The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman at
approximately 6:00 p.m. on Thursday, October 17, 2019, in the
Council Chambers, Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL
Councilmember Vincent Bellino
" Jorge Diaz
" Dennis DiMascio
" Ajmar Johal
" Randy Krum
" Susan Naples
Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE
Pledge of Allegiance led by Mayor Reiman. OF ALLEGIANCE
The Clerk stated that the 2019 Annual Meeting Notice was mailed to STATEMENT OF
The Home News Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE
board on January 2, 2019. Notice was published in The Home News
Tribune and The Star Ledger on January 7, 2019.
Upon MMS &C, by Councilmembeis Diaz and Bellino and unanimous APPROVAL OF
affirmative vote of the full membership present, the minutes of MINUTES
October 3, 2019 were approved as transcribed and engrossed by the
Clerk.
PRESENTATION BOWLING
a) Bowl For Hunger FOR HUNGER
Mayor Reiman said State Assembly Speaker Craig Coughlin was
unable to join us and welcomed Dan Harris who was here on the
Speaker's behalf.
Dan Harris said Speaker Coughlin regrets not being here. He said
Bowl for Hunger raised $49,000, this is the second year in a row they
have been here, the money supports thirty (30) food banks in the

Middlesex County 19' Legislative District. He said the Carteret food
batiks will receive $3,000. He presented a check to representatives
from St. Joseph's Church/St. Vincent DePaul Society.
Mayor Reiman asked Brian Chen to come up to take pictures of the
presentation.
Dan Harris thanked St. Joseph's Church and St. Vincent DePaul
representatives and presented them with checks. He said Calvary
Baptist and Living Water will also get their $1,000 share of the money.
AGENDA AMENDED Mayor Reiman stated that the Agenda would be amended to include
Resolution #19 -175 before opening to the public and asked for a
motion.
Councilmember Diaz said it was the best practice worksheet checklist
resolution.
Mayor Reiman said it is a financial sheet sent by the state every year
making sure towns are properly negotiating contract, following Best
Practice Law and trying to enter into shared services. He said it is a
check list our finance department fills out and sends back to the state.
Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the full membership present, the Agenda was
Amended to include Resolution #19 -175, Authorizing the Submission
of the Best Practice Inventory Resolution.
PUBLIC PORTIONS A copy of each Resolution was placed on the table for public review
RESOLUTIONS/ prior to the meeting in accordance with the Rules of Council and upon
AGENDA ITEMS & MMS &C, by Councilmembers Diaz and Krum and unanimous
NEW BUSINESS affirmative vote of the fall membership present, the meeting was
opened for public input on all Resolutions /Agenda items and new
business.
PUBLIC PORTION There being no comments or objections to the Resolutions /Agenda
CLOSED items or new business, upon MMS &C, by Councilmembers Diaz and
Naples and unanimous affirmative vote of the full membership
present, the meeting was closed.

Reiman and referred to the Council for action.

ADOPTED were Adopted as Amended. Upon individual Roll Call Vote,
AS AMENDED Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples
voted in the affirmative.
PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Bellino, all bills
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
affirmative.
COMMITTEES BUILDING & GROUNDS: Committee Chairperson Johal reported
Progress.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
said final tax bills were mailed out and the tax sale will be held on
November 15`

FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson
Krum said he was glad to see that the fire department got some
recognition in the fire magazine.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Belli no said the CWV is no longer available, the Charter
is finished, there is a new owner. He said he would be donating some
old CWV items to the Historical Society.
Mayor Reiman congratulated Councilmember Bellino on the sale and
said the new owner will be building veterardsenior housing on the
property.
POLICE: Committee Chairperson Naples said the 911 system is up
and running, she said it is a state of the art system.
BOARD OF EDUCATION LIAISON: Committee Chairperson Naples
spoke about "Rambler Royalty ", homecoming king, Justin Lee and
homecoming queen, Kimberly Brites. She said Justin relinquished his
crown to a special student, Jason Yacout. She said she felt this act
embodies Rambler Spirit and was an unselfish deed. She added that
she would like to have them attend a meeting to receive
commendations.
There being no further continents or discussion, upon MMS &C, by ADJOURNED
Councilmembers Diaz and Johal and unanimous affirmative vote of
the full membership present, the meeting was adjourned at
approximately 6:05 p.m.
