In an effort to remain competitive and retain high performing, experienced and committed individuals in the organization, it is important that the City's salary and compensation plan be updated. With this objective in mind, City staff utilized the 2010 California State Controller's Office database of government compensation in California to complete a salary survey of San Gabriel Valley cities for the positions of Community Development Director (Attachment "B") and Parks and Recreation Director (Attachment "C"). Calendar year 2010 was the most recent government compensation information available from the State Controller's Office. Staff focused specifically on the San Gabriel Valley cities because they represent the agencies that could be considered as competitors for Temple City's workforce due to proximity. In addition, these cities very often deal with the same regional issues as Temple City and understanding and having experience with these issues proves beneficial when recruiting for key positions for the organization. Staff is recommending the revised salary ranges in order to stay competitive in the market place when hiring Department Directors and other key positions. The current salary ranges are well below the average of our competitors and realistically are probably even lower due to the fact that these are 2010 salaries, and increases, even minimal, have most likely occurred. Below is a summary of the salary survey for both positions: • Community Development Director Of the cities surveyed, Temple City is currently 11.59% below the 2010 maximum monthly average of all San Gabriel Valley Cities surveyed. The proposed salary range would bring the Community Development Director's maximum monthly salary to 1.47% above the 2010 survey. • Parks and Recreation Director Of the cities surveyed, Temple City is currently 3.44% below the 2010 maximum monthly average of all San Gabriel Valley Cities surveyed for Parks and Recreation Director. The proposed salary range would bring the maximum monthly salary to 2.86% above the 2010 survey. Staff and the City Attorney are also recommending that the seven step system currently within the ranges be eliminated and that the new ranges be established with a minimum and maximum salary range only for contract employees. This change will provide the City Manager with the more flexibility when conducting department head evaluations and salary adjustments. City Council May 1, 2012 Page 3 CONCLUSION: The City of Temple City is committed to continuing to enhance City services, increase operational efficiency and strive to become a high performing organization. In order to meet these goals, City staff must be experienced and highly qualified. It is imperative that the City's salary and compensation plan be competitive so that the City can retain and provide staff with opportunities for professional growth, and recruit high performing, experienced and committed individuals to the organization. FISCAL IMPACT: Due to staff vacancies, there is sufficient salary savings in each Departmental budget to cover the new salary range for the Community Development Director and Parks and Recreation Director positions for the remainder of FY 2011-12. If approved by the City Council, funding for the new salary ranges would be included as part of the FY 2012-13 City Budget process. ATTACHMENTS: A.
