On March 15, 2011, City Council approved the Citywide Bicycle Transportation Master Plan, which provides a broad vision, strategies and actions to improve conditions for bicycling in Temple City. 6. On March 18, 2011, the City submitted two BTA applications for funding, one for the Rosemead Boulevard Safety Enhancements and Beautification Project and the other was for the Citywide Project which included several locations throughout the City. The City was successful in securing funding of $443,000 for the Rosemead Boulevard Project. 7. On February 27, 2012, the 2012-13 BTA grant program Call for Projects was announced. Caltrans anticipates an appropriation of $7.2 million annually for projects that improve safety and convenience for bicycle commuters with a onetime increase for FY 2012-13 to $11.9 million. Funds are allocated to cities and counties on a matching basis that requires the applicant to furnish a minimum of 1 0% of the total project cost. ANALYSIS: This current grant application is consistent with the City's desire to implement the Bike Master Plan through available grant opportunities. This application will be in essence for the implementation or construction of the second phase of the Bike Master Plan (First phase is Rosemead Boulevard). The BTA grant has a limit of $500,000 of grant funding per project, so it would only fund portions of the overall cost needed to fully implement the Bike Master Plan recommended bikeways. Since this is an annual funding source from the State, we will continue to apply for future grant funds. In FY 2011-12, the City submitted two applications for consideration of funding from the BTA grant program, one for the Rosemead Boulevard Safety Enhancements and Beautification Project and another for a Citywide Project which included several locations throughout the City. The Citywide Project application included 4.8 miles of class II lanes on El Monte Avenue and Las Tunas Drive, 5.2 miles of class Ill routes on Golden West Avenue, Adren Drive, Longden Avenue, Lemon Avenue and Oak Avenue and 2.54 miles of bike boulevards on Freer and Olive Street. The City was successful in securing funds from the 2011-12 BTA grant program for the Rosemead Boulevard Safety Enhancements and Beautification Project. In late February 2012, Caltrans announced the availability of 2012-13 BTA grant program funds. Staff has discussed the previously submitted citywide grant application with Caltrans to determine areas of improvement and will work with Alta to develop alternative design solutions. Items for consideration include removal of a "buffer zone" previously included in the project design. Based on the City's previous success and feedback from Caltrans staff has re-evaluated and modified the citywide project application. City Council May 1, 2012 Page 3 To be eligible to submit an application the City must have an adopted resolution ("Attachment A") authorizing the City Manager or his designee, to execute in the name of the City of Temple City all necessary applications, contracts, agreements, amendments, and payment requests for the purposes of securing grant funds. The resolution will also allow the City to implement and carry out the purposes specified in the grant application and approve the use of 10% match funds. The estimated cost of the project is $533,317, with a required 10% city match. This new cost estimate now incorporates the minor revisions to the design and updated costs estimates for the work to be completed in consultation with Caltrans and Alta. CONCLUSION: The City Council is requested to adopt Resolution No. 12-4816 authorizing the City Manager to apply for funds from the BTA grant program, committing to the 10% match (approximately $54,000) of the total project cost, appointing the City Manager or his designee as agent of the City of Temple City and certifying that the City of Temple City has available, sufficient funds to operate and maintain the project prior to commencement of any work included in the application. FISCAL IMPACT There is no fiscal impact at this time. The FY 2012-13 annual budget will require an appropriation of the 10% match funding (approximately $54,000) for the project if Caltrans awards a grant to the City. ATTACHMENT(S): A. Authorizing Resolution No. 12-4816 Resolution No. 12-4816 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING THE SUBMISSION OF A GRANT APPLICATION TO THE STATE BICYCLE TRANSPORTATION ACCOUNT AND ALLOCATION OF 10% OF THE PROJECT COST AS MATCHING FUNDS FOR CITYWIDE CLASS II AND CLASS Ill BIKEWAYS AND BICYCLE BOULEVARD Attachment A WHEREAS, the Bicycle Transportation Account provides funds for grants to local agencies for projects that improve safety and convenience for bicycle commuters; and WHEREAS, the City of Temple City, has prepared a Bicycle Master Plan proposing bicycle facilities citywide for future planning and programming of additional bicycle boulevards, traffic calming measures and other amenities; and WHEREAS, the City commits to furnishing a minimum of 10% match of the total project costs. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Temple City hereby: Section 1. Approves the filing of an application for the State Bicycle Transportation Account; and Section 2. Certifies that the City of Temple City has available sufficient funds to operate and maintain the project prior to commencement of any work on the project included in this application; and Section 3. Appoints the City Manager or his designee as agent of the City of Temple City to conduct all negotiations, execute and submit all documents, including, but not limited to applications, agreements, amendments, payment requests, which may be necessary for the completion of the aforementioned project; and Section 4. Commits to furnishing a minimum 10% match of the total project costs. PASSED, APPROVED AND ADOPTED by the governing body of the City of Temple City on this 1st day of May, 2012.
