An Ordinance Of The City Of Richland Hills, Texas, Providing For The
Creation Of A Construction Board Of Appeals; Providing For Appoint-
ments, Terms Of Office, Procedures And Duties; Providing A Savings
Clause; Providing For Repeal Of Ordinances In Conflict Therewith;
And Providing An Effective Date.
Be It Ordained By The City Council Of The City Of Richland Hills:
SECTION l:
BOARD OF APPEALS CREATED
A board of appeals as provided in Section 204 of the Uniform Building
Code, 1982 Edition, Section 20.14, Uniform Plumbing Code, 1982 Edition,
be and it is hereby established for the City of Richland Hills, Texas,
with all the rights, duties, authority, and jurisdiction as are pro-
. vided in said codes, sections, and ordinances adopting same as enumer-
ated above.
SECTION 2:
APPOINTMENT; TERMS OF OFFICE; PROCEDURES; DUTIES
• Thee City Council of the City of Richland Hills, Texas shall appoint
dive (5) members to serve on said board of appeals. Upon convening
said board of appeals and upon the members taking their oath of office
as provided by law, the board members shall draw for terms as follows:
Places 1, 3 and 5 shall be for two (2) year terms beginning in 1984
and expiring in even numbered years thereafter;
Places 2 and 4 shall have an initial one (1) year term expiring in
1985, but thereafter shall be for two (2) years expiring in odd num-
bered years.
The City Council shall designate one (1) member as chairman. The board
shall elect a vice-chairman, and secretary from its members and keep
written minutes of the board's meetings and decisions. The board shall
adopt rules of procedure which shall be approved by the Council and
followed by the board.
The Board of Appeals shall have such other powers as are contemplated by
any other code relating to building now in existence or which may here-
after be adopted by the City Council of the City of Richland Hills, Texas,
insofar as such provisions are not inconsistent with such existing or new-
ly adopted code.
SECTION 3
. SAVIi?GS CLAUSE
It is hereby declared to be the intention of the City Council of the City
Council of the City of Richland Hills, that the sections paragraphs, sen-
tences, clauses and phrases of this code are severable; and, if any

phrase, clause, sentence paragraph or section of this ordinance shall
be declared unconstitutional, such unconstitutionality or invalidity
shall not affect any of the remaining phrases, clauses, sentences,
paragraphs or sections of this ordinance since the same would have been
enacted by the City Council without the incorporation in this ordinance
of any such unconstitutional or invalid phrase, clause, sentence, para-
graph or section.
SECTION 4
That all ordinances or parts of ordinances found to be in conflict
with the provisions of this ordinance are hereby repealed to the ex-
tent of such conflict.
SECTION 5
This ordinance shall become effective upon adoption and publication
as required by law.
