Mayor Yu called the City Council Regular Meeting to order at 7:33 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

Reverend Heather Williams, Pastor of Westminster Presbyterian Church,
provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Councilmember Blum led those present in the Pledge of Allegiance to the Flag.
5. CEREMONIAL MATTERS-PRESENTATIONS
A. 2011 SGVIAA TEMPLE CITY RAMS
Mayor Yu presented the 2011 Gremlin Youth Football players and
coaches with a Certificate of Recognition.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Susan Schlaeger, Temple City Library Manager, reported on upcoming Library
programs and events.
Kyle Evanko, member of the Temple City Youth Committee, spoke about the
projects they participated and that he learned a lot about local government during
his term on the Youth Committee.

Jonetta Green-Durazo, invited the public to join her in the inaugural Temple City
Relay for Life fundraising event for the American Cancer Society . The 24 hour
event will be held at the Temple City High School and is scheduled for July 28-29
from 9 am to 9 am .

9. NEW BUSINESS
A. COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR) JUNE 30 ,
2011
Recommended Action: Receive and file
B. PUBLIC HEARING: RESOLUTION NO. 12-4812 -APPROVAL OF
TENTATIVE TRACT MAP 71721 AND CONDITIONAL USE PERMIT 11-
1796 FOR THE CONSTRUCTION OF TEN (1 0) CONDOMINIUMS AT
5549 SULTANA AVENUE (DEXTER CORPORATION/HANK JONG)
The City Council was requested to approve and adopt the proposed
project consistent with the land use designation and development
standards of the City. The site is zoned R-3 designated for high-density,
multifamily residential developments. The proposed density is 13.7 units
per acre, well under the 18 units per acre maximum density allowed by the
General Plan.
Hesty Liu , Associate Planner gave a power point presentation .
Mayor Yu opened the public hearing.
Hank Jong, applicant, stated he has reviewed the City's conditions and will
comply with all conditions and answer any questions.
Jerry Jambazian, Temple City business owner, expressed his feelings that
housing on Sultana is highly saturated.
Mary Kokayko, Temple City resident, spoke in opposition of the
development.
Resident, Temple City, lives a block from the proposed project and felt this
project would make traffic worse .
Mayor Yu closed the public hearing.
Councilmember Blum moved to continue the public hearing until the next
City Council Meeting , to allow the City's Traffic engineer and staff to
provide more information and bring forward any other concerns that may
impact the project area, seconded by Councilmember Chavez and
unanimously carried by the following roll call vote:

On the recommendation of City Attorney Vail, the public hearing is
continued as open until the next regular meeting , so additional noticing of
the item is not required.
Meeting recessed at 9:24 p .m. and reconvened at 9:36 p.m .
C . REVIEW OF PUBLIC SAFETY COMMISSION'S DECISION DENYING A
REQUEST TO REMOVE THE ALL-DAY PARKING RESTRICTIONS IN
DISTRICT LOT 3 TO INSTALL A 2-HOUR PARKING TIME LIMIT
The City Council was requested to review the Public Safety Commission's
decision, denying a request to remove the all-day parking restrictions in
District Lot 3 (i.e. southeast corner of Temple City Blvd. and Las Tunas
Dr.)
Public Safety Ariizumi gave a power point presentation .
Mayor Yu opened the public hearing .
Raymond Wong, Temple City property owner, spoke in favor of all day
parking .
Ron Bustamante, Temple City resident, spoke in favor of all day parking.
Jennifer Jem, employee of Jade Escrow in Temple City, spoke in favor of
all day parking.
Mary Kokayko, Temple City resident, spoke in favor of leaving the parking
lot unchanged.
Colleen, Temple City resident, spoke in opposition to eliminating all day
parking .
Rachael, Jade Escrow, spoke in favor of leaving the parking Jot
unchanged .
Councilmember Blum moved to approve re-paving and re-striping of
District Lot 3 to provide 11 additional 2-hour parking spaces, seconded by
Councilmember Vizcarra and unanimously carried by the following roll call
vote :

CITY COMMUNITY REDEVELOPMENT AGENCY-None
12. UPDATE FROM CITY MANAGER
City Manager Pulido reported on the upcoming strategic planning session to be
held on April 21, 2012, with the Council and staff members. He also announced
that the City will be having two Traffic Calming Study Sessions on Tuesday, April
17, from 1:00 pm to 3:00 pm and 5:00 pm to 7 :00 pm . City Manager Pulido
thanked the Administrative Services Director for doing a great job with the
auditors and reconciling the City financials, finding additional revenue in the
general fund.

14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS
Councilmember Blum reported on meetings of the League of California Cities
and the Southern California Association of Government conference.
Mayor Pro Tern Sternquist reported on a visit hosted by herself and Mayor Yu for
Cub Scouts Troop 160.

Councilmember Chavez reported that he went to Australia and visited with
our Sister City. He met with the Mayor, all 12 Councilmembers and the
students who will be visiting Temple City in the Fall. He thanked his hosts
for their hospitality.

Mayor Yu reported on a very successful Chinese Relay for Life event last
weekend and is glad that the City co-sponsored the event.
