget with the City Council.
Fereday moved to direct staff to prepare the request and to
petition the Council for an audience during the budget. Colburn
seconded and the motion carried.
V. ADJOURN:
At 1:15 p.m., without further business, the meeting
adjourned.

RE: MCCALL MUNICIPAL AIRPORT
Dear Bud:
Enclosed please find our final recommendation for Scope of Work to
be accomplished under the AIP 04 Project. This scope, with an
estimated cost of $1,526,225.00, falls within the initial Pre
Application Budget of $1,551,900.00.
As you are aware, we have held a number of very productive meetings
with the Project Design Committee of Lynn Clark, Mike Anderson, and
Rick Fereday, as well as other Airport users who will be impacted
by the project. Their input has been very beneficial in
development of the recommended project scope. Once this Scope of
Work has been agreed to by the Airport Advisory Committee and, if
necessary, the City Council, we will prepare the formal Pre
Application Amendment information for you to submit to the FAA.
Additionally, we have met with Pat Doris, Lynn Clark, Merle Soleen,
and Dale Points to discuss the construction sequence and
Operational Safety Plan for construction of improvements.
I have also enclosed a recommended revision to the Airport Capital
Improvement Program (CIP) for your consideration. This revision is
based on information obtained and opinions formed during our
meetings and discussions of the last two months and recent events
at the Airport. You will note we are recommending starting the
Master Plan Update process as a FY '95 project. It is fair to say
that this effort is strongly supported by the FAA. Paper
correspondence dated June 25, 1993 discussed the need to start
operational counts. This issue should also be discussed and a
decision reached. Completion of the next recommended construction
project in FY '96 would primarily enable development of the
existing Airport as represented by your current Airport Layout
Plan. A Master Plan Update will, of course, establish the
direction for future Airport development and use.

RE: AIRCRAFT OPERATIONS COUNTS FOR MASTER PLAN PROGRAMMING
Dear Bud;
During recent Airport Advisory Board and Design Review Committee meetings the topic of an
Airport Master Plan has been discussed. In order to clarify the issue for those groups, I called
Don Larson who is the FAA Planner for Idaho. The following information was gained in part
from my June 8 conversation with him.
The FAA has a Master Plan programmed for the McCall Municipal Airport during FY 95. The
specific scope, budget and direction for the planning is as yet unclear to the FAA. In that vein,
I discussed a number of the local concerns and potential growth in the area as it might effect the
airport. Based upon our discussion Mr. Larson had the following recommendation:
The McCall Municipal Airport (who ever that is) should start counting and recording the
total number of takeoffs and landings. This should also include the type of aircraft and
the 'N' numbers for at least the Jets. Whenever possible the pilots of the larger twins
and jets should be interviewed to determine the number of operations they think they
might perform at McCall in the next year, the reason that they come to McCall and if
their use of the airport is constrained by the facilities, the approach or any other aspect.
Don indicated that six or eight months of this type of data could significantly help the FAA and
the sponsor determine the scope and direction of a Master Plan. He indicated that the 'potential'
for recreational growth in the area is not justification enough to prepare a Site Selection and
Environmental Assessment. He indicated that the operations counts and pilot interviews could
help indicate if there is an need to study the possibility of a new airport location, which would
be the chief reason for a Site Selection and Environmental Assessment. If the counts and
interviews indicate otherwise, then the Master Plan can be prepared for the existing facility.

I fully realize the potential difficulty in performing such counts and interviews. In order to
facilitate the process I contacted Wayne Pickerill with the Idaho Division of Aeronautics. He
has a number of machines, called acoustical counters, that automatically record each takeoff and
landing on the airport. The tapes can then be studied and the number of operations and often
the type of aircraft can be recorded. Mr. Pickerill indicated that he could have a counter ready
for use in McCall as soon as it is requested.
There are a number of uncertainties relative to growth and development in Valley County as well
as the City of McCall. The answers to many of these issues will only become evident in time.
The situation with the airport, on the other hand, can be determined in a general sense from
collecting the operations and interview data mentioned by Don Larson. Toothman-Orton
Engineering Company as your airport consultant recommends that you bring this information to
the attention of the Airport Advisory Board and develop a program to perform the recommended
counts and interviews. This could perhaps be tied in with the Airport Economic Impact Evalua-
tion that has been discussed previously. This information has also been discussed with the Design
Review Committee, who may also wish to provide input to the Airport Advisory Board.
