SUBJECT: CONSIDERATION OF INSTALLATION AND FUNDING FOR
ADDITIONAL CONCRETE ADJACENT TO THE PERFORMING ARTS
PAVILION IN TEMPLE CITY PARK
RECOMMENDATION:
It is recommended that the City Council:
a) review and approve the concrete work (Attachment "A") south of the Performing
Arts Pavilion in Temple City Park as proposed by the Public Arts Advisory
Committee (PARC);
b) approve the use of $10,000 of the $15,000 Fiscal Year (FY) 2011-12 City Budget
appropriation to complete the proposed concrete work; and
c) approve that the remaining $5,000 balance be used to retain a public arts
consultant to facilitate the transition from the PAAC to the new Public Arts
Commission with a one year work plan for FY 2012-13.
BACKGROUND:
1. On December 7, 2010, the City Council established the Public Arts Advisory
Committee (PARC).
2. On June 28, 2012, the City Council approved the Fiscal Year (FY) 2011-12 City
Budget which included a $15,000 funding appropriation for the PARC.
3. On September 6, 2011, Councilmember Vizcarra requested staff look into the cost
of installing additional concrete south of the Performing Arts Pavilion in Temple
City Park to expand the area used by dancers during the summer concert series.

4. On October 6, 2011, staff received a proposal from Aramexx Construction to
install an additional 5 feet (approximately 420 s.f.) or 10 feet (approximately 1,050
s.f.) of concrete adjacent to the Performing Arts Pavilion.
5. On January 26, 2012, staff requested and received a revised proposal from
Aramexx Construction for the installation of additional concrete adjacent to the
Pavilion.
6. On March 8, 2012, during the mid -year budget review, Councilmember Vizcarra
requested the Council consider funding the installation of additional concrete
adjacent to the Performing Arts Pavilion and incorporate artistic elements into the
concrete.
7. On May 1, 2012, Councilmember Vizcarra provided an update on the Public Arts
Advisory Committee's work on the proposed concrete project and requested the
item be included on the May 16, 2012 Council agenda for further discussion and
action.
ANALYSIS:
For over 25 years, concerts have been held in Temple City Park during the summer
months. With the addition of the Performing Arts Pavilion in 1996, the summer concert
series expanded drawing new bands and many more concert attendees. Over the past
several years attendance has continued to increase, including the number of individuals
dancing on the concrete pad immediately south of the Pavilion.
Last September, Councilmember Vizcarra requested staff research the possibility of
expanding the "dance floor" by adding to the concrete slab south of the Pavilion. Staff
contacted Aramexx Construction, who was completing the Live Oak Park and Temple
City Park monument sign projects, for a cost estimate. Since Aramexx was already
working on a project in Temple City, the estimate at that time ranged from $4,600 for an
additional 5' of concrete, to $7,235 for 10' of additional concrete. No decision was
made at that time to proceed or not.
In January 2012, staff again contacted Aramexx Construction to receive an updated
quote for the additional concrete. The bids had increased to $5,775 for 5' and $8,380
for 10' of concrete. It should be noted that both bids were to remove approximately 4"
in depth of grass and dirt, compact the area, and install 4" of concrete with rebar. The
concrete would be natural gray with diagonal scoring to match the existing concrete.
During the mid -year budget review on March 8, 2012, the City Council, on a
recommendation from Councilmember Vizcarra, directed staff to work with the Public
Arts Advisory Committee (PAAC) to develop an artistic component to be included in the
additional concrete.

After several meetings, the PAAC is recommending the City Council approve the
installation of approximately 4' - 8' of concrete with a camellia border and quotes as
depicted in Attachment "A". The border would be stamped concrete with the quotes
sandblasted into the concrete at the top of the border.
Staff is concerned about the reduction in the grass area immediately south of the
Pavilion if additional concrete is installed. That area is always heavily used for seating
during the summer concerts, and other events. Although additional concrete would be
beneficial for the 50-100 dancers each concert, the reduction in the grass area might
adversely impact more individuals.
The 2012 summer concert series is scheduled to begin June 20th. Oak Avenue
Intermediate School's annual concert is scheduled for June 9th in the Performing Arts
Pavilion. Staff is hesitant to begin this project, if approved by the City Council, with only
3Y 2 weeks before the Pavilion is scheduled to be used. it is possible the project could
be completed within a few weeks if a contractor is available to begin immediately and
can provide all necessary insurance documents within a few days.
CONCLUSION:
The Public Arts Advisory Committee is recommending the City Council approve
additional concrete work adjacent to the Performing Arts Pavilion in Temple City Park
and approve the use of $10,000 of the $15,000 Fiscal Year (FY) 2011-12 City Budget
appropriation for the Public Arts Advisory Committee.
FISCAL IMPACT:
Funds have not been appropriated in the Fiscal Year (FY) 2011-12 City Budget for this
purpose. If the City Council approves the project to begin immediately, it is
recommended the Council approve the use of $10,000 of the $15,000 Fiscal Year (FY)
2011-12 City Budget appropriation for capacity building for the Public Arts Advisory
Committee (PARC) and approve that the remaining $5,000 balance be used to retain a
public arts consultant to facilitate the transition from the PAAC to the a new Public Arts
Commission with a one year work plan for FY 2012-13.
