CALL TO ORDER AND ROLL CALL
Mayor Giles called the regular meeting of the McCall City Council to order at 5:30 p.m.
Mayor Giles, Council Member Callan, Council Member Holmes, Council Member
Maciaszek, and Council Member Nielsen all answered roll call.

5. AB 21-207 City Licenses Report to Council Per McCall City Code: Per McCall City Code
Title 4 Chapter 9, the City Council has determined the City Clerk shall be delegated the
authority to process and grant or deny all alcoholic beverage license applications, other than
certain circumstances involving catering permits, which the City Clerk shall review the
application for catering permit for completeness and forward said application to the Police
Chief. The Police Chief upon receipt of the application shall make a recommendation to the
City Clerk to approve or deny the application. Whenever the City Clerk shall determine that
an application for alcoholic beverage license transfer or renewal is complete, the City Clerk
shall approve or deny such application. All decisions of the City Clerk shall be reported to the
City Council at the next regularly scheduled City Council meeting after such decision. The
City Clerk is also responsible for all processing of business, taxi, snow removal, pawnbroker,
child daycare licenses, vendor_ permits, and public event applications. Action: Council to
review the License report.
Council Member Nielsen moved to approve the Consent Agenda as submitted. Council
Member Holmes seconded the motion. In a roll call vote Council Member Nielsen, Council
Member Holmes,Mayor Giles,Council Member Callan,and Council Member Maciaszek all
voted aye, and the motion carried.

No questions or comments were directed to staff.
PUBLIC COMMENT
Mayor Giles called for.public comment at 5:36 p.m.
Total written comments received were 78 of which one comment included 170 signatures. Out of
the 78 comments, 73 were regarding masks with 13 for and 60 plus the 170 signatures = 230
against, 1 regarding Pine Creek Ranch, 2 regarding deer, 1 regarding the council member
appointment, and 2 regarding short term vacation rentals. One comment included both comments
about STRs and masks and is reflected twice in the numbers. All the comments will follow the
minutes as Attachment 1.
Rick Fereday of 315 Burns Road, McCall spoke strongly of heavily taxing short-term rentals in
upwards to 20-30%. He feels they are ruining the housing market and creating issues with staffing
businesses. This is the first year he has had trouble getting employees. He encouraged the Council
to be firm and move ahead rapidly. He would like to see the tax be used specifically for buying
property, creating deed restrictions, etc. to help with work force housing. He referenced the
Jackson Hole Gazette story with the same issues.
Bearing no further comments,Mayor Giles closed the comment period at 5:40 p.m.
BUSINESS AGENDA
AB 21-201 Request for Council to reconsider the FY22 Local Option Tax Funding
Recommendations
Deputy City Clerk Shay Tyler presented stating that on June 7, 2021, the Local Option Tax(LOT)
administrator was notified by one of the FY22 applicants, Valley County Search and Rescue
(VCSAR), that the K-9 Unit programs which would have received the LOT funds are now
operating under a new organization called "Search and Rescue K-9s of Idaho' (SARKI) which is
in the process of establishing their non-profit status. Staff understood from this correspondence
that this organization was replacing the Valley County Search and Rescue K-9 unit and therefore
the LOT award should not move forward. Staff also believed in good faith the person who sent the
correspondence was authorized to speak on behalf of Valley County as it was the same person who
had signed the LOT application and had been working with city staff through the application
process. At the June 25th special budget work session, the Council was presented with this
information and Council directed staff to re-allocate the VCSAR award to the Chamber of
Commerce fireworks and the Manchester Ice Arena Zamboni repair. We have since learned that
VCSAR still has an operating K-9 Unit and that the correspondence sent to the city was not
authorized by Valley County and the grant applications are still valid. Valley County asks that the

Council reconsider their applications and fund them as originally recommended by the LOT
Commission.
Staff made some clarifications for Council Member Holmes.
Council Member Nielsen moved to approve the FY22 Lot Funding Allocations Summary in
Attachment 3 reinstating Applications 22-41 and 22-42 as priority #s 6 and 7 and move
Application 22-36 to Contingency priority #1 and Application 22-47 to the Contingency
priority #2 and authorize the Mayor to sign all necessary documents. Council Member
Callan seconded the motion. In a roll call vote Council Member Nielsen, Council Member
Callan, Mayor Giles, Council Member Holmes, and Council Member Maciaszek all voted
aye, and the motion carried.
AB 21-200 Request for Ordinance Adoption Setting Council and Mayor Salaries Per Month
at$800 and$1,000 Respectively
There was an error with the ordinance number given, so the agenda item went through the motions
again later in the meeting with Ordinance number 1004.
City Manager Anette Spickard presented the Ordinance adoption setting Council and Mayor
salaries per month at $800 and $1,000 respectively. At the July 22, 2021, Council meeting, the
Council voted to change the salary for Council Members from$250 per month to $800 per month
and the Mayor's salary from$400 per month to $1,000 per month. Council cited the reason for the
increase is due to an increase in meetings and the increase in the amount of time needed to prepare
for the meetings. City Council Members and the Mayor also receive all benefits afforded to regular
full-time employees of the City of McCall as described in the annual "Employee Benefits Guide"
including Idaho PERSI retirement benefits. The ordinance and summary would go into effective
January 1, 2022.
There was no Council discussion.
Council Member Holmes moved to suspend the rules and read by title only one time only
Ordinance 1003. Council Member Callan seconded the motion. In a roll call vote Council
Member Holmes, Council Member Callan, Mayor Giles, Council Member Maciaszek, and
Council Member Nielsen all voted aye, and the motion carried.
Deputy City Clerk Shay Tyler read Ordinance No. 1003:
An Ordinance of the City of McCall, Valley County, Idaho, amending Chapter 8, City Council;
Mayor, of Title 1, Administrative, of the McCall City Code as follows: in Section 1.8.5: Salary of
the Council Members, changing the monthly salary to eight hundred dollars ($800.00); in Section
1.8.11: Salary of Mayor, changing the monthly salary to one thousand dollars ($1,000.00) and
providing an effective date.
Council Member Callan moved to adopt Ordinance 1003 setting Council Member salaries
to $800 per month and the Mayor's salary to $1,000 per month, approve the publication of
the Summary, and authorize the Mayor to sign all necessary documents. Council Member

Holmes seconded the motion. In a roll call vote Council Member Callan, Council Member
Holmes, Mayor Giles, and Council Member Maciaszek all voted aye, Council Member
Nielsen voted no, and the motion carried.
PUBLIC HEARING
AB 21-204 Request to Approve Resolution 21-28 to Recover Forgone Amount of$68,814 for
Fiscal Year 2022 for Maintenance and Operations
Mayor Giles opened the public hearing at 5:55 p.m.
City Treasurer Linda Stokes presented the Resolution 21-28 to recover forgone amount of$68,814
for Fiscal Year 2022 for Maintenance and Operations. Beginning July 1, 2020 HB 354,passed by
the 2020 State Legislature,requires cities to pass a resolution each year to recover forgone property
tax levying authority.The process to pass the forgone recovery resolution is the same as the process
for the city budget and can be done at the same time. Both hearing notices, the hearing for forgone
recovery and the city budget, must be published in the official newspaper twice seven days apart
and can be done together.
At the conclusion of the FY22 Budget work session held July 29, 2021, the Council set a tentative
budget in the amount of$35,615,364 that includes the maximum allowed.3%increase of$194,018
plus new construction and annexation of $220,071, and $68,814 of the forgone amount for
maintenance and operations. The Council may elect to recover the Forgone Amount for
maintenance and operations by formally adopting the Resolution at the conclusion of the public
hearing.
Staff clarified the foregone procedures and what it could be used for, the financial changes, and
the 1%increase.
Mayor Giles called for comments at 6:05 p.m.
No verbal comments or written comments were given.
Hearing no more comments, Mayor Giles closed the public hearing at 6:06 p.m.
There was no further discussion.
Council Member Callan moved to adopt Resolution 21-28 recovering$68,814 of the forgone
amount for Fiscal Year 2022 for Maintenance and Operations as described in Idaho Code
§63-802 and authorize the Mayor to sign all necessary documents. Council Member
Maciaszek seconded the motion.In a roll call vote Council Member Callan,Council Member
Maciaszek, Mayor Giles, Council Member Holmes, and Council Member Nielsen all voted
aye, and the motion carried.
AB 21-208 Request to Adopt an Ordinance Setting the FY22 City of McCall Budget
Appropriation at$35,615,364

Mayor Giles opened the public hearing at 6:09 p.m.
City Treasurer Linda Stokes presented the Ordinance setting the FY22 City of McCall Budget
Appropriation at $35,615,364. On July 29, 2021, the Council set a tentative budget in the amount
of $35,615.364. The FY22 Tentative budget includes the new construction and annexation
property tax amount from the County Clerk, the 3% maximum allowable property tax increase,
and 1% ($68,814) of the available foregone amount for maintenance and operations.
Staff clarified what the carry forward amounts will be used for.
Mayor Giles called for public comment at 6:15 p.m.
No verbal public comment was received. There were seven written comments received and will
be follow the minutes as Attachment 2.
Hearing no more comments, Mayor Giles closed the public hearing at 6:17p.m.
The Council had no further questions or comments.
Council Member Callan moved to suspend the rules, read by title only, one-time only
Ordinance No. 1006. Council Member Nielsen seconded the motion. In a roll can vote
Council Member Callan, Council Member Nielsen, Mayor Giles, Council Member Holmes,
and Council Member Maciaszek all voted aye, and the motion carried.
Deputy City Clerk Shay Tyler read Ordinance No. 1006:
An Ordinance entitled the FY22 Annual Appropriation Ordinance for the fiscal year beginning
October 1,2021, appropriating the sum of$35,615,364 to defray the expenses and liabilities of the
City of McCall for said fiscal year, authorizing a levy of a sufficient tax.
Council Member Nielsen moved to adopt Ordinance No. 1006 setting the FY22 City of
McCall budget appropriation at $35,615,364 and authorize the Mayor to sign all necessary
documents.Council Member Callan seconded the motion.In a roll can vote Council Member
Nielsen, Council Member Callan, Mayor Giles, Council Member Holmes, and Council
Member Maciaszek all voted aye, and the motion carried.
BUSINESS AGENDA Continued
AB 21-205 Request to appoint the City's Economic Development Planner as the City of
McCall representative on the board of the West Central Mountains Economic
Development Council
Jill Chapman-Morris, new Executive Director of the West Central Mountains Economic
Development Council presented the appointment. The West Central Mountains Economic
Development Council (WCMEDC) is a regional non-profit (5010) organization dedicated to
serving Valley and North Adams Counties in Idaho. The organization is guided by a board of up

to 15 directors representing chambers of commerce, city governments, a Valley County
Commissioner, and at-large community and business members.
Council Member Holmes was serving as the City of McCall's representative on the WCMEDC
board,but her recent resignation has created a vacancy. To fill this City of McCall representative
vacancy, the WCMEDC board has requested that Delta James, Economic Development Planner
be appointed as the City's representative on the board.
The City's Economic Development Planner's work closely aligns with WCMEDC efforts, and
staff regularly attends the WCMEDC board meetings and can report salient information to City
Council, therefor the request for WCMEDC board service is supported by staff. The WCMEDC
does not define a term of board service so staff recommends that Council make the appointment
for a period of three years so the appointment can be reconsidered at a definitive time. A letter was
received from WCMEDC President Dylan Martin requesting appointment of Economic
Development Planner Delta James to the WCMEDC board and a summary of board member
expectations.
Council Member Nielsen asked for clarification on why the switch to a staff member rather than
having an elected council member on the board versus. City Manager Anette Spickard explained
the ability of staff to give the time commitment and the Council does not have a term spelled out
in the bylaws.
Council Member Callan moved to appoint Economic Development Planner Delta James as
the City of McCall's representative on the board of the West Central Mountains Economic
Development Council for a period of three years, expiring August 2024. Council Member
Maciaszek seconded the motion.In a roll call vote Council Member Callan,Council Member
Maciaszek, Mayor Giles, Council Member Holmes, and Council Member Nielsen all voted
aye, and the motion carried. passed
AB 21-206 Request to approve submittal of grant application to the Small,Rural, and Tribal
Body-Worn Camera Program
Economic Development Planner Delta James presented the grant application to the Small, Rural,
and Tribal Body-Worn Camera Program. The McCall Police Department is requesting approval to
submit a grant application to the Small, Rural, and Tribal Body-Worn Camera Program offered by
the Bureau of Justice Assistance, U.S. Department of Justice and Justice & Security Strategies to
support implementation of body-worn camera (BWC) programs in small, rural, and tribal law
enforcement agencies in an amount up to $2000 per sworn officer.
The estimated total cost to provide BWCs to McCall Police Department's twelve (12) sworn
officers is $44,188. The grant must be matched 1:1, so the grant request amount and local match
commitment is $22,094.
BWCs have become an industry standard and will assist the McCall Police Department by ensuring
officer accountability of all police activities, enhancing overall investigations of incidents, and
improving prosecution rate of crimes. Requested technology necessary to implement BCWs

include WiFiBluetooth wearable cameras, power supplies and charging stations, and
hardware/software necessary to archive captured video.
Police Lieutenant Dallas Palmer shared the value this application will have for the department.
The Council had no further questions or comments.
Council Member Holmes moved to approve submittal of a grant application to the Small,
Rural, and Tribal Body-Worn Camera Program and authorize the Mayor to sign all
necessary documents. Council Member Nielsen seconded the motion. In a roll call vote
Council Member Holmes, Council Member Nielsen, Mayor Giles, Council Member Callan,
and Council Member Maciaszek all voted aye, and the motion carried.
The Council took a short 5-minute break and reconvened at 6:37 p.m.

AB 21-203 Request to Approve 2021 GO Bond Underwriter Selection
Christian Anderson of Zions Bank presented the 2021 GO Bond Underwriter Selection. At the
regular Council meeting held on July 22, 2021, Christian Anderson with Zions' Public Finance
provided a status update on the Library General Obligation Bond issuance. He recommended the
City use a negotiated sale process and presented a proposal to select an underwriter. The Council
accepted the recommendation of a negotiated sale process and authorized Zions' Public Finance
to circulate the RFP for an underwriter. Zions circulated the RFP on July 23, 2021,with a deadline
to respond by August 10, 2021.
Mr. Anderson went over the summary of the Series 2021 General Obligation Bonds and explained
the underwriter selection. Zions Bank recommends Piper Sandler & Co. as the underwriter. The
Council had no questions for Mr. Anderson.
Council Member Callan moved to approve Piper Sandler & Co. as the Underwriter for the
negotiated sale of the 2021 General Obligation bond issuance for the Library Expansion
Project and authorize the Mayor to sign all necessary documents. Council Member Nielsen
seconded the motion. In a roll call vote Council Member Callan, Council Member Nielsen,
Mayor Giles, Council Member Holmes, and Council Member Maciaszek all voted aye, and
the motion carried.
Mr. Anderson shared that they will be bringing back to the next meeting the Bond Ordinance that
will authorize the actual sale of the bonds and stated things will move quickly from there. The
target date to put the bonds up for sale is September 8, 2021 in which interest rates can be locked
with the funding and closing of the bond on September 21. He congratulated the City for achieving
a Aa2 rating from Moody's Investor Service rating scale which speaks to the fantastic financial
management of the City. This puts McCall in the same rating as Ketchum, Sun Valley, and some
large cities throughout the country. It was very exciting to receive that news.
AB 21-202 Request to Approve Resolution 21-27 Establishing McCall Fire District Joint
Impact Fee Advisory Committee
Fire Chief Garrett De Jong of McCall Fire District presented Resolution 21-27 Establishing
McCall Fire District Joint Impact Fee Advisory Committee.The McCall Fire District has requested
the City establish a Joint Impact Fee Advisory Committee as required by state code as described
in the letter from the Fire District. He had presented the plans of the Fire District to develop an
impact fee and the need for the committee at the July 23 Special Council Work Session. After
review and discussion, Council had directed staff to bring a resolution forward to the August 12
meeting to establish the committee. The Fire District will staff the committee and has conducted
the recruitment for committee members.
The Council had no questions for Fire Chief De Jong.

Council Member Nielsen moved to approve Resolution 21-27 establishing McCall Fire
District Joint Impact Fee Advisory committee and authorize the Mayor to sign all necessary
documents.Council Member Callan seconded the motion.In a roll call vote Council Member
Nielsen, Council Member Callan, Mayor Giles, Council Member Holmes, and Council
Member Maciaszek all voted aye, and the motion carried.
AB 21-209 Confirm Members of Joint Impact Fee Advisory Committee
The McCall Fire District Board recommends the following City of McCall residents be confirmed
by the City Council to the Joint Impact Fee Advisory Committee pursuant to Resolution 21-27.
The Fire District conducted the recruitment of members.
Those selected are:
Dumont, Patricia 319 N. Mission St."#E-B, McCall
Ferguson, Luke 802 Aspen Alley, McCall
Haynes, Heather 653 Brady Drive, McCall
Hellerman, Joel 907 Anne Street, McCall
Hyatt, Brian 1001 4th Street, McCall
The Council had no comments or questions for Fire Chief Garrett de Jong.
Council Member Nielsen moved to move to confirm Patricia Dumont, Luke Ferguson,
Heather Haynes,Joel Hellerman,and Brian Hyatt to the City of McCall/McCall Fire District
Joint Impact Fee Advisory Committee for a term of two years ending August 30, 2023.
Council Member Callan seconded the motion. In a roll call vote Council Member Nielsen,
Council Member Callan, Mayor Giles, Council Member Holmes, and Council Member
Maciaszek all voted aye, and the motion carried.
Covid-19 Update and Review of Mask Metrics Status
Police Chief Justin Williams presented the Covid-19 update. He shared Governor Little's message
on vaccine and gave State and County statistics. The numbers are almost identical with last year's
numbers. There is still a high transmission rate. He went over the metric thresholds and McCall is
still not meeting two of the metrics at this time. He is still recommending personal choice mask
wearing over mandating. The Delta variant is more contagious and, possibly, children are more
susceptible.
City Manager Anette Spickard gave an update on the metric case rate and shared the Central
District Health is no longer providing statistics and is pushing people use the Center for Disease
Control to find the data.
Dr. Gregory Irvine shared that Idaho Health and Welfare is still publishing data on their website
for the State and Counties,but it is a 7-day moving rate rather than 14 days. He gave an update on
national and State positivity rates. Over 90% of the Covid virus is now the Delta variant. Hospital
capacities are strained currently, and some hospitals have shut down elective surgeries. He
confirmed children are getting sick more with this variant but not any sicker.
Council did not give any direction for staff at this time.

Upcoming Meetings Schedule Discussion
Council discussed upcoming meetings. The Council and staff shared their appreciation of the
service Council Member Holmes has given the City.

the required Professional Evaluations of the Impacts on the Natural and Built Environments. In
researching similar studies I am concerned that 10 days will be enough time to review a report that could
easily be 100 plus pages, I encourage the city to consider a more standard review period of 30 days. I am
told that this will be the largest development in the history of McCall. There will be precedents set. It is
imperative that we get it right.

educational background, clear intelligence, respectful manner of communication, and pragmatic
approach to issues, I believe he will positively and honestly assist in advocating for the numerous factors

a mask; I humbly ask that we follow suit. There are health cases, both in children and adults, in which a

understand the information and statistics released by the CDC.The guidance provided by the CDC should
be reviewed but it does not mean it is was it is best for our community. Vaccines have been available to
those over 12 who wish to have one. Others over 12 do not wish to have a vaccine, may already be
protected from antibodies developed if they have had covid previously,or do not view covid as a high-risk
disease.Those under 12 may spread the disease but are not severely impacted by the disease itself.When
does the pandemic end and what is an acceptable rate of transmission, hospitalizations,etc?Even if covid
is easily spread, most of us are protected enough to avoid hospitalization, or we are not concerned with
the relatively low rate of severe cases. We need to define what our community is acceptable living with.
Like many other diseases, covid is likely to become part of the normal flu/cold season and we need to
adapt to living with it. I do not think a mask mandate is necessary.If people feel safer wearing a mask then
be all means they can but it is not fair to force the rest of the community into doing so.

and parent of children in our school district. By attempting to put a mask mandate on our city is to go
against everything it means to be an American. I have a right as an American to decide what is best for
me and my family. We make personal choices every day. Whether to wear a seatbelt when we get in a
car,whether to drink and drive. We have the right to make educated decisions,for ourselves. We do not
need to be mandated based off of information that is completely one sided from our local Covid-19
advisory board. By trying to place a mask mandate on our city you will in turn be 'forcing' the McCall-
Donnelly School District Board's hand to place a mask mandate on our children. I am very distressed at
the thought of my children having to wear masks for another school year. My kids complained of wearing
them the entire year, not only at Barbara Morgan but at MOSS where they were entirely outside. The
masks are uncomfortable and devalue non verbal communication that kids so desperately need. Based
on the research that my husband and I have done the facts are that 99.9%of children do not get sick. And
if they do, their symptoms are minimal to none and mimic the flu. Unfortunately there are 416 children
in the United States who have died from Covid, with underlying symptoms. That 416 is out of our
population of 328 Million people. All of that information can be found on the CDC website.

Idaho state's rolling seven day death average of Covid right now is 2 per day, down from 20 in January.
There are far more things that are killing Americans per day than Covid,for example CDC sites there are
1800 people that die from heart disease a day. And what about cancer? In the last 15 months we have
been told that as soon as there was a vaccination available then things would be opened back up. Why
are we going back to last years restrictions when people have had the opportunity to get vaccinated if
they choose? Even with the delta variant, if you are vaccinated the CDC says it will lower your risks and/or
symptoms. Every Valley County resident has had the opportunity get vaccinated. That being said, if
citizens feel unsafe and would like to wear a mask then that should be their option. If residents feel safe
and do not want to wear a mask,then that should be their option.There will never be a zero case of Covid.
It is here to stay. And as an American, a tax payer and employer of this community I do not need to be
told to mask up over something that I do not fear. Stop the panic and stop the fear. Live life. Place your
faith,trust,and hope in God."

"As parents and community members,we believe parents should have the freedom to choose whether

We oppose any mask mandate that interferes with a parents right to choose what is best for their child."
While this petition started as one to the school board, it has grown to those who oppose a mask
mandate in the &1c[aU City limits which will greatly impact our children in the district.
As of 1:30 pm on Thursday,August 12th,we have over 200 individuals who have signed.the petition and
provided contact information. Should any member of the council wish to discuss the position onhow
the individuals would like you to vote on a mask mandate as their representation, a phone number or

to seriously consider putting some of the funds towards the city streets. Since the council plans to raise
property taxes 7%and the 2022 proposed revenue(local option tax for streets is$3,873.963)these figures
should allow some streets to be paved,NOT repaved,but paved. We have been living on unpaved Dawson
Avenue for 44 years and in the city of McCall for 50 years and paying taxes. We have eaten our share of
dirt and dust. Thank you for your consideration of this matter.

regarding the proposed budget: Using 750k for the housing shortage, while at the same time raising
property taxes is an oxy-moron. If you raise property taxes you make our city less live-able for those that
are owning property and less reachable for those that want to own property. During these times of price
increases,I am all for city employee cost of living(and always reward merit raises when possible).However
the city is not going to be able to throw money at the problem of rising home prices because the money
comes from the citizens. In my opinion,to make the city more live-able for its residents,the the city needs
get money in other areas. Tourism is driving up housing costs, so tax the tourism rental market to help

McCall Council Members I am proposing that you think big with regards to the direct licensing of short-
term rental homes.Your proposal for$725,000 for local housing incentives is a start, but we know it is a
drop in the bucket in terms of what is needed here in town for long-term renters.One of the reasons we
have a problem is that many of the now-500 short-term rentals used to be long-term rentals.Owners
evicted long-term renters when they realized they could make more money with short-term rentals. If
the City of McCall charged an annual licensing fee of$1000 for every short-term rental, it would add (at
least in the first year),$500,000 to offer more support for local housing incentives.These short-term
rental owners are part of the problem regarding our dearth of available long-term rentals. Let them be

BUDGETTALK POINTS • Where is the money going?o Budgets keep going up because
we have been bringing in a lot of money the last few years. Not sustainable to just
spend and spend and not have a truly realistic budget. Interesting, now this Council is
blaming a big tax increase on the fact that we need workforce housing. Many
business people have been saying that for years.o A few things to look at: 4• 1. Have
infrastructure spending that helps save money in the future instead of just building
something that is pretty but costs a lot to maintain in the future. 46 2. Focus on the
huge issue right now which is the fact that our valley is being overrun—pricing long-
time residents out. 4• 3.Take environmental issues seriously and plan accordingly for
climate change. Plan for community resilience. 4 4. Look at staffing levels and make
hard choices to stay within a realistic budget. Local businesses do that every day. 4• 5.
Take a look at how supportive taxpayers have been (Library Bond!) and cut taxpayers
some slack.You are wearing us down. Kurt Wolfe, in our opinion,is the best
employee this City has.That said,the Parks and Rec department's budget is
gargantuan compared to just a few years ago. Parks received five LOT grants for a
total of 375,000 scheduled in current LOT grants. Parks also received income from
Describe Your the MRA to the tune of over 2 million for 2021 to rebuild Brown Park. Parks are
Concern: wonderful and add a lot to our community but maybe during these times a
maintenance only budget might be called for. City Golf Course—should be 100%self-
sustaining after the City has bankrolled it since the 70's.Time to cut that cord.
Chamber of Commerce-does not need LOT funds to"advertise McCall". Let's de-
advertise McCall. No need to keep whipping that horse when she has won the race
by ten lengths. Make a deal with Sabala Foundation to fund and shoot the 4th of July
fireworks so that we don't have to watch our pets freak out two times in one week
and save the City and.the Chamber the expense.We could go on.....We are not
entirely sure of how a budget is arrived at.We understand the City Manager asks
Department heads to furnish the amount that they need and then creates the
budget. If this is the case we would think that would be one reason that our spending
is going through the roof. Every department head is always going to ask for the moon
and we don't blame them.You might point at me and say"Fereday didn't mind
spending tax payer dollars as chair of the MRA"....and that is a fair assessment.We
did, however, live within the budgets that we set,and in every project,that meant
cutting stuff that we could not afford. Legacy Park is a good example. It was planned
for 5 million in expenditures and prices came in at well over that so major pieces

were slashed.While I am talking MRA I would like to point out that I, as Chair of that
board,fought long and hard to try and appropriate funding for workforce housing
within the District and was consistently ignored or shut down by staff and Council
member(s) on the board.Time for this Council to adopt and stay within a realistic
budget. By the way—the house that we built 20+years ago for 80,000.—is now
assessed at over 600,000.Your tax increase will cost us another+/-2000/year on top
of what we already pay.We think that is outrageous.The escalation in value worries
us.We are here forever and want to be able to continue to afford our home,as many

great concern the decisions being made during this budget hearing. There has been very little public
disclosure and discussion about the exorbitant salary increase of 2 1/2 times for the council and Mayor.
As volunteers on other Community Committees and Boards, we recognize the time commitments
required to do the work of these organizations. Everyone knew the compensation levels afforded these
positions when they agreed to do them. To propose this level of increase during these economically
challenged times demonstrates a lack of awareness. We would recommend a more reasonable amount
of$100 per month for both Council and Mayoral service. This would still be an approximate 20%increase.
As for the idea of additional 7% property tax on properties within the city, it is ludicrous to extract what
in our own personal and business property values would equate to a 33% increase in our property taxes.
While the City talks about addressing a housing problem here, you then turn and look to add 1/3 to our
property taxes. It makes no sense. Businesses here have dealt with closures, restricted levels of service
and a lack of employees hence restricting business hours,and yet the City expects them to swallow a huge
hit to their bottom line to fund more City expenses. The City uses nearly two thirds of the LOT funds
collected to run its Parks and Rec. Dept.and is looking to grow its budget for other departments with the
taking of taxes on fragile family and business budgets. It's time we reassess whether we can afford all the
services being offered and remember we can not afford to provide all things to all people, whether they
live here or are visitors/guests to this area. We ask you to live within the available 3% budget growth
through the tax levy plan. We do not support the 7%property tax grab proposed in this budget.Sincerely,

Giles and Members of the Council, Please accept this comment in support of the proposed budget
allocation for public art projects in the City of McCall.These funds would be used to continue to build the
public art program in McCall, including integrating art into the new Library. As Chair of the Public Art
Advisory Committee, I have been so grateful of the City's support of public art. Particularly, I have been
impressed by this Council's willingness to become educated about the public processes that we engage in
during the selection of artists to create public art works for the City, as well as the financial support and
commitment that has been provided in past budgets. I realize that the budgeting process can sometimes
require making difficult choices and that there are often choices between competing values. Public art
does not have to be an "either or". Public art can be a "both and". Public art can contribute to the
economic vitality of a community both by enhancing our town as a visitor destination and by supporting
