CALL TO ORDER AND ROLL CALL
Mayor Giles called the special meeting of the McCall City Council to order at 9:00 a.m.
Mayor Giles, Council Member Callan, Council Member Maciaszek, and Council Member
Nielsen all answered roll call. Council Member Holmes was absent
City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk;
Erin Greaves, Communications Manager; Vlatko Jovanov, Network Administrator; Meg Lojek,
Library Director
Also, in attendance was Garrett de Jong, McCall Fire District Chief
WORK SESSION
New Employee Introductions/Presentation
Communications Manager Erin Greaves presented the new hires of the last year to the City of
McCall through a video presentation.
McCall Fire District Impact Fee Study presentation-Garrett de Jong
Fire Chief Garrett de Jong presented information regarding the Impact Fee Study for the McCall
Fire District (the District). He covered the financial impacts the District is experiencing due to
growth and how the impact fees would assist with the need to keep up with the projected growth.
For the District to do the impact fees, an agreement with the City would need to be in place to
include a resolution, an impact fee committee, and ultimately an impact fee ordinance that would
need to have a public hearing prior to being considered for adoption. It has been identified that the
District will need two new staff members.
City Manager Spickard asked questions regarding the Impact Fee Committee like who would be
required to be part of the makeup of the committee, how long the committee would be in place,
and time commitment. Fire Chief De Jong explained the State has changed the statues that now
require separate impact fee advisory committees for each county and each city. The city impact
fee committee is to include 5 city residents: two must be part of the development community, two
at large residents, not part of the development community, and one could be either a developer or
an at large resident. He envisioned the Committee would meet twice before anything would be
presented to Council, and then meet annually to review the impact fee plan to look at growth
projections and to make recommendations to Council. The commitment to the Committee is four

years and will be appointed jointly by the City Council and Fire District. The Council would
recommend the appointment and the Fire District Board would finalize the appointment. The
District would staff the committee. Elected officials cannot be part of the Committee.
Council Member Nielsen would like a wholistic impact fee analysis for the City. City Manager
Anette Spickard explained the City would need to hire a consultant separate from the District. She
will need to confer with Community & Economic Development Director Michelle Groenevelt on
those details. Fire Chief De Jong explained that the County hired the consultant and the District
piggybacked off the County's contract.
If the Council wants to move forward with supporting the District, the resolution can be brought
to an upcoming meeting.The timeline is to have the process completed and to be able to implement
a new impact fee is a couple of months.The goal is to have it ready before the next building season.
Mayor Giles expressed his desire to see this in place and would like to support the District.
Council Member Nielsen again expressed his opinion that the Council really needs an impact fees
discussion for the City. Mayor Giles feels that a discussion about city impact fees should be
separate from what the District is doing right now and can be brought to the table at a later date.
He wants to see the support for this item taken care of first before scheduling a discussion regarding
impact fees for the City. Council Member Maciaszek agreed with the Mayor on waiting but feels
strongly that an impact fee discussion needs to be had. Council Member Nielsen concurred. There
was a consensus to move forward with support for the District.
Text my Gov App Presentation
Communications Manager Erin Greaves presented the Text my Gov App. She gave a brief history
and an overview of how the app is.intended to be used. Manager Greaves shared that after she
made it public there was a huge jump in people signing up. The City will be utilizing the app for
notifications, dealing with language barriers, and offering quick question and answer information
for the public about a plethora of topics that the City constantly is approached with even if the
question is not a city function. The app also gives the City the ability to create notification
categories to get specific information out to the community.
BUSINESS AGENDA
AB 21-192 Request for Council to Adopt Ordinance 1003 Regarding Prohibiting the Feeding
of Wildlife—this item was concluded at the July 22, 2021 Council Meeting.
ADJOURNMENT
Without further business, Mayor Giles adjourned the meeting at 9:40 a.m.
