PROCEDURE TO ADDRESS CITY COUNCIL:
If you wish to address the City Council, please complete a Speaker Request Form, indicating the
agenda item number and submit it to the City Clerk. There will be a maximum twenty (20) minute
period for comments on any subject with a five (5) minute time limit on each speaker, unless
waived by Council. You have the opportunity to address the City Council at the following times:
AGENDA ITEM - at the time the Council considers the agenda item.
NON-AGENDA ITEM - at the time for PUBLIC COMMENTS. Please note that while the City
Council values your comments, pursuant to the Brown Act, the Council cannot take action on any
item not listed on the agenda.

The City Council is requested to review and approve Minutes of the
Regular Meeting of May 1, 2012.

The City Council is requested to review the Planning Commission Actions
of their meeting of April 24, 2012.

The City Council is requested to review the Public Safety Commission
actions of their meeting of April 25, 2012.

D. AWARD OF CONTRACT FOR THE PURCHASE OF ONE 2012
CHEVROLET SILVERADO HYBRID TRUCK
The City Council is requested to accept the bid submitted by Camino Real
Chevrolet for one 2012 Chevrolet Silverado 1500 Hybrid truck and
approve the related purchase order.

E. REQUEST FOR APPROVAL OF STREET CLOSURE OF OAK AVENUE
FOR THE OAK AVENUE INTERMEDIATE SCHOOL PROMOTION

The City Council is requested to approve the temporary street closure of
Oak Avenue on June 14, 2012 from 4:30 p.m. to 8:00 p.m. for the Oak
Avenue Intermediate School Promotion Ceremony.

F. ADOPTION OF RESOLUTION NO. 12-4820 DECLARING THE CITY’S
INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE
DISTRICT ASSESSMENTS FOR FISCAL YEAR (FY) 2012-13 AND
ESTABLISHING THE TIME AND PLACE FOR HEARING PUBLIC
OBJECTIONS
The City Council is requested to accept the Engineer’s Report for the
Temple City Citywide Lighting and Maintenance District for Fiscal Year
(FY) 2012-13 and adopt Resolution No. 12-4820.

G. RULES OF ORDER AND PROTOCOLS
The City Council is requested to adopt Resolution No. 12-4819 approving
amended Rules of Order and Protocols.

H. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 71529
AT 9345 PENTLAND AVENUE
The City Council is requested to consider approval of the Parcel Map No.
71529. The proposed project is a lot split subdivision under the provision
of R-1 zoning standards of the City. The Final Map is in compliance with
the approved Tentative Parcel Map and the Los Angeles County
Department of Public Works has advised that the project satisfies all
pertinent provisions of the Subdivision Map Act.

Recommendation:
1) make findings as enumerated in the attached letter from the Los
Angeles County Public Works Department;
2) approve Parcel Map No. 71529;

3) approve and accept the work agreements and improvement
securities as enumerated in the attached letter from the County of
Los Angeles Department of Public Works; and
4) instruct the City Clerk to endorse on the face of Parcel Map No.
71529 the certificate that embodies the approval of said map.
I. RESOLUTION NO. 12-4821 APPROVING ACTING CITY CLERK
COMPENSATION FOR THE DEPUTY CITY CLERK
To ensure that all legal documents continue to be executed by an
authorized signer as City Clerk and the City Clerk’s Office remains
functioning at a high level, the Deputy City Clerk will need to assume the
duties of the City Clerk. The City Council is requested to adopt Resolution
No. 12-4821 approving Acting City Clerk compensation for the Deputy City
Clerk.

J. PETTY CASH AND VISA CARD REPORT
The City Council is requested to review, receive and file the Petty Cash
and Visa Card Report.

K. ADOPTION OF RESOLUTION NO. 12-4822 – APPROVAL OF PAYMENT
OF BILLS
The City Council is requested to adopt Resolution No. 12-4822 authorizing
payment of bills.

9. NEW BUSINESS
A. GASB 54 FUND BALANCE POLICY
The City Council is requested to adopt a policy to classify current fund
balance categories to be in accordance with the fund balance
classifications contained in the reporting requirements of Statement 54 of
the Government Accounting Standards Board (GASB) effective June 15,
2010.

B. INTRODUCTION OF ORDINANCE NO. 12-953, AN ORDINANCE
ADDING A NEW CHAPTER 10 “BUDGET RESERVE FUND BALANCE
REQUIREMENTS” TO TITLE 2 “ADMINISTRATION” OF THE TEMPLE
CITY MUNICIPAL CODE
The City Council is requested to consider first reading of an ordinance
adding a new Chapter 10 “Budget Reserve Fund Balance Requirements”
to Title 2 “Administration” of the Temple City Municipal Code.
Recommendation:
1) request the City Clerk to read the title of proposed Ordinance No.
12-953;
2) adopt a motion waiving further reading of proposed Ordinance No.
12-953; and
3) adopt a motion introducing on first reading, by title only, proposed
Ordinance No. 12-953, adding a new Chapter 10 “Budget Reserve
Fund Balance Requirements” to Title 2 “Administration” of the
Temple City Municipal Code.
C. ECONOMIC DEVELOPMENT ORDINANCE
The City Council is requested to consider first reading of an ordinance to
set forth framework to stimulate economic growth, invigorate the city’s
business sector, revitalize neighborhoods and generate new tax revenues.
Recommendation:
1) request the City Clerk to read the title of proposed Ordinance No.
12-955;
2) adopt a motion waiving further reading of proposed Ordinance No.
12-955; and
3) adopt a motion introducing on first reading, by title only, proposed
Ordinance No. 12-955, establishing the City’s economic
development authorities.

D. CONSIDERATION OF INSTALLATION AND FUNDING FOR
ADDITIONAL CONCRETE ADJACENT TO THE PERFORMING ARTS
PAVILION IN TEMPLE CITY PARK
The City Council is requested to approve additional concrete work
adjacent to the Performing Arts Pavilion in Temple City Park and approve
the use of $10,000 of the $15,000 Fiscal Year (FY) 2011-12 City Budget
appropriation for the Public Arts Advisory Committee.
Recommendation:
1) review and approve the concrete work south of the Performing Arts
pavilion in Temple City Park as proposed by the Public Arts
Advisory Committee;
2) approve the use of $10,000 of the $15,000 Fiscal Year (FY) 2011-
12 City Budget appropriation to complete the proposed concrete
work; and
3) approve the remaining $5,000 balance be used to retain a public
arts consultant to facilitate the transition from the PAAC to a new
Public Arts Commission with a one year work plan for FY 2012-
13.
E. CITY COUNCIL COMPENSATION
City Council compensation was last adjusted on January 21, 2003. The
City Council is requested to consider the options provided by the City
Attorney regarding City Council Compensation and select one of the
options.
Recommendation:
1) proceed with the statutory allowed compensation increase from
$480 to $720 per month;
2) adjust the existing Council compensation by some amount less
than 50% and provide the City Attorney direction to revise the
proposed Ordinance accordingly; or
3) take no action and leave the Council compensation “as is”, at $480
per month.

The City Council, as successor agency to the Temple City Community
Redevelopment Agency, is requested to adopt Resolution No. 12-4823-SA
authorizing payment of bills.
