Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: Sasha Childs representing Verita St. Development (VSD) and Brian Parker, McCall City Planner (P&Z) Review Minutes: June 2021, minutes were reviewed, motioned to approve, Donna Bush, and seconded by Larry Hauder. Business: 1. Parks Requirement in Verita St Development (VSD): Background discussion between Sasha Childs, agent for VSD, Brian Parker representing Community Development, the P&R Advisory Board and Kurt Wolf: VSD, is zoned R-8, a 2.8 acre, 12 lot development off West Valley Rd intended by VSD as "affordable housing," each lot is 5000 s/f. Home footprints are between 1000 --1500 s/f. No final selling price estimates were provided. No profit margins for the developer were referenced. Following a lengthy conversation about the meaning of "affordability," the question for the advisory committee focused on accepting a "contribution" from VSD in lieu of a small park space code requirement on the 2.8 acres that would be designated a "neighborhood park." Sasha Childs stated her preference for making a contribution rather than develop a very small "neighborhood park." Kurt Wolf agreed, McCall doesn't need another small park. Reasons given for this park not being favorable included: 1. The space is quite small. 2.The designated parkland is not easily accessible by the public. 3. The park, if developed would be maintained by a future HOA and may or may not be maintained. 4. The space is basically a 700' long path at the back of the proposed development. The value of this narrow strip of park designated land, according to in VSD, is approximately $52,000. However, P&R Advisory Committee learned the amount of the cash contribution a developer gives in lieu of land for a park is very difficult to determine and settle upon, and cannot be perceived as a requirement or assessment by the city. VSD came prepared to offer the city $25,000 in lieu of the "neighborhood park" requirement. Parks & Recreation Advisory Committee Minutes 7/21/2021 6:00pm Legion Hall/Virtual Meeting- McCall, Idaho +1 208-634-8900,37606886# Phone Conference ID: 376 068 86# A motion to accept no less than $25,000 cash, in lieu of designated park ground, to be placed in escrow and used in a Parks and Recreation CIP was made by Donna Bush and seconded by Paul Christensen. The motion passed. The developer was encouraged to coordinate with the adjacent development and a recent conversation regarding a park contribution associated with that project. The cash contribution associated with this project could possibly be designated and/or applied to a nearby P&R parking lot in the Michael Jobes land development project. 2. Budget Update: Kurt gave a brief budget update. The department's budget appears to be balanced for the upcoming fiscal year, but not without some stress in the process. Also, funding for a new P&R master plan has promise of being funded for the coming year. The city manager and city planner see the importance of this funding priority. It goes without saying that more is being required of P&R staff, with fewer resources. A case in point was tonight's conversation related to the proposed Verita St Development. 3. Shop Relocation Update: Kurt provided background on the challenges facing his department's need to relocate the maintenance shop. The current cost estimates for a very basic 4-5000 s/f metal building with a cement floor are $1.5 million and significantly over the original estimated building relocation costs. Options for how this vital P&R building project is going to move forward seem limited, leaving P&R staff with much uncertainty. 4. Waterfront Improvements Project and Brown Park: The project appears to be on schedule with a completion date for mid -November. Kurt continues to carry a very full responsibility load overseeing this project, the maintenance shop relocation, along with the expanded development of McCall. 5. Next Agenda Items: • Update on the VSD development cash donation and the connection to the nearby Michael Jobes development. • Waterfront Improvements Project Update • Park update near Roosevelt and Railroad St. (Kempthorne Property) • Shop Relocation update • Master Plan update • LOT and CIP updates 6.
