SUBJECT: RESOLUTION NO. 12-4821 APPROVING ACTING CITY CLERK
COMPENSATION FOR THE DEPUTY CITY CLERK
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 12-4821 (Attachment "A")
approving Acting City Clerk compensation for the Deputy City Clerk.
BACKGROUND:
On May 3, 2012, the City received notice that the City Clerk would be on medical
leave from May 3, 2012 through May 31, 2012.
2. On May 4, 2012, the Deputy City Clerk began to assume many of the duties of the
City Clerk.
ANALYSIS:
The availability of the City Clerk on a day to day basis is essential to sign documents
such as Ordinances, Resolutions, Contracts and other legal documents and perform
other duties as the City Clerk of Temple City. The Charter of the City of Temple City
defines the City Clerk as the duly appointed, qualified and acting city clerk of the City
and grants the authority to the City Manager to appoint and remove the City Clerk. The
City Manager desires to appoint the Deputy City Clerk to Acting City Clerk in the
absence of the City Clerk through the month of May, 2012, however the City of Temple
City's adopted Personnel Rules does not include a provision for Acting Pay. However
industry wide and best practices recommend acting pay to be 5% above the
incumbent's current rate of pay.

CONCLUSION:
In order to ensure that all legal documents continue to be executed by an authorized
signer as City Clerk and the City Clerk's Office remains functioning at a high level, the
Deputy City Clerk will need to assume the duties of the City Clerk. Compensation for the
Acting City Clerk of 5% is fair, reasonable and is within industry best practices.
FISCAL IMPACT:
Acting pay of 5% for the Deputy City Clerk from May 4, 2012 through May 31, 2012 is
$218.00 and there are sufficient funds in the City Clerk's salary budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY CALIFORNIA APPROVING ACTING CITY CLERK
COMPENSATION FOR THE DEPUTY CITY CLERK.
WHEREAS, the availability of the City Clerk on a day to day basis is essential to sign documents

NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve, find,
determine, and order as follows:
SECTION 1. The City Council hereby approves 5% Acting Pay for the Deputy City Cleric when
performing the City Clerk's duties.
SECTION 2. This Resolution shall become effective May 4, 2012.
SECTION 3. The City Clerk shall certify to the passage and adoption of this Resolution and it shall
thereupon take effect.
