HomeMy Public PortalAbout06-147 CITY OF CARSON CITY COUNCIL i i RESOLUTION NO. 06-147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ADOPTING THE CARSON STREET MIXED-USE DISTRICT MASTER PLAN THE CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY RESOLVE AS FOLLOWS: i Section 1. The City Council authorized staff to conduct a study of the Carson Street Corridor between 1-110 Harbor Freeway and the 1405 San Diego Freeway Exhibit «A„ Section 2. A consultant, Studio One Eleven, was hired to prepare the Carson Street Mixed Use District Master Plan. Section 3. Workshops were held with residents and community groups to determine the city's vision to obtain public comments on the proposed Municipal Code Amendment for Carson Street. i Section 4. The vision for Carson Street is the creation of a distinct district along the Carson Street corridor with a "main street' character, featuring a unique pedestrian- friendly mixed-use environment. The Carson Street Mixed-Use District Master Plan is based on this vision. Section 5. The Planning Commission held a duly noticed workshop on July 25, 2006, and duly noticed public hearings on August 22, 2006, and September 26, 2006 at 6:30 P.M. at the City Hall Council Chambers, 701 East Carson Street, Carson, California to obtain public comments on the proposed Carson Street Mixed,Use District Master Plan. After consideration of the evidence and testimony, the Planning Commission voted to recommend that the Carson Street Mixed—Use District Master Plan be adopted. Section 6. Evidence, both written and oral was duly presented to and considered by the Planning Commission at the aforesaid meetings. Section 7. The City Council held a public hearings on the proposed Master Plan on ` November 8, 2006, and November 210, 2006 at 6:00 P.M. at the City Council Chambers, 701 East Carson Street, Carson, California. A notice of time, place and purpose of the aforesaid meeting was duly given. Section 8. Evidence, both written and oral, was presented to and considered by the City Council at the aforesaid meeting, including but not limited to staff reports, along with testimony received by the applicant and other members of the public. I i I f i I i Section 9. The Carson Street Mixed-Use Corridor is located in Redevelopment Project Areas No. 1, No. 4 and the Merged and Amended Project Area. Section 10. The City Council finds: a) The Carson Street Mixed-Use District Master Plan includes properties on the f north and south sides of Carson Street from 1-110 Harbor Freeway to-1-405 San Diego Freeway, a distance of 1.75 miles. I b) The Master Plan recommends a Mixed-Use - Carson Street zone district which allows commercial, residential and a mix of commercial and residential uses within a portion of the Master Plan Corridor. c) The Master Plan proposes development standards and guidelines which will direct development in the Carson Street Corridor. d) The Master Plan proposes street, sidewalk and landscaping improvements which enhance the livability of Carson Street and make the district more pedestrian oriented, i e) The project involves no potential for any adverse effect, either individually or cumulatively, on wildlife resources and therefore a De Minimis Impact Finding is made relative to AB 3158, Chapter 1706, Statutes of 1990. Section 10. The City Council considered the environmental effects of the project shown in the Negative Declaration and hereby certifies the Negative Declaration pursuant to Section 10596 (f) of CEQA Guidelines. Section 11. Based on the aforementioned findings, the City Council adopts the Carson Street Mixed-Use District Master Plan incorporated by reference. Section 12.
