Mayor Yu called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLLCALL PRESENT: Councilmember-Bium, Chavez, Vizcarra, Sternquist, Yu ABSENT: Councilmember-None ALSO PRESENT: City Manager Pulido, City Attorney Vail, Public Safety Officer Ariizumi, Parks & Recreation Director Burroughs, Deputy City Clerk Kuo, Administrative Services Director Hause, Community Development Director Masura 3. INVOCATION Pastor David Palmer, Pastor of First United Methodist Church, provided the Invocation and invited the public to the National Prayer Day on May 3 at 6:30 p.m. in the Temple City Park. 4. PLEDGE OF ALLEGIANCE Councilmember Vizcarra led those present in the Pledge of Allegiance to the Flag . 5. CEREMONIAL MA TIERS -PRESENTATIONS A. PRESENTATION-2012 Older American Month Mayor Yu presented the 2012 Older American Month Proclamation to Mr. Luis Paletta, 2012 Outstanding Older American. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - Sharon Johnson, Temple City Resident, asked if Council has made decisions regarding the condominium project on Sultana . 7. CONSENT CALENDAR City Council Minutes May 1, 2012 Page 2 At 7:41 p .m . the City Council recessed to Closed Session for the purpose stated below. Purpose: Potential Cases: Authority: Representatives : Existing Litigation One (1) Government Code Section 54956.9(b) City Attorney The City Council meeting reconvened at 8 :11 p .m . with all Councilmembers. CLOSED SESSION STATEMENT No reportable action . City Manager Pulido removed item H until the June 5 City Council Meeting. Councilmember Vizcarra pulled Item F from the Consent Calendar, and Mayor Pro Tern Sternquist pulled Item G . Councilmember Sternquist moved to approve the Consent Calendar, seconded by Councilmember Vizcarra and unanimously carried by the following roll call vote: AYES : NOES : Councilmember-Bium , Chavez, Vizcarra, Sternquist, Yu Councilmem ber-None ABSENT: Councilmember-None ABSTAIN : Councilmember-None The Consent Calendar consisted of the following items: A. APPROVAL OF MINUTES 1) Minutes of the City Council Special Meeting of April12, 2012 ; 2) Minutes of the City Counc il Regular Meeting of April17 , 2012; 3) Minutes of the City Counci l Special Meeting of April21, 2012; and 4) Minutes of the City Council Special Meeting of April 25, 2012. Recommended Action : Approve B. PARKS & RECREATION COMMISSION ACTIONS -MEETING OF APRIL 18, 2012 Recommended Action: Receive and file C . PLANNING COMMISSION ACTIONS -MEETING OF APRIL 24, 2012 Recommended Action: Receive and file City Council Minutes May 1, 2012 Page 3 D. PUBLIC SAFETY COMMISSION ACTIONS -MEETING OF APRIL 11 , 2012 Recommended Action: Receive and file E. ADOPTION OF RESOLUTION NO. 12-4816 APPROVING THE SUBMISSION OF A GRANT APPLICATION TO THE STATE BICYCLE TRANSPORTATION AND ALLOCATION OF 10% OF THE PROJECT COSTS AS MATCHING FUNDS FOR CLASS II AND Ill BICYCLE LANES AND BICYCLE BOULEVARD The City Council was requested to adopt Resolution No . 12-4816 authorizing the City Manager to apply for funds from the Bicycle Transportation Account grant program, committing to the 10% match (approximately $54,000) of the total project cost, appointing the City Manager or his designee as agent of the City of Temple City and certifying that the City of Temple City has available, sufficient funds to operate and maintain the project prior to commencement of any work included in the application. Recommended Action: Adopt Resolution No. 12-4816 and allocate 1 O%of the total project costs as matching funds from the FY 2012-13 F. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL YEAR 2010-11 Administrative Services Director gave a brief overview of the reports . ADOPTION OF RESOLUTION NO. 12-4817-APPROVAL OF PAYMENT OF BILLS City Council Minutes May 1, 2012 Page 4 Recommended Action : Adopt Resolution No. 12-4817 8. UNFINISHED BUSINESS A. PUBLIC HEARING: RESOLUTION NO. 12-4812 -APPROVAL OF TENTATIVE TRACT MAP 71721 AND CONDITIONAL USE PERMIT 11- 1796 FOR THE CONSTRUCTION OF TEN (10) CONDOMINIUMS AT 5549 SULTANA AVENUE (DEXTER CORPORATION/HANK JONG) The City Council was requested to approve and adopt the proposed project consistent with the land use designation and development standards of the City . The site is zoned R-3 designated for high-density, multi-family residential developments . The proposed density is 13.7 units/per acre, well under the 18 units/per acre maximum density allowed by the General Plan. Community Development Director Masura presented additional information to Council including traffic vehicle trip impact data, sheriffs report on number of incidents in the area, parking impact and moratorium or general plan option. Community Development Director Masura and Associate Planner Liu answered Council questions. Mayor Yu opened the public hearing . Richard Tippin, Representative of Dexter Corporation , asked for Mayor and Council approval of the project. He offered additional information to Council to address concerns brought up during the April 1 ih meeting. Sharon Johnson, Temple City Resident, spoke in opposition of the project. Mary Kokayko, T em pie City Resident, spoke in opposition of the project. Mayor Yu closed the public hearing. Councilmember Blum moved to adopt Resolution No. 12-4812, and a Negative Declaration approving Conditional Use Permit 11-1796 and Tentative Tract map 71721, seconded by Mayor Pro Tern Sternquist and unanimously carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN : Councilmember-Bium, Sternquist, Vizcarra, Yu, Chavez Councilmember-None Councilmember-None Councilmember-None City Council Minutes May 1, 2012 Page 5 9. NEW BUSINESS A . AMENDMENT TO THE CITY OF TEMPLE CITY'S FEE SCHEDULE The City Council was requested to adopt Resolution 12-4814 amending fees and charges to defray costs for general parks and recreation programs and general facility rentals. Parks & Recreation Director Burroughs gave a power point presentation and answered Council questions. Councilmember Vizcarra left meeting at 8:59 p.m. and returned at 9:02 p.m. Mayor Yu opened the public hearing. Jerry Jambazian, Temple City Business Owner, asked if Community Room was included in this fee schedule. Would there be a discount for families with three to four children. Mayor Yu closed the public hearing. Councilmember Chavez moved to adopt Resolution 12-4814 amending fees and charges to defray costs for General Parks and Recreations Programs and General Facility Rentals; adopt a payment policy for fee based recreation programs and adopt a refund policy for parks and recreation programs and facility rentals as recommended by the Parks and Recreation Commission and directed Parks & Recreation Director Burroughs to return to Council in six months to report on the affect of the fees, seconded by Councilmember Blum and unanimously carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN : Councilmember-Bium, Sternquist, Vizcarra , Yu, Chavez Council member -None Councilmember-None Councilmember-None 10. COMMUNICATIONS -None 11. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY-None 12. UPDATE FROM CITY MANAGER City Manager Pulido reported that staff received twenty applications for the Citizen's Academy. Sessions begin on May 24 and end August 16. He thanked City Council Minutes May 1, 2012 Page 6 the residents for their voluntary compliance with the City's systematic code enforcement. He invited the public to attend the Council's Budget and Strategic Workshop on May 12, from 9-1 p.m. 13. MATTERS FROM CITY OFFICIALS-None 14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS Councilmember Chavez reported on meetings of the County's Sanitation District, City/School District Ad Hoc Committee and Local Clergy Outreach . He thanked Parks & Recreation Chairman Arrighi for arranging a trip to the San Gabriel Valley Water Company facility for the Youth Committee. Mayor Pro Tern Sternquist also reported on the joint meeting of the City/School Ad Hoc Committee . She shared that Monrovia School District has enrolled twenty-five overseas students to their high school through Educatius International. The program paid the Monrovia School District $10,000 per student. Councilmember Vizcarra reported on the Public Art Committee meeting. He would like to discuss with Council during the next council meeting the possibility of expanding the concrete area in front of the gazebo. 15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A . COUNCILMEMBER BLUM - Announced that the National Prayer Day is on May 3, 6 :30 p.m. at the Temple City Park. He recognized Jerry Jambazian as City's historian for taking pictures at all city events. B. COUNCILMEMBER CHAVEZ- Thanked Parks & Recreation Director Burroughs, Administrative Coordinator Ingram and staff volunteers for a great Volunteer Recognition Luncheon. He also thanked Jerry Jambazian for taking pictures at all city events. He reported attending a Youth Leadership Forum on April21 at the Duarte High School Performance Arts Pavilion . He thought a similar arts pavilion might be a good joint project between Temple City and the School District. C . COUNCILMEMBER VIZCARRA- City Council Minutes May 1, 2012 Page 7 Inquired as to the current status of the council chamber remodel. He also wanted to discuss a possible increase to the Council's stipend during the next council meeting. D. MAYOR PRO TEM STERNQUIST- Complimented on the Volunteer Recognition Luncheon . She thanked Jerry Jambazian for taking pictures at city events. She reported that Councilmember Chavez and herself will be attending an inaugural training at USC, Price School of Public Policy, this Friday. E. MAYORYU Reported that May is also Asian Ameri can Month . 16 . REIMBURSEMENTS OF EXPENSES PAID TO OFFICIALS FOR CONDUCT OF CITY BUSINESS -None 17. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA- Gino Brunengo , Temple City Resident, is interested in what Council 's overall salary package is and spoke in opposition of the Sultana Condominium Project. 18.
